project is required 47 off street parking spaces. There are 41 spaces on the site, then six
additional spaces are required. This means that six of the the spaces on the lot to the east

the site plan.

the City's Transportation Master Plan. It is anticipated that someday the Elizabeth corridor will
provide a strong transit connection between the Mason Bus Rapid Transit Enhanced Travel
Corridor, CSU, the Campus West area and the CSU Research Campus. Special transit routing
could be offered to Hughes Stadium for special events.

The following Forestry comments are offered.
A preliminary walk occurred with the City Forester to review existing trees and impact from the
proposed construction.
1. Provide in the next submittal a table listing all of the existing significant trees. Each significant
tree should be numbered and include information on species, size, condition, and intent to
either remove, transplant or protect. Also provide in the table the number of mitigation trees
required for any significant tree proposed to be removed and for trees to be protected.
Required mitigation trees should be upsized based on tree type.
Shade Tree 3 inch caliper
Ornamental Tree 2.5 inch caliper
Evergreen Tree 8 feet height
2. Please provide a statement of why existing significant trees would need to be removed on
the current proposed plan. Existing significant trees need to be retained to the extent
reasonably feasible. Where it is not feasible to protect and retain then they need to be
replaced with upsized mitigation trees.
3. Required mitigation trees should be kept on site if possible and can be used to meet
landscape requirements. Offsite mitigation needs to occur within one quarter mile.
4. The proposed sidewalk running north and south on the west side of the east honeylocust in
front of the building appears to be only a few feet from the trunk of the tree. Pursue a design for
the walk that minimizes excavation into the root system, and or shifts the walk to the west further
away from the tree.

plans show this line but does not label it, while also showing a more prominent (thicker and
dashed) line without indicating what this line is intended to represent (a "PDP" boundary?)
There needs to be coordination/verification on the intent of the lines shown on the drawings.

04/04/2012: The proposal of an 8 foot attached sidewalk is of question. The City's view is that
(per the Conceptual Review comments) an attached sidewalk matching the Campus West
Redevelopment is the ideal specification for an attached sidewalk. This sidewalk dimension for
the Campus West Redevelopment is 12 feet and ideally this proposal should match this width
(and is also the proposed width of the redevelopment property next door). The site visit with
Northern and Brinkman identified some potential restriction points to meeting the ideal width:
the tree in front of the Wendy's and a light pole along with a fire hydrant. We were realizing that
the tree in front of Wendy's would likely need to narrow from an ideal width in order to not
impact the tree but thought that the 12 foot width could be likely achieved along the rest of the
corridor. The light pole and fire hydrant, while being existing restriction points, we did not
necessarily conclude that these appurtenances could stay as is. With the drawing submitted it
shows that with the 8 foot attached sidewalk, the light pole would be fully in the sidewalk and
the fire hydrant is partially in the sidewalk as well. The City would conclude that these
appurtenances should be moved as they're awkwardly situated in the 8 foot attached sidewalk,
which would have the design then look towards more of the ideal sidewalk width. (Doug Martine
with Light and Power noted that the cost to move the pole so it's not within/abutting the sidewalk
is no different to achieve 2 foot separation from the proposed 8 foot sidewalk to vs. a more
ideal sidewalk width with further separation.) We would need to evaluate any proposal that does
not incorporate the 12' attached sidewalk through a variance request in coordination with
Planning.

04/04/2012: The proposed 9 feet of additional right-of-way wouldn't be needed in its entirety.
The amount of right-of-way needed would only need to coincide with the back of sidewalk
ultimately decided to and agreed upon to be built per ID#3 (with the exception that Light and
Power and Water/Wastewater would need additional easement or right-of-way for relocated
appurtenances). Adhering to the 9 feet of additional right-of-way would appear to be
problematic in that part of the Wendy's patio would fall within this additional right-of-way.

04/03/2012: The development at 1401 W. Elizabeth is currently in the development review
process and proposing a 12' sidewalk. As proposed, the firehydrant is abutting the sidewalk
and needs to be 2' from the walk and the existing metal light pole in located within the
sidewalk. Both the hydrant and the lightpole should be moved back and the sidewalk width
increased. While the full 12' walk may not be an option, we are suggesting that 10' may be
more appropriate in this case. A variance request is still required for a 10' walk.
