Wireless Telecommunication Facilities in the City of Fort Collins are subject to
development standards as stated in Section 3.5.1. and Section 3.8.13 of the Fort
Collins Land Use Code. These standards address visual impacts to surroundings
and screening requirements.
The location of the proposed wireless telecommunication facility at 3519 Richmond
Drive, directly adjacent and visible from an arterial (Horsetooth Road), will have
significant visual impacts to the surrounding area and will not benefit from
additional screening from the built environment.
One possible solution would be to co -locate on a near by existing facility or to
relocate to the northwest of the property. By relocating to the northwest end of the
property, it could be reasoned that the visual impacts would be mitigated by the
screening of the existing building.
If T-Mobile chooses to move forward with the proposed location adjacent to
Horsetooth Road, the Staff Report presented to the Administrative Hearing officer
will recommend denial of the Wireless Telecommunication Facility at 3519
Richmond Drive.
