SUBJECT: Willow Brook, Filing 3 ITIS — Response to City staff comments

This memorandum responds to Comment 42 from Ward Stanford as contained in
the Staff Comment Review letter dated December 10, 2010. The comment refers to
incorrect posted speeds on Harmony Road and Kechter Road in the "Willow Brook,
Filing 3 Intermediate Transportation Impact Study" dated November 2010. The
incorrect posted speeds impact the reported operation at the Harmony/Lady Moon -HP
East Access intersection and the Kechter/Lady Moon intersection.
The short range (2015) morning and afternoon peak hour analyses at the
Harmony/Lady Moon -HP East Access intersection were rerun with the 55 mph posted
speed on Harmony Road. At the higher speed, the level of service categories for all
movements do not change. The overall calculated delay at the intersection increases
by 0.1 seconds in each of the peak hours.
The short range (2015) morning and afternoon peak hour analyses at the
Kechter/Lady Moon intersection were rerun with the 40 mph posted speed on Kechter
Road. At the higher speed, the level of service categories and the calculated delay for
all movements does not change.
It is concluded that the higher posted speeds on Harmony Road and Kechter
Road do not have a significant impact on the operation of these intersections.
