" 2R05 CURRENT PANNING The Fort Collins - Loveland Water District and the South Fort Collins Sanitation District have reviewed the above mentioned request and submit the following comments. Access to the existing sanitary sewer line is required. The District requires easements, on the District's standard easement form, for all facilities that are not located within the public ROW. The minimum width of the easements is 20 feet, depending on the depth of the facilities. There does not appear to be adequate horizontal clearance from the face of the curb to the sanitary sewer line in many locations The water and sanitary notes on sheet 2, general construction notes, need to be corrected to reflect District requirements. Notes #2, #3, #6 and 13 under the water main notes are to be deleted. Notes #2, #3,and #7 under the sewer main notes are to be deleted. The District does not allow trees within 10 feet of District facilities. A fire hydrant is to be installed on the dead-end stub at the east end of Avondale Road/ The water main on lot 29 is not to be located under the driveway. The water line near lot #7 is too close to the type `R' inlet. The water and sanitary sewer service size needs to be indicated. Irrigation taps need to be identified if applicable. The meter pits are to be grouped for each structure in one location for that structure. The District's current water and sanitary sewer typicals are to be shown, the City of Fort Collins' water and sanitary sewer typicals and details are to be deleted. Retaining walls should not be on top of storm sewers, as shown in some areas on this development plan. 3. Red -lined plan from City departments are included with this comment letter. Additional comments and red -lined plans may be forthcoming. Another round of staff review is determined to be necessary. This proposal is subject to the 90-dap revision re -submittal requirement (from the date of this comment letter, being October 3, 2005) as set forth in Section 2.2.11(A) of the Land Use Code. Be sure and return all of your red -lined plans when you re -submit. The number of copies of each document to re -submit is shown on. the attached Revisions Routing Sheet. The larger pond may need to be retrofitted, or you will need to provide your own water quality detention on -site. Department: Transportation Planning Issue Contact: David Averill Topic: Site plan Number: 70 Created: 3/22/2005 [9/21/05] We need to take another look at the alignment of crosswalk ramps and striping at this intersection. 13/22/051 Please align the crosswalk ramps on the north sides of Avondale at Woodrow so that the crossing is perpendicular to the roadway. The eastern ramp of this crossing is slightly askew to the south. Thanks. The following comments/concerns were expressed at the City staff review meeting on September 121, 2005: Engineering (Dan DeLaughter, 221-6605): 1. The proposed 4 new dwelling units shown on these revised development plans are in a drainage easement and detention pond. How is the loss of the storm water detention going to be addressed? 2. There is a storm drain inlet & handicapped ramp conflict at Woodrow Drive and Avondale Road. 3. The development plans show a grading easement at the end of Avondale Road. Is this easement existing? 4. Are the necessary sight distance variances approved? 5. Another utility coordination meeting may be necessary. 6. Because of the above expressed concerns this development proposal is not yet ready to be scheduled for a public hearing. Stormwater (Basil Hamdan, 224-6035): 1. With the addition of the 4 dwelling units the Stormwater Utility has to determine what effects are associated with the loss of the detention pond. Page 7 4. On the plan sheet, your note #5 - where is this? 5. What keeps the sediments from running down the south swale and the east silt fencing into the completed detention pond to the southeast of the project? 6. Etc. Topic: Grading Number: 129 Created: 9/26/2005 [9/26/051 Need to use surveyed elevations for grades, plan states that grading was taken from approved Ridgewood Hills 3rd Filing plans. Please verify these elevations with survey shots at final. The plan calls for a swale along the south property line. The cross-section calls for a 16 foot wide swale, however, at the most restricted area there appears to be only about 5 feet between the property line and the retaining wall. Topic: Plat Number: 127 Created: 9/23/2005 [9/23/051 Plat states that the portions of the drainage easement located on Tract C are to be left intact, however this revision adds lots 42, 43, 44 and 45 where tract C was located, consequently the portion of the easement where these lots are to be located need to be vacated by the plat. Topic: Storm Drainage Lines Number: 128 Created: 9/23/2005 [9/23/05] Most of the plans still show old storm drainage lines that were proposed with the previous site design. Please correct the plans to reflect the latest storm drainage lines and design as proposed. Show the existing outfall pipe and identify it on the plans. Why doesn't the pipe coming off of Avondale Road extend to the outlet pipe. As designed, severe erosion will occur downstream of that pipe, this will not be allowed. Please modify. Topic: Utility Plans Number: 131 Created: 9/26/2005 [9/26/051 Please call out all proposed and existing storm sewer lines and appurtenances on the overall utility plan sheet. Please provide a legend. Issue Contact: Doug Moore Created: 9/21 /2005 Department: Stormwater Utility Issue Contact: Basil Hamdan Topic: Detention and hydraulic calculations Number: 132 Created: 9/26/2005 [9/26/05] This proposal requests that a variance be allowed for less than a 1-foot of freeboard in Pond. This is acceptable as long as water quality requirements are also met in that pond. Need to ensure that total volume required for quantity and quality remain below spillway elevation. Please clarify the SWMM model schematic, indicate what geographic area would be covered by the reconfigured SWMM basins. The hydraulic analysis of the pipe system between the site and pond 2 was done using a full flow situation, however, tailwater conditions would arise when the pond is full and the pond should be analyzed as such. Please study the overflow situation, what happened when the downstream pipe is full or plugged ? Make sure none of the downstream homes would be affected negatively. Topic: Drainage Number: 102 Created: 9/20/2005 19/20/051 Now that the pond has been eliminated, need to make sure downstream pipe has sufficient capacity. At final need retaining wall design. One or more of the previous comments has not been addressed. Please do so. 2. The report states that some BMP's may happen, others should happen, etc. This is the document that defines what shall happen, and when and in what order. Please change the report to reflect this. 3. On the plan sheet, your note #4 should read, "all disturbed areas are to be seeded and mulched". They should also be shown and labeled on the utility plan. Please dimension existing easements and portions to be vacated and clarify the boundary lines. All new easements must be shown on the plat. Also, no structures can be located within a public easement. As shown, it appears that several lots are located within a drainage easement. Without this easement it may be an issue to service Lots 13 & 14. Topic: General Number: 133 Created: 9/29/2005 [9/29/051, The revised plans now include an additional 4 dwelling units (42 - 45) on Tract T of the development plan. City staff, not having anticipated this when the last comment letter went out to the applicant, did not request enough copies of the subdivision plat, Site Plan, Landscape Plan, and utility plans for the appropriate City departments and outside reviewing agencies to receive, review, and comment on. Therefore, another round of review will be necessary with a re -submittal of the number of copies of each document as shown on the "current" Revisions Routing Sheet.
