Naming Two Streets After Police Officers Killed in the Line of Duty
The City of Fort Collins Police Services is in the process of planning and
designing a new facility that will be located on Lot One of Spring Creek Farms
North Subdivision. Lot One will be surrounded by four public streets. (See
attached exhibit.) Spring Creek Farms North Subdivision was approved by the
Hearing Officer on August 22, 2005, and is expected to be recorded shortly.
Police Services would like to honor two police officers who were killed in the line
of duty by naming two streets abutting the proposed facility after these officers.
Since the plat is not recorded yet, the time is ripe to add these two names to the
affected streets. If this is done prior to recording the final plat, then a Street
Name Change Resolution would not be required.
On September 6, 2005, City Council passed Resolution 2005,094 which added
the names "Joseph N. Allen" and "Charles E. Brockman" to the official list of
street names that can be used for arterial and collector streets.
The result of naming these two streets is that there would be a break in the name
along two arterial streets. Along Drake Road, there would be a name break with
"Joseph Allen" to the north and existing "Sagebrush" to the south. Along
Timberline Road, there would be a name break with "Charles Brockman" to the
west and "Katandin" to the east. Since "Katandin" is platted but not constructed,
there is a possibility that this name could be changed to match `Brockman."
Discussions with the developer of Side Hill Filing Two are being planned so that
there could be matching street names on both sides of Timberline Road.
The City Manager is being apprised of these actions because of the two name
breaks at the arterial intersections. The City has entered into an I.G.A. with
Larimer County that such a naming pattern would be discontinued. While
breaking the name across arterials is generally discouraged as an
unconventional street naming practice, there are numerous examples of such
naming patterns throughout the City that has not led to driver confusion. Police
Services Staff has contacted Larimer County officials who do not object to
naming these two streets with the resulting name breaks at the two arterial
streets. ,
