d. The proposed pedestrian crossing over the railroad tracks will require approval from the
railroad. Please contact Mike Herzig of the Engineering Department at 221-6605 for
assistance in working with the railroad.
R. Noted. Discussions with the Burlington Northern Railroad have been started by Mr. Mickey
Willis representing the project team.
d. The minimum parking setbacks from the jlowlines of the adjacent streets are: 40' from
Cherry Street and 20 ' from Mason Court.

b. Fire hydrants must be located within 300' of all buildings.
R. This requirements has been accommodated.
c. The maximum 150' distance rule for emergency access will apply to this development. All
portions of all buildings must be within ISO' (as afire hose is laid) of a location where afire
truck can be parked.
R. Noted.
d. Some or all buildings may have to be equipped with afire sprinkler system.
R. Noted. No fire services have been provided at this time. As review occurs, and the
requirement for fire service is verified, fire services will be provided.
e. Addressing for all buildings must be visible from the closest street that they front on.

Engineering Deuartment
a. The standard utility plan submittal requirements will apply to this development request.
R. Noted.
b. Street oversizing fees will apply to this development request. The fees are based on vehicle
trip generation for the proposed land uses in the development plan. Please contact Matt
Baker at 224-6108 for detailed information on the fees. The fees will be collected at time of
issuance of building permits.

c. A Transportation Impact Study (TIS), addressing all modes of transportation, is required
with your Project Development Plan (PDP) submittal. Please contact Eric Bracke of the
Traffic Operations Department at 224-6062 and Tom Reiff of the Transportation Planning
Department at 416-2040 to determine what information is needed in the TIS pertaining to
Level of Service for vehicle, pedestrian, bicycle and transit modes of transportation.

Stormwater Utility
a. This site is located within the Old Town Basin, which has a new development fee of $4,150
per acre and is subject to the runoff coefficient reduction. The site is in inventory grid #7G.
The fees will be collected at time of issuance of building permits.
R. Noted.
b. The vacation of the existing blanket easement and replacement of a specific 40' - 44'
easement is acceptable.
R. The existing blanket easement will be vacated in its entirety by virtue of the replat. A specific
easement will be dedicated for the existing box culverts which were installed with the Howes
Street Outfall project. Widths of the easement will be noted. The easement will be defined to
away from the building corners, including the building foundation footing.
c. The standard drainage and erosion control reports are required at time of submittal of a
request for development review. They must be prepared by a professional engineer registered
in the State of Colorado. The imperviousness and outfall system as defined in the original
drainage report for Martinez P. U.D. will have to be verified.

d. The original design for this development did not include extended detention for water quality,
which is now required.
R. Noted. Water quality capture volumes will be calculated and documented for this project.
There are currently discussions with the Parks Department concerning participation in the
wetland expansion being considered by the Parks Department. Therefore, there will be no
water quality designs provided with the initial submittal of this project. The drainage report
will briefly discuss this issue as well.
Poudre Fire Authority
a. Fire flows of 1,500 gallons per minute at a residual pressure of 20 pounds per square inch
must be provided.
R. Noted. The Engineering Company (TEC) has been contacted regarding the preparation of a
hydraulic study. This information will be provided.

Water / Wastewater
c. If the 8" water main is relocated, an acceptable water main loop with adequate hydraulic
capacity for fire flows must be provided.
R. As we understand it, the existing water line in Cherry Street at the proposed tie-in point, is a
6" water line. We understand that adequate hydraulic capacity is required and must be
documented. The Engineering Company (TEC) has been contacted regarding the preparation
of a hydraulic study. Improvements recommended by the study to accommodate fire flow
requirements, will be provided.
d. Provide separate water and sanitary sewer services for the commercial and residential
portion of each building.
R. Currently, a single sewer service is provided at each building. Currently, a single water
service is provided at each building. As we understand the concept and the limits of
commercial and residential uses for each building, this request will be accommodated. At this
time, we have located the larger water service vaults due to their size and typical
coordination and separation requirements.
e. Any connections to the 24" or 36" sanitary sewers must beat a manhole.
R. Understood.
f. Provide 30 ' wide easements for all sanitary sewers.
R. 30' easements will be accommodated where possible. Due to the location of the existing 36"
sewer line, and the proposed location of the north sides of Buildings B and C, the easement
south of the existing sewer line will be accommodated as wide as possible.
g. The City's water conservation standards for landscaping and irrigation systems will apply to
this project.
R. Noted.
h. Plant investment fee and water rights will apply to this project. They will be collected at the
time of issuance of buildingpermits.

Dear Steve,
This letter is written in response to several of the conceptual review comments presented at the
conceptual review meeting on February 26th, 2001 and your written summary of those
comments in your letter to Wonderland Hill Development Company dated March 14, 2001. This
response focuses primarily on items which relate to fire, engineering, water, wastewater and
stormwater issues.
Water / Wastewater
a. There is an existing water main along the south side of the property in an easement.
R. A major portion of the existing 8" water line located along the south side of Lot 12, Martinez
P.U.D. will be abandoned due to the placement of additional buildings proposed with this
development. A new connection will be provided south to the existing 6" D.I.P. water line
located on the south side of Cherry Street.
R. The existing 8" water line which was tapped off of the existing 12" water line to the east, will
only be salvaged to the extent that a hydrant will be provided on the west side of Mason
Court.
b. There is an existing 8" sanitary sewer main in the private drive on the northwest side of the
westerly building on this proposed plan. There are existing 24" and 36" sewer lines located
in the NW/SE portion of Mason Court.
R. The westernmost building (Building A) is currently serviced by an existing service off of the
private drive just west of Building A. The other two (2) buildings (Buildings B and C) will be
serviced at the existing 36" sewer line north of the proposed buildings. At this time, we are
proposing tying both services to an existing manhole which was recently installed with the
Howes Street Outfall according to the record drawings by ICON Engineering, Inc.; ICON
Project No: 98-039-HOW-352; Plan dated 02/99. Internal drops are proposed due to the
depth of the existing manhole.
