[9/20/10] According to the plans this is two lots, but only one address is being called out.
Each lot should have its own address.
RESPONSE: Acknowledged, we have discussed with Tim Varrone and we understand that
there will be addressing similar to that shown below. We will follow up with Tim to finalize:
- Duplex (west) — 712 West Laurel, units 1 & 2
- Triplex (east) — 710 West Laurel, units 1, 2, & 3.
Number:5 Created: 9/20/2010
[9/20/10] Elevations: Please note which drawing belongs to which building. This can be
done by separate addresses when second address is determined.
RESPONSE: Acknowledged.
Number: 6 Created: 9/20/2010
[9/20/10] Please note the max building height on the elevations.
RESPONSE: Acknowledged.
Number: 7 Created: 9/20/2010
[9/20/10] Please note building colors on the elevations.
RESPONSE: Acknowledged.
Number: 8 Created: 9/20/2010
[9/20/10] I'd recommend a bike rack for each building.
RESPONSE: As the common walk and courtyard is provided for both buildings and with the
central location of the new bike rack we feel that one bike rack is appropriate.
Number: 9 Created: 9/20/2010
[9/20/10] Foundation plantings are needed along the east wall of the easterly most building.
As well as along the west wall to match the wall of the building across the courtyard.
RESPONSE: New foundation plantings and the existing vegetation to remain will provide
foundation plantings adjacent to the east building.
Number: 10 Created: 9/20/2010
[9/20/10] I'm guessing that grass is going to be installed along West Laurel, on either side of
the sidewalk - No grass symbol is called out in the Planting schedule/key
RESPONSE: This area has been included in the planting plan.
Be sure and return all of your redlined plans when you re -submit.
RESPONSE: See returned redlines for additional responses.
If you have any questions regarding these issues or any other issues related to this project,
please feel free to call me at (970) 221-6750.
RESPONSE: Likewise, should Staff have any questions during review of the Final Plan
submittal, please don't hesitate to contact the respective project team member listed below.

Department: Stormwater-Water-Wastewater Issue Contact: Wes Lamarque
Topic: Stormwater
Number: 24 Created: 9/28/2010
[9/28/10] The water quality feature near Laurel Street does not meet City standards. The
design needs to meet criteria in the Urban Drainage Manual. This may include providing
approved media and an underdrain.
RESPONSE: The rain garden water quality feature has been eliminated.
Number: 25 Created: 9/28/2010
[9/28/10] It appears the water quality feature near Laurel Street was implemented due to
the outfall pipe required for the pervious pavement. A positive outfall is required for the
outfall pipe. This can be done by a water quality feature that meets the Urban Drainage
Manual's criteria, or by a positive outfall via pipe or curb chase.
RESPONSE: A positive gravity outfall is provided via the piped underdrain.
Number: 26 Created: 9/28/2010
[9/28/10] The slopes along the east property boundary are too steep and drainage could
negatively impact the property to the east. Small retaining walls may be required just east of
the parking lot and the structure.
RESPONSE: The Grading Plan has been revised to minimize direct runoff from traveling
onto adjacent lots.
Department: Stormwater-Water-Wastewater Issue Contact: Roger Buffington
Topic: Water/Wastewater
Number: 20 Created: 9/27/2010
[9/27/10] A discussion is needed on water metering. For duplexes, separate meters are
normally required for each unit. It may make sense to also provide separate meters for the
triplex. Please call to discuss this matter (221-6854).
RESPONSE: In speaking with Roger Buffington on 10/11, he is agreeable with us providing
a single meter per building in lieu of providing individual metering per dwelling unit.
Number: 21 Created: 9/27/2010
[9/27/10] Extend separate sewer services from the buildings to the manhole shown in the
alley.
RESPONSE: Separate sewer services from Laurel St. are provided to each building.
Number: 22 Created: 9/27/2010
[9/27/10] Label all sewer service clean -outs in paved areas as traffic -rated and add
Standard Detail 15.
RESPONSE: N/A per revised sewer service layout.
Number: 23 Created: 9/27/2010
[9/27/10] Label curb stops.
RESPONSE: The new curb stops are labeled.

