should be provided. The tower should be set back as far from Timberline Road as
possible. Ground equipment should be screened and landscaped. For further
information, please refer to Section 3.8.13 of the Land Use Code.

25. The building will be assessed a Capital Expansion Fee of $0.53 cents per square
foot based on the "commercial" category. The fee is collected at the time of
building permit issuance. Please note that the fee is adjusted annually based on
the Denver -Boulder consumer price index.
26. If the building exceeds 40 feet in height, then a shadow analysis will be needed.
27. Please contact Craig Foreman regarding a potential connection to the Foothills
Channel bike trail.
28. The building and parking lot must maintain an average of a 50-foot buffer from
the top of the bank of the Foothills Channel which is considered a natural habitat
and feature. This distance is measured from the channel outwards. The buffer
boundary does not have to be uniform but can be irregularly shaped. The Code
also allows the buffer to be reduced 20% to 40 feet if necessary. Any
encroachment closer than 40 feet would require review by the Planning and
Zoning Board. Stormwater detention ponds and water quality ponds are allowed
Within the buffer. Plant material and grasses in the buffer must be native and
drought -tolerant. For further information regarding the buffer requirement, please

29. Due to the proximity of the Foothills Channel, there may be wetlands associated
with the site. If so, then the wetland boundary needs to be delineated and shown
on the plans. In addition, if there are wetlands, the plans must indicate how
drainage from the site ties into the wetlands. If there is any disturbance of the
wetlands, then mitigation will be required. There is a possibility that the wetlands
may be considered under the jurisdiction of the U.S. Army Corps of Engineers.

delineation of the wetland boundary. He can be reached at 221-6700.
30. If there are any prairie dogs on the site, they should be eradicated in a humane
manner. It will not be necessary to trap for Preble's Jumping Mouse.
31. The demolition of existing structures will require a Demolition Permit from the
Building Inspection and Permits Department.
32. The new office building will be subject to the architectural requirements of
Section 3.5.3(D) of the Land Use Code.
33. Recycling of construction waste is encouraged.

17. Any existing public sidewalk, curb, or gutter that is damaged or in disrepair must
be repaired prior to issuance of Certificate of Occupancy. Since the existing
sidewalk is concrete, it may remain in place even though it is not located in the
exact alignment for the future major arterial cross-section. If the existing
sidewalk is to remain, be sure that no drainage problems are created by site
grading for the new building and parking lot.
18. Timberline Road is classified as a "major arterial' street which requires an
ultimate right-of-way of 141 feet. Therefore, there must be 70.5 feet of right-of-
way from property line to centerline of the roadway. Additional right-of-way
dedication may or may not be needed depending on how much right-of-way exists
now. In addition, a 15-foot wide utility easement is needed behind the right-of-
way line. These dedications may be made by subdivision plat.
19. As part of the Project Development Plan submittal, the ultimate cross-section of
Timberline Road will need to be designed. The City widening project and the
Rigden Farm project and the Timberline Church development may have already
completed much of this work to the north. Design to the south may still be
required. Please contact Matt Baker, Street Oversizing Coordinator, 221-6605,
for further information.
20. If the subject parcel abuts a portion of Timberline Road that has already been
improved, then a repay may be due to the City Engineering Department for the
local street portion of the improvement. If these improvements have not been
constructed, then they must be constructed with the Police Services project.
Again, please contact Matt Baker for verification.
21. If there is to be any other access in addition to Sagebrush, then this must be
addressed in the T.I.S. A variance may be needed since intersections on a major
arterial are not allowed in less than 460 feet of separation.
22. A Development Agreement will not be needed prior to recording of the Final
Plan. A Development Construction Permit, however, will be needed prior to

23. Be sure to provide a bicycle rack near the public and employee entrances.
24. This site is in the Foothills drainage basin where the new development fee is
$6,525 per acre subject to the runoff coefficient. The site drains to the south. The
standard drainage and erosion control report and construction plans are required
and they must be prepared by a professional engineer registered in Colorado.
Onsite detention is required with a two-year historic release rate for water
quantity and extended detention is required for water quality treatment. For

12. Some of the existing buildings may have water and sewer services. These
services must be used or abandoned at the main. An existing water service may
be used for an irrigation tap. If an existing service cannot be used, it may be
credited towards the fee of the new service. Check with Water and Wastewater to
determine if new services were stubbed to the site with the Timberline Road
widening project. Plant Investment Fees and Water Rights (or cash -in -lieu) will
be due for the net increase over that which is already in place. Fees would be due
at the time of building permit issuance. Please note that fees are adjusted
annually. Water conservation standards will apply. There is also a Water and
Sewer Plan Check Fee. For further information, please contact Roger Buffington,

13. A three-story building, or any open floor area that exceeds 5,000 square feet, will
requires an automatic fire extinguishing system. A fire flow test can be set up
with Poudre Fire Authority. The building must be within 300 feet of a fire
hydrant. All portions of the building's exterior must be within 150 feet of the
designated fire access lane. Fire access lanes for three-story buildings must be a
minimum. of 30 feet wide. The address must be visible from the public street on

