Con ra d aa. h P. co m Cc: Kurt Kastein — City Councilman Re: Registry Ridge Tract C Replat Project Development Plans Dear Coulter and Shelby, As a homeowner within Registry Ridge and the President of the HOA Board, I would like to offer some comments and make a request of both Lennar Homes and the Fort Collins City Planning Department. While it is understood that Lennar has fulfilled their obligation to the Thompson School District by offering this tract and making an "in lieu of" payment instead, many of us feel that the proposed Replat enhances the net benefits to Lennar at the expense of both the City and the local homeowners. During the home sales process, Lennar representatives promoted the possibility of a school in the neighborhood as a "value enhancing" feature. Filling the space with homes is clearly not consistent with that promise. During the home sales process, Lennar recognized enhanced financial benefit from those homes that look upon and back-up to what was planned to be open school play areas. Filling the space with homes clearly is far less desirable for those residents. Lennar homes deeded the 5 acres of park land to the city. That land includes prime "frontage" exposure along Ranger Street, and would have been even more inviting if it was bordered by open school space. Lennar Homes has now asked the city to trade some of this prime frontage space for a sliver of land between homes far from the street. I urge the City Planning Department to deny Lennar's request to trade the prime frontage property for a far less useable and valuable sliver of land at the rear of the park. Clearly Lennar is already gaining significant additional benefit by replatting this property, and does not need to get even more value at the expense of the 400+ residents of Registry Ridge. And I also ask that Lennar offer, and the City Planning Department require, a redesign of the proposed platting. That redesign should include the following: 1. No current park land is to be returned to Lennar in the replatting process. 2. Lennar donates one to two additional acres of land to the City Park property, as a way to compensate the neighborhood for the lost value from this development. 3. Lennar add a greenbelUwalkway (at least 15' wide) between the rear property lines of the current homes on the west side of Reeves and the new homes, to provide access to the park and provide some visual relief for those existing homes. Clearly the change from school land to additional homes will result in significant financial benefit to Lennar, while also representing a loss in benefit to the current residents. My request is that changes be made so that there is also some benefit to the 400+ people who trusted Lennar to protect our home values when we were their customers. Respectfully,