Topic: Subdivision Plat
Number: 11 Created: 9/24/2010
[9/24/10] The boundary of the Plat closes.
RESPONSE: Acknowledged.
Number: 12 Created: 9/24/2010
[9/24/10] Please change the Subdivision Plat title. We prefer not having numbers or
addresses. We suggest "Appleblossom Subdivision".
RESPONSE: The subdivision plat has been re -titled to "Appleblossom," as requested.
Number: 13 Created: 9/24/2010
[9/24/10] There is a "5.00"' dimension on the Plat, that doesn't appear to be defining
anything.
RESPONSE: This dimension has been changed to 6' to depict a side lot utility easement.
Topic: Utility Plan
Number: 17 Created: 9/24/2010
[9/24/10] Please correct the sheet index on the Utility Plan. See redlines.
RESPONSE: The Sheet Index has been updated.
Number: 18 Created: 9/24/2010
[9/24/10] There are scanning issues on sheets C1.0 & C4.0 of the Utility Plans.
RESPONSE: The scanning issues (as redlined) have been corrected.

Topic: Light & Power
Number: 1 Created: 9/10/2010
[9/10/10] A 6 ft. wide utility easement will be necessary along the entire north property line
of Lot #1. Installation of a pad type electric transformer will be necessary at the N.W. corner
of lot #1. Electric development and system modification charges will apply.
RESPONSE: Per a subsequent e-mail from Doug Martine to Dave Derbes (dated
09/23/10), the need for a new pad type transformer and rear lot easement (for Light & Power
purposes) have been eliminated in favor of replacing the existing transformer in the alley
vault from a 50kVa to a 75kVa.

CONFLICTING INFORMATION
The letter from the applicant states there will be two duplexes constructed. The Statement of
Planning Objectives states there will be one duplex and one triplex. If there are two
duplexes, then the only requirements (fire hydrant location and address being mounted on
the structures) has already been communicated and acknowledged.
RESPONSE: There will be one duplex and one triplex.
Number: 28 Created: 9/29/2010
FIRE SPRINKLERS
If a triplex is on fact being proposed, the following comment shall apply:
RESPONSE: Comment acknowledged. The triplex will be fully sprinklered.
RESIDENTIAL AUTOMATIC FIRE SPRINKLERS
An automatic sprinkler system installed in occupancies in accordance with Section 903.3
shall be provided throughout all buildings with a Group R (Residential) fire area. Residential
or quick -response standard sprinkler heads shall be used in dwelling units and guest -room

[9/14/10] Please consider an alternative location for the bicycle parking (perhaps the
courtyard?). The ideal location is on a hard surface, well -lit, protected from the elements,
and near the main entrance of the building. The current location, next to the trash cans,
doesn't seem like it would meet many of these criteria.

[9/30/101 A utility coordination meeting was held on September 22, 2010. Easement
requirements and utility locations were discussed in hopes of reducing our standard
easements off the alley. As the result of that meeting, the site layout was "flipped" and will
be routed via email for final approval from the utilities. Once this approval is received, the
project is ok to go to the public hearing. In the event this is not completed in time for the
hearing, I am still allowing the project to proceed with the condition that further utility
requirements may alter the final easements in Final Compliance and the developers may
proceed at their own risk.
RESPONSE: An electronic copy of the revised Utility Plan (dated 10/13/10) has been
provided to Susan Joy to be routed for final utility approval.

[9/29110] A large significant Blue Spruce located on the east center portion of the lot is
shown to be removed. Five upsized mitigation trees need to be provided for this tree.
Mitigation trees need to be (shade trees 3.0 inch caliper, Evergreen Trees 8 feet height or
ornamental trees 2.5 inch caliper). A large significant Norway Maple is located about 5-6
feet off the north wall of the proposed west building. Foundation placement this close to the
tree will do significant root damage. The applicant should explore spanning the zone of the
root system with an alternative to a traditional foundation. Add tree protection notes from
3.2.1 G.
Add the following planting notes:
• The soil in all new landscape areas, including parkways and medians, shall be
thoroughly loosened to a depth of not less than eight (8) inches and soil amendment shall
