In the afternoon peak hour, there were 20 southbound left turns and 34 southbound right turns. The average delay for the left turn was 23 seconds, with the longest observed delay of 63 seconds. The average delay for the right turns was 10 seconds, with the longest observed delay of 44 seconds. The Drake/Brookwood (south leg) intersection serves the west portion of the Lake Sherwood neighborhood, south of Drake Road. In the morning peak hour, there were 16 northbound left turns and 20 northbound right turns. The average delay for the left turns was 10 seconds, with the longest observed delay of 31 seconds. The average delay for the right turns was 7 seconds, with the longest observed delay of 30 seconds. In the afternoon peak hour, there were 16 northbound left turns and nine northbound right turns. The average delay for the left turn was 22 seconds, with the longest observed delay of 49 seconds. The average delay for the right turns was 5 seconds, with the longest observed delay of 11 seconds. This area is considered to be in a "low -density mixed -use residential district." According to Chapter 4, Larimer County Urban Area Street Standards (LCUASS), acceptable operation at stop sign controlled arterial/collector and arterial/local intersections is defined as level of service (LOS) F for any approach leg. The City of Fort Collins considers the delay associated with LOS F to be normal in an urban environment. A description of the range of delay associated with each LOS category is provided in Appendix A. It should be noted that the delay is defined as AVERAGE DELAY for the movement or approach. Table 1 shows the average delay at each intersection and the associated level of service category. Based upon the traffic data, the delays to the minor street traffic are in the level of service A, B, and C categories. In fact, only three times did the longest observed delay fall into the level of service F category at the Drake/Brookwood (north leg) intersection. It is concluded that the minor street delay at these intersections is acceptable. Lemay — Delay study at Drake Road intersections (File: 1140ME02) At your request, we conducted peak hour intersection delay studies at three intersections along Drake Road, east of Lemay Avenue. The three intersections are: 1) Drake/Dorado; 2) Drake/Brookwood (north leg); and 3) Drake/Brookwood (south leg). These are all T-intersections with stop sign control on the minor streets (Dorado Court and Brookwood Drive). The purpose of this exercise is to determine the delay experienced by motorists entering Drake Road from these streets. Drake Road is designated as four -lane arterial street on the Fort Collins Master Street Plan. In this area, it has two through lanes in each direction with a continuous two-way left -turn lane. There are bike lanes on each side of Drake Road. The posted speed is 40 mph. Dorado Court and Brookwood Drive (both legs) are designated as local streets on the Fort Collins Master Street Plan. These local streets do not have pavement striping on their respective approaches to Drake Road. During data collection, it was observed that there was seldom more than one vehicle approaching Drake Road on the minor streets at one time. When there was more than one vehicle, the left -turning vehicle and right -turning vehicle most often positioned themselves such that there were two vehicles abreast. The intersection with the least amount of traffic was the Drake/Dorado intersection. There are ten dwelling units on Dorado Court. In the morning peak hour, there were six northbound left turns and two northbound right turns. The average delay for the left turns was 13 seconds, with the longest observed delay of 32 seconds. The average delay for the right turns was 8 seconds, with the longest observed delay of 11 seconds. In the afternoon peak hour, there was one northbound left turn and three northbound right turns. The observed delay for the left turn was 21 seconds. The average delay for the right turns was 16 seconds, with the longest observed delay -.of 21 seconds. The Drake/Brookwood (north leg) intersection serves the Parkwood neighborhood, north of Drake Road. In the morning peak hour, there were 18 southbound left turns and 35 southbound right turns. The average delay for the left turns was 22 seconds, with the longest observed delay of 72 seconds. The average
