Response: The existing parking and asphalt on the west end of the site is to remain as is in
order to reduce costs. The asphalt will have to be saw -cut in order to add a landscape island to
that area. The applicant feels that other improvements to the landscaping and parking on the
rest of the site would help satisfy this requirement. There is more than enough parking on the
property and those spaces will most likely never be used.

04/29/2011: The existing water service to the site is a 3/4-inch service. Is this adequate
for the proposed animal clinic use? If a larger service is needed, additional development fees
and water rights will be due at building permit.

5LANDSCAPING STRIP REQUIRED ALONG E PROPERTY LINE BETWEEN THESE AND
PARKING DRIVEWAYS/SPACESWHICH SHOULD INCLUDE TREES/SHRUBS. SIMILARLY
A PORTION OF THE NORTH DRIVEWAY LEADING ONTO THE ADJACENT PARKING LOT
SHOULD HAVE A 5' LANDSCAPING STRIP WITH TREES/SHRUBS INCLUDED.
Response: There is a privacy fence and 3' wide landscape shrub area existing along the
eastern property line. (See photo) The plan was to leave that side of the property as
is. Additionally, there is not enough room between the north property line and the drive aisle to
add a 5' landscape area and still keep a wide -enough drive. Since the area to the north
contains open space and railroad tracks, we feel that landscape has more bang for the buck in
other areas within the site.

Riverside Avenue in this location is considered a "Constrained Arterial' which requires a total
ROW width of 102 feet as opposed to the standard 4 lane arterial which requires a total ROW
width of 115 feet. It appears that there is currently —99 feet of ROW existing along the frontage
of this property. Therefore, additional ROW will need to be dedicate with this project so that the
half ROW width equals 51 and therefore meets constrained arterial cross section. The ROW
dedication fee is $250. In addition, a surveyor will need to prepare a legal description and an
exhibit that will be reviewed by cit staff. Also, a deed of dedication will need to be prepared that
will be signed by both the property owner and the owners attorney. Ultimately, the legal
description, the exhibit, and the deed will all be recorded at Larimer County and will be subject
to their recording fees of $11 for the first page and $5 for each successive page.

impervious area being proposed. If there is an increase of impervious area greater than 1,000
sf, other drainage criteria would be applicable. This would include analyzing the existing
detention pond to ensure the pond has enough capacity.
Response: A drainage letter has been included with the submittal. The replacement of the
perimeter drive with the Asto-Turf will decrease the amount of impervious area within Lots 15-
20. The addition of two islands will decrease the amount of impervious area within Lot 21-22.

driveway -street intersections, no plant material greater than twenty-four (24) inches in height
shall be located within fifteen (15) feet of a curbcut. It looks like the feather reed grass on the
northwest landscape portion of the site does not meet this standard.
Response: Shrubs and grasses over 24" in height have been moved 15' away from curb -cut.
