10. The Street Oversizing Fee for multi -family dwellings is $1,021 per unit and for
townhomes it is $901 per unit. Please contact Matt Baker, 221-6605, for further
information. Fees are due at certificate of occupancy or by December 1, 1998.
Rebates are available out of the General Fund.
11. The existing traffic impact analysis must be updated to reflect the increased
number of units and the conversion from single family to townhomes. .
12. With the Bridgefield Lane connection to Shire Court, the Shields Street/Shire
Court intersection must be closed. The closure of this intersection is part of the
original approval of the Sundering Townhomes P.U.D. According to the Final
P.U.D. for Windtrail Park Apartments, the existing asphalt, curb, and gutter must
be removed and a new sidewalk constructed across the throat of the
intersection. The exact scope of this project must be defined in the Development
Agreement.
13. The Parks and Recreation Parkland Development Fee is $787 units under 1,200
square feet for neighborhood parks and $859 for units under 1,200 square feet
for community parks. Fees_are. due at certificate of occupancy, not building
permit; or December 1, 1998. Rebates from the General Fund are available.

14. The site is located in the MMN, Medium Density Mixed -Use Neighborhood zone
district. The land use and the density are allowed in this zone. A submittal will
be classified as a Project Development Plan and considered by the Planning
Director or Hearing Officer as an Administrative Review.
15. The Site Plan must include handicap parking stalls, ramps, bike parking, trash
enclosures, and patterned concrete crosswalks. Be sure that the trash
enclosures are sized to allow containers for recyclable materials. Fencing
around the play area should be attractive as well as secure.
16. Staff is concerned about the aesthetic appearance along the public streets. The
backs of the structures should feature architectural and landscape upgrades
where necessary.
17. Be sure to include an architectural character elevation for the clubhouse.
Exterior materials should match the dwelling units.
18. The request will be granted priority processing in keeping with the City's
Affordable Housing policies.

19. A neighborhood information meeting will be required.
December 1, 1998. Fees are rebated back to the developer out of the City's
General Fund. Units 9 -16 will be difficult to serve given the need for proper
separation for utilities. For further information, please call Roger Buffington,

5. No structure can be more than 400 feet from a fire hydrant. Be sure that all
exterior portions of all structures are within 150 feet of Rolland Moore Drive,
Bridgefield Drive, or an approved fire access lane meeting the requirements of
the Poudre Fire Authority. Any structure out of access must be equipped with an
automatic fire extinguishing system. Approved fire lanes must be a minimum of
20 feet wide with a minimum of 20 feet inside and 40 feet outside turning radii.
Such lanes feature curbs painted red and signed "No Parking - Fire Lane." For

6. The site is located in the Spring Creek Drainage Basin. The Storm Drainage
Fee in this basin is $2,175 per acre subject to the runoff coefficient and the
amount of stormwater detention. The submittal must include a revised Drainage
Report, revised.Grading and Drainage Plan, and revised Erosion Control Plan.
The change in the amount of impervious surface must be analyzed in order to.
properly size the stormwater detention pond. For water quality, please
investigate adding "extended detention" to.the lower part of the pond so the
pond drains at a slower rate allowing sediment to filter down. Be sure to verify
that an easement has been granted by CSURF for the off -site portion of the
detention pond. If not, an offsite drainage easement will be needed. (Warning:
if needed, contact CSURF early in the process as a request for an offsite
drainage easement -must be placed on their board's agenda. This has proven, in
the past, to be very time consuming.) Please contact Glen Schlueter, 221-6589,

7. Originally, at the time of final approval of Windtrail Park Apartments P.U.D.,
Rolland Moore Drive was to be classified as a collector street to the eastern
property line. From there it would be allowed to taper down to a local street.
Any change in this classification would have to be approved by the
Transportation Department.
8. The curb bulges at the crosswalk may be approved subject to revising the Utility
Plans to show the new profiles of the street for drainage purposes. The test is
that the grades must allow for storm flows to pass through the bulges to the
outfall.
9. White Mountain Court is presently dedicated as a public street. This cul-de-sac
must be vacated by two readings by City Council. A separate application, with
legal description and map, must be submitted to the Engineering Department.
The request must be approved by City Council prior to the Preliminary hearing

LAND USE DATA: Request to replat Lots 1 - 21 Windtrail Park Apartments
P.U.D. into 50 townhomes located east of Shields Street and
south of Sundering Townhomes. Dwelling units would be for
rent, not ownership. Property would be platted into one lot
under single ownership rather than each townhome having
its own lot.
COMMENTS:
1. The site will be served by the City of Fort Collins Light and Power Utility. Power
will be extended from the west via Rolland Moore Drive. Electrical meters will be
clustered on one end of each building rather than brought to each unit.
Transformers should be screened from public view yet be accessible (within ten
feet on one side) by.hard surface for emergency change -out. If small children
will be in the vicinity, you may want to consider enclosing the transformer.
2. Light and Power is concerned about proper separation among utilities,
especially gas and water which are served from the front. A utility coordination
will be required to ensure sufficient area for all services.
3. Normal development charges will apply and are due to Light and Power at the
time of building permit. For budgetary estimates, fees are approximately $535
per dwelling unit and between $416 and $500 per structure. For further

4. The water and sewer mains in Rolland Moore Drive that serve Windtrail Park
Apartments P.U.D. must be extended into the site all the way to the east property
line. Any services that have been installed and not to be used must be
abandoned back to the main. Plant investment fees and raw water acquisition
charge are due not at building permit but at certificate of occupancy, or by
