The first meeting with the City, neighbors and developer was held August 31, 2011. The original
project included:
• 10 buildings (9 residential and 1 clubhouse)
• 238 residential units and 381 required parking spaces
• All residential buildings were three stories in height
• Three buildings fronted E. Drake Road and the smallest setback between a residential
building and the property line was 35 feet.
• The southern portion of the site would be an open "green space"
The neighbors had a number of comments:
• Too much traffic
• Too many residential units
• Loss of the 11 acre park
• Residential buildings too tall
• The N-S orientation of the detached garage buildings created a wall
After this meeting, the project team believed that if the project were modified, the neighborhood
objections could be mitigated.
• Regency and CCCC renegotiated the purchase contract to allow a significantly smaller
project. The renegotiation involved a 36% reduction in the purchase price and took a
couple months to accomplish.
• The project reduced the residential unit count and required parking count by more than
25% (238 units reduced to 175 units and 381 required parking spaces reduced to 288
required parking spaces).
• The project added a 2 acre neighborhood pocket park with low wall seating and pathways
that would be open to Regency Lakeview residents and neighborhoods' residents.
• The project reduced the number of buildings by omitting the building located in the NE
corner of the project site (number of buildings reduced from 9 to 8).
• The project reduced the height of the residential buildings from all three story structures
to a mixture of two stories, two stories rising to a center three story section and three
stories.
• The detached garage orientation was changed to an E-W to remove the "wall" of N-S
detached garages.
• The project added an earthen berm between the detached garages and the east property
line.
• Evergreen trees were added to the ends of driveways by the garages to screen headlights.
• The project increased the separation distance between the closest residential building to
the property line (was a 35 foot separation and increased to an 80 foot separation).
• The project completed a Traffic Delay Study to evaluate the neighbor feedback that
vehicles waited up to l0'minutes to turn out of the surrounding streets and onto E. Drake
— specifically Dorado Court, Brookwood Drive N and Brookwood Drive S.
• The project changed its name from Regency at Parkwood Lake to Regency Lakeview
• The southern most access to the site was eliminated so that multi -family residents would
use the northern access to Lemay Avenue rather than the southern one that borders the
neighborhood.
