the staff report.

Member Lingle left the chambers due to a conflict of interest.
Chief Planner Ted Shepard said this is an infill and redevelopment project in the N-C-M across the street
from C.S.U. The P.D.P. complies with the applicable zone district standards of Article Four and the
General Development Standards of Article Three. Staff is recommending approval
Applicant's Presentation
Ian Shuff of Aller, Lingle & Massey Architects said he's representing owners Prue Kaley and Mark
Goldridge. He said the project is on Laurel between Grant and Loomis. It's an existing house that
straddles two existing lots. They're doing a lot line adjustment to create two standard size lots. One lot
is for the duplex and one lot is for the triplex. The project is on a corner of an alley and Laurel so all the
access will be on the rear (north side). Parking as well as trash containers will be there.
Shuff said the owners have owned this property for several years and wish to redevelop. It's still a
student rental but they are trying to get a nicer facility —something a little more modern. He reviewed
slides that indicated a more contemporary design that fits into the neighborhood which includes CSU with
mid-century modern across the street and a mixture of bungalows on either side. Shuff said each side
will have their own identify. They'll have their own entry design and their own articulation and roof
treatment. The materials will be stucco, horizontal lap siding, and reverse board and bat. They are
keeping the emphasis to the courtyard between the two buildings.
Shuff said an issue raised at the neighborhood meeting was parking. At that time there were 12 spaces
proposed. The Land Use Code (LUC) requires 10 spaces-2 spaces per 3 bedroom dwelling. The 12
spaces exceeded the 5 dwelling requirement. Since then they've done some redesign work on the site —
flipped the triplex and the duplex. They saved a large, healthy existing tree and increased parking to 13.
(He said the property is in the TOD (Transit Oriented Design) area so there is actually no minimum
parking requirement —only for the duplex which have been only 4 spaces.)
Board's Questions
Member Schmidt asked exactly where is the house behind located with respect to the proposed project.
Is it right behind their parking? And will their back yard run to the west? Shuff said the house to the east
has a driveway next to the property line. He said the back of their garage is close to the north side of the
lot.

Member Schmidt indicated she was the person at the worksession that had the most concerns. She
appreciated getting the color renderings after the work session. She drove by the area today and she
thinks seeing its' context that it'll fit well in the area. She supports the project.
Member Campana said he supports the project also. He thinks it fits in nicely in the neighborhood.
He appreciates the additional adjustments made especially as relates to parking. Good job.
Chair Stockover says he feels comfortable with it as well

Zoning Hearing. Member Schmidt seconded the motion. The motion was approved 7:0.

Project: 712 W. Laurel Project Development Plan, # 22-10
Project Description: This is a request to redevelop and replat 712 West Laurel Street by demolishing
the existing house and building one duplex and one triplex for a total of five
dwelling units on two lots. The site is located on the corner of West Laurel Street
and the north -south alley halfway between Loomis Street and Grant Street. The
parcel contains 12,520 square feet and the zoning is N-C-M, Neighborhood
Conservation Medium Density.
