A modification will be required for Land Use Code Section 4.17(1))(3)(c)(4) "Frequent view/access" as the building wall along the river is 180' in length, whereas the Code requires that the building not exceed 125'. 2. Regarding historic compatibility (Section 3.4.7 of the Land Use Code), the height of the southern elevations of the building needs to be horizontally delineated at the one story level, to reflect the neighborhood context. Staff offered numerous suggestions, including an awning or promenade, cornice treatment, belly band, or other material change. The ultimate choice of treatment is up the developer. 3. Staff also highlighted the Land Use Code requirements for the portions of the buildings that face streets (Linden Street and Poudre Street) and how they must have street -facing facades (LUC 3.5.2(C)(2)), be oriented to a connecting walkway (LUC 3.5.2(C)(1)). Examples of how to meet this standard can be found in the Fort Collins Design Manual, available at fcgov.com/advanceplanning/designmanual.php. 4. Regarding the materials required in your zoning district (see LUC 4.17(1))(3)(e)), staff noticed that the applicant is now proposing a wide variety of materials for the building. Please note that the building could be composed of all brick (with the banding and other materials that support breaking up of the facade, as noted above) and still meet this standard. 5. With regards to the discussion about whether or not to have the promenade be continued along its full length (instead of breaking it up with the building as recessed), staff will leave it up to the applicant whether or not to connect the promenade along its full length. 6. Please note that the Ecological Characterization Study required in Section 3.4.1 of the Land Use Code must be submitted ten working days prior to the PDP (Project Development Plan) submittal. A meeting for Tuesday, March 61h was scheduled to outline the key elements of the ECS. 7. Please note that there are other code requirements, such as the interim landscaping on the areas proposed to be developed in the future along Linden Street, that will still need to be addressed at the PDP submittal. Other sections of note are Sections 4.17(D)(3)(c)2&3, regarding the location of on -site parking, that were discussed at the Conceptual Review meeting in August 2011, with comments provided by staff in the letter. These requirements can and must be addressed during the PDP review process. Otherwise, modifications may be necessary. The applicant/developer should review the staff comment letter dated September 9, 2011 following conceptual review. 8. As staff has discussed in the past, the timeframe for this project is as follows... It is possible for the development review process to take 6 — 7 weeks from the date of submittal of the required Ecological Characterization Study to the date of the Administrative Public Hearing. This timeframe is based on the project being able to be scheduled for the public hearing after only one (1) round of review. 9. Finally, as mentioned during the Conceptual Review, the alley (Poudre Street) will need to be improved, with this project. As was noted, the current, narrow width of the alley does not meet PFA needs to access the building and emergency access. Instead, the applicants have proposed their emergency access via a driveway off of Linden Street, which splits the parcel's Linden frontage.