14. Future full -movement access to the Timberline Church is designed to be gained
via an extension Sagebrush Drive. This extension is located on the northwest
corner of the subject parcel. The existing full -movement access for the church is
ultimately designed to be restricted to a right-in/right-out and controlled by a
median. This will impact the proposed site plan by reducing the number of
parking spaces. Sagebrush will also be the primary access to the subject parcel.
Sagebrush should be dedicated and platted as a public street. If not, then it must
be dedicated as a cross -access easement for the church.
15. A Transportation Impact Study will be required. To determine the scope of this
study and which intersections to analyze, please contact Eric Bracke, 221-6630. .
Keep in mind that all modes of travel must be analyzed, not just vehicles. If the
Timberline Church has downsized its future improvements, then the trips assigned
to such improvements can be removed from the trip generation analysis. The
T.I.S. should address the shift overlap situation.
16. The Street Oversizing Fee will be based on square footage and anticipated trip
generation for the new office building. The City also collects the Larimer County
Road Impact Fee. Please contact Matt Baker, Street Oversizing Coordinator,
221-6605, for an estimate of these fees which are payable at the time of building
permit issuance. Please note that fees are adjusted annually based on the Denver -
Boulder consumer price index. (There is information on the Street Oversizing
Fee on the City's website at www.fcCov.com.)

that will likely be found in compliance with the Land Use Code. In any event, it
may be advantageous to discuss shared parking with the Timberline Church.
3. Since the parking lot exceeds 100 spaces, 10% of the interior must be in
landscape islands.
4. Street trees, on 30 to 40-foot intervals along Timberline, should be located to
accommodate the future ultimate major arterial cross-section of 141 feet.
Foundation shrubs will be needed along all four sides of the building.
5. The trash enclosure must be constructed to match the predominant material of the
building and be sufficiently sized for containers for recyclable materials.
6. The "build -to" line standard will require that the building be shifted closer to
Timberline such that there is no intervening parking lot or drive aisle between the
street and building. A sidewalk connecting the building's main entrance to the
street sidewalk is also required.
7. The site will be served electricity by the City of Fort Collins Light and Power
Department. Existing three-phase electrical power is available along Timberline.
The location of the transformer must be coordinated with Light and Power such
that is it within ten feet of hard surface for emergency change -out. Also, since the
source of power is along the roadway, and if the transformer is visible from the
street, then it must be screened with either a solid enclosure (meeting the
clearance specifications) or with sufficient landscaping.
8. A Commercial One ("C-1") Form will be required to be completed by an
electrical contractor to determine entrance capacity. Normal electrical charges
will apply. These fees are based on square footage of the parcel and linear front
footage along public streets. Any.system modification would be at the
developer's expense. For further information or for an estimate of the

9. A Lighting Plan must be included in the P.D.P. submittal.
10. The site is served by the City of Fort Collins Water and Wastewater Department.
There is -a 16-inch diameter water main in Timberline Road and likely located on
the western portion of the roadway. There is an eight -inch diameter water main
on the church site. Since a three-story building will require an automatic fire
sprinkler system, it appears that the 16-inch main will need to be tapped. As you
are aware, there is a significant fee associated with cutting and patching a
roadway surface that is less than five years old. For an estimate of this fee, please

11. There are two sanitary sewer lines near the site. One on the church property and
one in Pine Cone Circle.

CONCEPTUAL REVIEW STAFF COMMENTS
City of Fort Collins
ITEM: New Police Services Building — Timberline Site
MEETING DATE: October 27, 2003
APPLICANT: City of Fort Collins Police Services c/o Mr. Jack Gianola,
Special Projects Manager, Operations Services, City of Fort
Collins, 117 North Mason Street, Fort Collins, CO. 80521.
LAND USE DATA: Request to construct a new Police Services building on the site of
the former C.S.U. Agronomy Farm on the east side of Timberline Road, north of Pine
Cone Apartments and south of Timberline Church. The site is 4.55 acres. The proposed
building would be three -stories in height. There would be approximately 31,000 square
feet per floor for a total of 93,000 square feet. As planned, there would be about 309
parking spaces. The Foothills Drainage Channel is located south of the site.
COMMENTS:
A portion of the property is zoned T, Transition. The balance remains "not
zoned" as it is presently under the jurisdiction of Colorado State University. The
Structure Plan Map indicates that these two parcels should be zoned L-M-N, Low
Density Mixed -Use Neighborhood. A Police Services Building would be
considered a Community/Public Facility which is a permitted land use subject to
Administrative Review.
2. The maximum number of parking spaces for general office is 3.0 spaces per 1,000
square feet of gross floor area. Additional parking spaces may be allowed based
on occupant load, square foot per employee, or other factors unique to the
applicant's request such as shift overlap. Please refer to Section 3.2.2(K)(4) for
further information on allowances for increased parking for offices. The proposed
ratio of 3.32 spaces per 1,000 square feet is a minor deviation from the baseline
that will likely be found in compliance with the Land Use Code. In any event, it
may be advantageous to discuss shared parking with the Timberline Church.
