Dear Mr. Stanford
On behalf of NVH WIP, LLLP (Village Homes), TST respectfully requests a
variance to the required intersection access spacing between the intersections of
Lady Moon Drive and Galileo Drive and the intersection of Galileo Drive and
Street A as shown on the attached conceptual lotting plan for Observatory Village
parcels A & B. TST also respectfully requests a variance from the required direct
alignment/intersection spacing of the accesses from Galileo Drive to the adjacent
alley and to street A.
Galileo Dive is classified as a residential road, having a posted speed limit of 25
mph with a required access spacing of 200' from centerline to centerline. The
proposed plan reduces that distance to 172.5', which is more in line with the alley
access located across Galileo Drive from the street A access.
Even though the accesses of the adjacent alley and street A from Galileo are
more in line, there will still be an offset of 25-30 feet from the centerline of street
A to the centerline of the adjacent alley which varies from the required direct
alignment (zero offset) or 200' separation of the two accesses.
The specific criterion for which both variances are being requested is from the
Larimer County Urban Area Street Standards (LCUASS) Chapter 9, section 9.1.1
requiring intersection spacing according to table 7-3 and figure 9-1 and
avoidance of conflicting left turns.
From the attached analysis by Delich Associates for traffic volumes, the daily
traffic on Galileo Drive will not exceed 1,500 vehicles per day. TST and Delich
Associates believe that this traffic volume will be low enough to minimize conflicts
at the intersection. A closer alignment of street A with the adjacent alley access
is also believed to be desirable. Direct alignment of the accesses from Galileo to
the adjacent alley and street A is restricted by the required lot depth and
landscaping area behind the walk along Lady Moon Drive.
