It is recommended that this pond be eliminated and that water quality be achieved by using the existing swales that lead to the larger detention pond serving the entire Registry Ridge development. Be sure and return all of your redlined plans when you re -submit. Please schedule a Final Plan submittal appointment if your project is approved at the administrative public hearing. Please minimize the amount of area contributing runoff to this swale if possible. Provide a design for the swale showing how much runoff is expected in that swale. Landscaping restrictions notes should be added to the grading plan as well as to the plat. The swale located on tract D should be designed such that the swale can carry the 100 year design flow + a 33% freeboard without the water surface elevation encroaching on the lots to the east. Please add a swale cross section to plans showing property line and water surface elevation with freeboard. Topic: Utility Plans Number: 96 Created: 4/18/2007 [4/18/07] Terry Farrill (Fort Collins Loveland Water District/South Fort Collins Sanitation District): The response comments indicate that all of Tract "B" was dedicated as a sanitary sewer easement. The drawing and plat indicate a pedestrian, landscape and drainage easement as well. The District requires minimum 30 foot wide easements for the sanitary sewer lines, on the District's standard easement form, that are not located within the public ROW. Adequate easements and easement rights need to be conveyed to lots 28-30 for the sanitary sewer service line easements. Typically, a 10 foot wide easement is not adequate to replace or repair the service line. The homeowner is responsible to provide locates for the sanitary sewer service to their property. Access to the sanitary sewer line, in Tract A, for maintenance needs to be addressed. The District will require another review due to the nature of the above comments. Staff will support your requests for modification, and will also require a condition of approval requiring a continuation of the pedestrian path through the water quality/drainage swale area. I will need a "fresh" set of plans (site, landscape and plat) to use at the public hearing and would prefer to have those as soon as possible since I will be returning my redlined set to you with this comment letter. If you project is approved at the public hearing, you will be required to submit final plans (revised per this comment letter) along with a $1000 development review final plan fee and $1000 transportation development review final plan fee ($2000 total).
