openings in the masonry of floors two and three emphasize the character of the
brick construction and include Juliet balconies that connect the unit interiors to
the activity of the street. Brick transitions to exterior siding at the fourth floor and
projecting bays clad in exterior siding create relief in the building facade as
strong vertical elements that tie floors two through four together. The stair core is
expressed as another vertical element that connects the building form to the
main entry lobby.
A separate supplemental information document is attached for clarification and
includes specific details relating only to Lot 1 B and Building 4.

Major Amendment Narrative
The scope of this major amendment is limited to Lot 1 B and Building 4 of the
previously approved Project Development Plan and Major Amendments for
Penny Flats.
This major amendment seeks to revise the previously approved six story mixed -
use residential and commercial structure with a lower four story structure of
residential apartment units that includes three Live/Work units located on the first
floor. The commercial space and surface parking spaces in the previously
approved plan have been removed. Parking for this project will be located within
the existing sub -surface parking garage. The proposed project utilizes the
existing post -tension slab, infrastructure and utilities that were previously
approved and installed.
The formats of the site plan and architectural elevations of the Major Amendment
submittal are based on the previously approved Major Amendment submittal by
Coburn Development, Inc. dated 7/20/09. Much of the information is presented
to show how it impacts the overall Penny Flats Plan. The current submittal
includes clouded areas and notes to illustrate where the information has changed
from what was previously approved.
In consideration of the Civic Center Sub -District of the Downtown District, the
massing of the 311 North Mason is presented as a four story structure with a
strong three story base of brick masonry that transitions in both material and
slight step back at the fourth floor to minimize the scale of the building. The
masonry base is highlighted by a high bay first story that houses live -work units
with interior spaces that evoke an urban loft and exterior fenestration that
considers the commercial context of the downtown core while striking a balance
between private urban residence and the opportunities for residents to operate a
home occupation within their units. The high bay first floor glazing is divided
vertically by a horizontal projecting awning system that serves to shelter
individual unit entries and encourage a pedestrian scale. A raised semi -private
entry walk provides an area that encourages outdoor activity between the
residences and the street level while providing a privacy transition from the public
street and sidewalk to the residential units of the ground floor. Punched window
