A decision (approval, approval with conditions or denial) will ultimately be made by the City's Administrative Hearing Officer following an Administrative Public Hearing (Type One Review). This development proposal is subject to all applicable standards of the Fort Collins Land Use Code (LUC), specifically Article 3 General Development Standards and Division 4.5 — Low Density Mixed -Use Neighborhood District (LMN). 4. General development standards that will apply to this project include, but are not limited to: • Landscaping and tree protection(Section 3.2.1) • Access, Circulation and Parking (Section 3.2.2) • Engineering (Division 3.3) • Residential Building Standards (Section 3.5.2) 5. A neighborhood meeting is not required for Administrative (Type 1) proposals, but since many of the neighbors to this property are unaware that it will not be a school, I would recommend such a meeting as soon as possible. Please contact me and I will handle the logistics (where/when/notification) of conducting the neighborhood meeting. You will be responsible for providing my office with a mailing 5 CONCEPTUAL REVIEW STAFF COMMENTS 2. The city wide development fee is $3,070/acre ($0.0705/sq.ft.) for new impervious area over 350 sq.ft. No fee is charged for existing impervious area. This fee is to be paid at the time each building permit is issued. 3. The design engineer will need to verify compliance with the Registry Ridge drainage plan both for imperviousness and drainage patterns. If there are any changes, they will need to be justified and/or mitigated. This must be completed by a Professional engineer registered in Colorado. The site drainage was probably sized under old rainfall requirements so there may need to be additional quantity volume detention to meet present requirements. The detention could be provided onsite or in the existing pond offsite. If the Registry Ridge drainage report assumed a high imperviousness for this site, the existing pond may be large enough. 4. A detailed grading plan is required for each lot, showing the lot comer elevations, finished floor elevations, and the break point elevations on the lot that provides a 2 % swale away from the building to the curb. There needs to be at least 6 inches of fall away from the building foundation in the first ten feet on all sides. 5. Water quality extended detention is required to treat the runoff. This could be provided onsite or the existing detention pond outlet could be modified and additional volume provided. If the existing pond is used the water quality capture volume needs to include all the area draining to the pond. WATER & WASTEWATER 1. This property is served by the Fort Collins Loveland Water District (FCLWD) and South Fort Collins Sanitation District (SFCSD). The sidewalk and ramp requirements relating to this proposal will be discussed at the next City Transportation Coordination Meeting. Any damaged curb, gutter and sidewalk existing prior to construction, as well as streets, sidewalks, curbs and gutters, destroyed, damaged or removed due to construction of this project, shall be replaced or restored in like kind at the Developer's expense prior to the acceptance of completed improvements and/or prior to the issuance of the first Certificate of Occupancy. 5. Utility Plans, a Development Agreement (DA), Development Construction Permit (DCP) and subdivision plat will be required for this proposal. 6. Any public improvements must be built according to Larimer County Urban Area Street Standards (LCUASS). 7. "Knuckles" are not permitted according to LCUASS. Instead, the street must be widened. 8. Sidewalk design must be designed to the local street specifications of LCUASS Section 7-9F. This entails a 4 % foot wide detached sidewalk and 6 foot parkway. Tract C was originally reserved as a future school site for the Thompson School District, but a recently approved elementary school in the nearby Ridgewood Hills Subdivision will serve both the Ridgewood Hills and Registry Ridge neighborhoods. The property is zoned LMN- Low Density Mixed -Use Neighborhood District and is adjacent to a future City of Fort Collins park. Single-family detached dwellings are permitted in the LMN — Low Density Mixed -Use Neighborhood District, subject to Administrative (Type 1) Review and Public Hearing. 2. Residential developments in the LMN District shall have an overall minimum average density of five dwelling units per net acre of residential land and a maximum density of eight dwelling units per gross acre. 3. Minimum setback of every residential building from any non -arterial street right-of-way shall be fifteen feet. 4. Minimum side yard setback for all residential buildings shall be five feet from the property line. 5. Rear yard setbacks in residential areas shall be a minimum of 8 feet from the rear property line. 6. Minimum lot width of 50 feet shall be required for any single-family detached dwelling if the garage and/or driveway is served by access from the abutting sheet. Anyone with a development idea can schedule a conceptual review meeting to get feedback on prospective development ideas. At this stage, the development idea does not need to be finalized or professionally presented. However, a sketch plan and this application must be submitted to City staff prior to the conceptual review meeting. Conceptual reviews are scheduled on three Mondays per month. One half-hour meeting is allotted per applicant. Please call Current Planning at 416-2031 to schedule a conceptual review meeting. Conceptual review is a free service. Applications and sketch plans must be submitted to City staff no later than 5pm on the Wednesday prior to the Monday conceptual review meeting. At Conceptual Review, you will met with staff from a number of City departments, including Current Planning, Light and Power, Natural Resources, Stormwater, Water/Wastewater, Zoning, Transportation, Engineering and Poudre Fire Authority. Comments are offered by staff to assist you in preparing the detailed components of the project application. There is no approval or denial of development proposals associated with conceptual review.
