The purpose of this report is to satisfy the requirements of CRS 31-12-108.5 which
indicates a municipality shall prepare an annexation impact report and file a copy
of the report with the Board of County Commissioners governing the area
proposed to the annexed. Attached to this report are the following:
(a) A map showing the present and proposed boundaries of the City of Fort Collins
in the vicinity of the above referenced annexation. The proposed boundaries of the
City of Fort Collins are depicted by the Growth Management Area Boundary as
agreed to by the Larimer County Board of Commissioners and the Council of the
City of Fort Collins and contained in the Larimer County and City of Fort Collins
Intergovernmental Agreements.
(b) Maps showing present streets, utility service areas, stormwater basins,
waterways, City of Fort Collins Structure Plan, City of Fort Collins Zoning,
This is a voluntary annexation and zoning of an area approximately 22.82 acres
located within the Growth Management Area. The properties are north of LaPorte
Avenue. The Annexation gains the required minimum 1/6 contiguity to existing
City limits from a common boundary with the east parcel line of the Schmidtberger
Subdivision (Canfield Annexation, 1975) as well as the Lilac Apartments
Subdivision (Springer Farm First Annexation, 1972) to the west. The annexation
also shares an additional common boundary with existing City limits to the east,
with the Leeper Subdivision (Radio City Annexation, 1957), thus further satisfying
the requirement that no less than one -sixth of the perimeter boundary be
contiguous to the existing City boundary.
The proposed zoning is the Transition (T) Zone District. The annexation meets
CRS 31-12-104 that not less than one -sixth of the perimeter of the area to be
annexed is contiguous with the City of Fort Collins.
