CURRENT STATUS AND CONSTRUCTION SCHEDULE:
We are anticipating the "advertisement for bids" to begin on August 31, 2011. We will open
bids for the proposed construction work on September 21, 2011 and expect to begin construction
the week of October 10, 2011.
Construction will begin at the Harmony and Lemay intersection then move to the Drake and
Lemay intersection. The approximate dates at Drake and Lemay will be from October 31; 2011
through November 14, 2011. Citizens should expect minor vehicle delays while travelling
westbound on Drake during the construction. The roadway will be narrowed to one travel lane
from the hours of 8:OOam to 6:OOpm.
Bicycle traffic may intermittently be asked to merge with traffic along the work zone, depending
upon the construction operations for that day. As a reminder, bicycles are asked to "take the
lane" when merging with vehicles. Pedestrian traffic routes will be signed accordingly.
NEXT STEPS:
I am meeting with the City Forester and Jordan's Tree Service on August 23`d to evaluate the
required tree relocations along the north side of Drake Road. We expect to relocate the trees at
the end of October.
I am meeting Mike Frank from Greening Up on August 18`h to discuss the relocation of the
existing irrigation system and options for watering and monitoring the relocated trees.

Re: West Bound Drake to North Bound Lemay Right Turn Lane Update
PROJECT NEED AND FUNDING:
The City received a Federal Grant under the category of Congestion Mitigation and Air Quality
(CMAQ) Improvements to construct various turn lanes throughout the City. The Federal Grant
pays for 80% of the project cost, with the other 20% contributed by the City.
The goal of the project, and requirements for the funding, is to.improve air quality by reducing
the amount of vehicle wait time at the intersections. The air quality benefits are measured as the
reduction in kilograms per year of carbon monoxide (CO). Currently, about 50% of vehicles in
the outside, westbound lane on Drake Road are right turning vehicles during the peak hours of
operation.
BACKGROUND AND ACQUISITIONS:
The turn lane at Drake and Lemay required right-of-way (ROW) and temporary construction
easement (TCE) acquisition from the Parkwood HOA and the Vance Family. The Vance Family
owns a small area of land on the northeast corner of the intersection between the existing
roadway and Parkwood Lake. This area of land was leftover from the original farmstead days,
prior to the Parkwood developments.
In order to meet the federal requirements for land acquisition, known as the "Uniform Act", the
City had to do a "friendly condemnation" to acquire the ROW and TCE needed from the Vance
Parcel. All surviving heirs to the Vance Estate have been paid at the "fair market value" for the
land and have signed quit claim deeds over to the City. The last step in the process is to go to
court on September 23, 2011 to officially transfer ownership of the proposed ROW over to the
City.
The money for the Parkwood HOA acquisitions has been escrowed into an account and is
expected to close in the next week or two.
