SUBJECT: Legacy Senior Apartments Transportation Impact Study
(File: 1217ME01)
The parcel at 360 Linden Street in Fort Collins is proposed to be redeveloped as the Legacy
Senior Apartments. The site location is shown in Figure 1. The previous use for this building was
Kiefer Concrete. The scope of this transportation impact study (TIS) was discussed with Ward
Stanford, Fort Collins Traffic Operations. Since the trip generation is expected to be low, a
memorandum documenting compliance with the "Larimer County Urban Area Street Standards"
(LCUASS), 4.2.3D — No TIS Required was requested.
The former use (Kiefer Concrete) is considered to be light industrial. Using Trip Generation,
8t' Edition, ITE, as the reference document, the previous use (General Light Industrial, Code 110)
would generate 100 daily trip ends, 15 morning peak hour trip ends, and 14 afternoon peak hour tdp
ends. Many of the vehicles would have been trucks. There is/was an access driveway to Linden
Street serving the former use.
The Legacy Senior Apartments will have 72 units with access to Linden Street. A site plan is
shown in Figure 2. Using Trip Generation, 81" Edition, ITE the calculated trip generation is: 250 daily
trip ends, 9 morning peak hour trip ends, and 12 afternoon peak hour trip ends.
The following addresses each of the items in LCUASS, 4.2.3D, No TIS Required:
Vehicular Traffic: a. The trip generation in the peak hours will be less than 50 vehicles per hour; b.
No additional accesses are proposed; c. As a redevelopment, there will not be more than 20 new
peak hour trip ends or 200 daily trip ends; d. The primary type of traffic will become passenger car
size vehicles; e. The land use will not cause less than acceptable level of service on the adjacent
streets and intersections; f. There is no significant accident history on nearby streets and
intersections; and g. The land use proposal does not access a State Highway.
Pedestrian Traffic: Sidewalks will be constructed adjacent to the site and on the site. The sidewalks
will connect to existing sidewalks on Linden Street and the Poudre Trail.
Bicycle Traffic: The Poudre Trail is just north of the site.
Transit: There are multiple Transfort routes within 0.25 miles of the Legacy Senior Apartments site.
It is respectfully requested that no further transportation impact analyses be required for the
Legacy Senior Apartments at 360 Linden Street.
