HomeMy WebLinkAboutREGENCY LAKEVIEW - PDP & APU - PDP120013 - CORRESPONDENCE - TRAFFIC STUDYY This letter transmits commt..cs that I: (a) would like entered into the project file available to the Planning and Zoning Commission; (b) would appreciate a response to how the proposed project will deal with. PROBLEM: After the meeting on February 9th I realized an important issue that I did not hear raised, but it is one that is important to myself, my family and dozens of others living in our Silverwood neighborhood: CROSSING DRAKE AT CROSSWALK FROM BROOKWOOD INTO PARKWOOD. This is a route used by many us to access Edora Park, CSU, Fort Collins Club, Spring Creek Bike Trail going east, etc. At present levels of traffic, I have nearly been hit several times by cars even though I WAS IN THE CROSS WALK. Other times, I frequently hear screeching of tires, and once witnessed almost a rear end collision as someone did try and stop. Often times they completely ignore me standing there (off my bike), just trying to walk the bike across the cross walk. Similar experiences have occurred to my spouse trying to cross Drake at Brookwood as well. I have observed others waiting endlessly to cross, as when traffic clears on one side/lane of the road, it then fills in on the other lane. With a bike you must cross ALL FOUR lanes. And it is much more difficult on a bike than a car because bikes start up slower than cars. Of course the problem is EVEN WORSE FOR PEDSESTRIANS! Needless to say, beside the automobile and truck traffic issues, I would like to hear how the City of Fort Collins and Regency plans to address the increasing safety problems for bicycles as a result of adding another 200+ cars to Drake Avenue. WHAT ARE PLANNED MITIGATION? Will the developer pay for a bike/pedestrian underpass similar to College Avenue at CSU? Other solutions that can be proposed? The City Planning and Zoning Board should certainly be aware of that this is another serious issue that this project should be mitigating. The proposed Regency Lakeview Apartment project probably won't have any responsibility for improvements at that crosswalk. To legally impose responsibility for improvements it has to be demonstrated that they are causing the problem or are worsening the problem below some threshold. Just the act of adding cars to the street does not necessarily correlate to meeting that criteria. With that said I don't want you to think nothing will be done though as the City will do a review of the crossing based upon the City's Pedestrian Plan criteria (link provided below). The review will be scheduled to take place this coming late Spring or early Summer when the temperatures warm up and area residents are more apt to be outdoors using the crosswalk.
