This site is in two drainage basins. Most of the site is located within the Foothills Drainage Basin where
the new development fee is $6, 525 per acre subject to the
runoff coefficient. A portion of the site drains
north into the Spring Creek Drainage Basin where the storm drainage fee is $2, 175 per acre. The
standard drainage and erosion control report and construction plans are required and they must be
prepared by a professional engineer registered in Colorado. Onsite detention is required with two

zero since the North Tributary Storm Sewer. was not sized to take the flow from this area. The previous
development proposal could accommodate it because the rest of their site drained to the North Tributary
Storm Sewer so the runofffrom this
site was stored in their pond system. They used the allowed release rate
from the rest of their site to drain the system. They were also regarding this site to get it to drain south
since it now drains north.

coordinated with the surrounding developments and street construction projects.

This site is on the Stormwater Utility inventory map 11L.

34. There is an irrigation ditch on the south side of the site that was to be relocated and graded over with the
previous proposal. So unless that is done it may be difficultfor this site to drain to the south. Also the

The Street Over sizing Fee will be based on square footage and anticipated trip generation for the new
office building. The City also collects the Lorimer County Road impact Fee. Please contact Matt Baker
for an estimate of thesefees which are payable at the time of building permit issuance. Please note that
fees are adjusted annually based on the Denver
-Boulder consumer price index. (There is information on
the Street Over sizing Fee on the City's website at www.%ov con.) Independent of the consumer price
index, City Council may raise the Street Over sizing Fee at any time.

Timberline Road is classified as a "major arterial" street which requires an ultimate right-of-way of 141
feet. Therefore, there must be 70.5 feet of right-of-way from property line to centerline of the roadway.
Additional right-of-way dedication may or may not be needed depending on how much right-of-way exists
now. A separate southbound right -turn lane may be needed as well. In addition, a 15 foot wide utility
is
easement needed behind the right-of-way line. These dedications maybe made by subdivision plat.
Please note that the centerline of the roadway shifts back and forth so the 70.5 feet needed on the western
one-halfmay not be the exact width required. Please verify the design of Timberline Road Widening
Project with Matt Baker, 221-6605.

Even with the City contributing capital funds to the project, Police Services would still be financially

For Iowa Drive, the new east -west connector local street, Police Services would be obligated to construct

roadway. the property to the south of the roadway develops, then Police Services would be
repaid for the southern one-half of the improvements.

12 feet wide. This must be dedicated in addition to the standard one-half width of the major arterial cross-
section.

8. The location of the transformer must be coordinated with Light and Power such that is it within ten feet of
hard surface for emergency change -out. Also, since the source ofpower is along the roadway, and if the
transformer is visible from the street, then it must be screened with either a solid enclosure (meeting the
clearance specifications) or with sufficient landscaping.

9: A Commercial One ("C-1 ') Form will be required to be completed by an electrical contractor to determine
entrance capacity. Normal electrical charges will apply. These fees are based on square footage of the
parcel and linear front footage along public streets. Since the site has frontage on four public streets, the
linear front foot charge maybe relatively high. Any system modification would beat the developer's

17. The site is served by the City of Fort Collins Water and Wastewater Department. There is a 24-inch
C diameter water main in Timberline Road and likely located on the western portion of the roadway. A repay
is duefor this line. There is no sanitary sewer to the property at this time. The development to the east,
Sidehill, is planning on extending sanitary sewer west to Timberline Road A three-story building will
C require an automatic fire sprinkler system. There is a fee associated with cutting and patching a roadway
surface. This fee is based on a sliding scale with the fee being higher the newer the pavement. For an
estimate of this fee, please contact Rick Richter, 221-6605.

[! 13. A three-story building, or any open floor area that exceeds 5, 000 square feet, will require an automatic fire
G extinguishing system. A fire flow test can beset up with Poudre Fire Authority. The building must be
within 300 feet of a fire hydrant capable of delivering the required minimum amount ofpressure at 20 p.s. i.
P residual pressure. All portions of the building's exterior must be within 150 feet of the designated fire
' access lane. Fire access lanes for three-story buildings must be a minimum of 30 feet wide. The address
must be visible from the public street on which the building fronts.

15. Under the previous plan for the site, Mansion Park, the intersection of Timberline Road and Nancy Gray

RESPONSE TO CONCEPTUAL REVIEW COMMENTS
1. The property is zoned M-M-N, Medium Density Mixed -Use Neighborhood A Police Services Building
would be considered a Community Facility which is a permitted land use subject to Administrative Review.

�.' 2. The maximum number ofparking spaces for general office is 3.0 spaces per 1,000 square feet ofgross,Jloor
area. The requested parking is 3.5 spaces per 1,000 square feet. Additional parking spaces maybe .
allowed based on occupant loan square foot per employee, or other factors unique to the applicant's
request such as shh overlap or the provision of a community meeting room. Please refer to Section
3.2.2(K)(4) for further information on allowances for increased parking for offices.

P3. Since the parking lot exceeds 100 spaces, 10% of the interior must be in landscape islands.
• The public lot exceeds this requirement by providing 16.7% of the parking lot as landscape area. This
Pincludes numerous islands to visually reduce the size and scale of the parking lot. The secured parking
area exceeds this requirement by providing 11.8% of the parking lot as landscape area.
4. Street trees, on 30 to 40 foot intervals along Timberline, should be located to accommodate the future
ultimate major arterial cross-section of 141 feet. Street trees will also be needed along both Nancy Gray
and Iowa Drives and the north -south street. Foundation shrubs will be needed along the sides of the
Lb building that are visible from the public streets.

accommodate the future expansion of Timberline road. Foundation shrubs will be included in the final
.. landscape plan.
5. The trash enclosure must be constructed to match the predominant material of the building and be
sti ftciently sized for containers for recyclable materials.
The trash enclosure will match the building exterior, and will be able to accommodate recycling
' containers.
6. The "build -to" line standard will require that the building be brought up to the corner of Timberline and
Nancy Gray Drive. An exception can made for outdoor spaces such as entry plazas. The set back from
Timberline should be no more than 25 feet and such that there is no intervening parking lot or drive aisle
between the street and building. A sidewalk connecting the building's main entrance to the street sidewalk
`- is also required. The site plan presented meets this standard
• The proposed site plan creates a pedestrian plaza area off the comer of Timberline and Nancy Gray
Drive, connecting the intersection to the building.

The site will be served electricity by the City of Fort Collins Light and Power Department but there is no
primary power along Timberline Road at this time. (Electrical facilities were expected to be extended by
the proposed Mansion Park P.D.P.) Therefore, right-of-way would need to be dedicated and primary
electrical facilities would have to be extended to the site. The source ofpower is on the east side of
Timberline near the intersection with Drake Road. Power will be extended north to the site in conjunction
with the Timberline Road widening project. This may not be until the summer of 2006. Due to the
constraints of construction sequencing, electrical facilities cannot be installed underground until curb and
gutter are poured. Vaults will be installed at every public street intersection. Temporary power for
construction could be provided by overhead poles.
