Water Wastewater 18 Issue Contact: Jeff Hill Show all water and sewer lines on the landscape plans and provide the required landscape/utility separation distances. 19 Issue Contact: Jeff Hill Maintain 10 feet of separation between water mains and their associated appurtenances and all other underground utilities. 20 Issue Contact: Jeff Hill Curb stops and meter pits may not be located in sidewalks (entery ways). 11 of 13 81 Issue Contact: Ron Gonzales Per FCLUC3.5.2(C)(2), every building containing 4 or more dwelling units shall have at least 1 building entry or doorway facing any adjacent street that is smaller than a full arterial or has on -street parking. 82 Issue Contact: Ron Gonzales The private road west of Mason Court has been designated a fire lane under the Martinez PUD; however, per FCLUC3.6.6(D)(4)(ii) Easements and FCLUC3.6.2(L)(2)(a), this emergency access easement shall be properly recorded as such. 84 Issue Contact: Ron Gonzales Building B is out of access and required to be fire sprinklered. 85 Issue Contact: Ron Gonzales Per 97UFC90.1.4.4, address numerals are required to be visible and legible from the street fronting the property. Building C does not have street frontage, but fronts on the Private Road. 86 Issue Contact: Ron Gonzales A Knox Box (for building keys) is required for Building B. 87 Issue Contact: Ron Gonzales All fire lanes shall be maintained in accordance with FCLUC3.6.6(D). Police 92 Issue Contact: Joseph Gerdom Landscaping: Eastern parking lot is isolated by street. The additional use of Hawthorns will increase isolation and potential for safety problems of users after dark. Also, the plant material and location of parking lot will increase security issues. 93 Issue Contact: Joseph Gerdom Lighting: Most of the entrances points into the buildings are under -illuminated. For security, a minimum of eight (8) lux is recommended. Some areas are over illuminated an may pose a nusiance to other properties. Stormwater Utility 15 Issue Contact: Wes Lamarque Please provide permission from the Parks Department for the water quality concept to be implemented with this project. Also discuss how the proposed concept will function in the report. 10 of 13 98 Issue Contact: Katie Moore General comment: Awnings, footings, and eaves are not allowed to encroach into easements. The city has no permitting process for allowing encroachments; instead, that portion of the easement would have to be vacated. Certain encroachments are allowed into setbacks, but this is only in the case where there is no easement in that location. (LUC 3.8.19 (A) 5) 99 Issue Contact. Katie Moore Sheet 3: Driveway entrances are required to intersect the street at a 90-degree +/- 10-degree angle for 25' from the flowline (XIII.D on the utility plan checklist). The angle is not a problem in this case, but the distance of 25' is. 100 Issue Contact. Katie Moore Plat: The parking lot off of Cherry should be in an access easement, and pedestrian areas should be in a pedestrian easement or public access easement. Light & Power 12 Issue Contact: Janet McTague Electric easement needs to be shown on plat with width and 10' vertical clearance 13 Issue Contact. Janet McTague Most electric utility issues have been resolved at coordination meetings Natural Resources 95 Issue Contact: Doug Moore Trash Enclosures- • Include a detail of the trash enclosures with the next submittal. 96 Issue Contact: Doug Moore Turf around east parking - What kind of turf will be planted around the eastern parking area? Turf will need to be listed on plant schedule. If the area is to be seeded the seed mix will need to be listed, including species and planting ratios used. PFA 80 Issue Contact: Ron Gonzales Per FCLUC3.5.2(C)(1), every front fagade with a primary entrance to a dwelling unit shall face the adjacent street to the extent reasonably feasible. Per FCLUC3.5.2(C)(1), every front fagade with a primary entrance to a dwelling unit shall face the adjacent street to the extent reasonable feasible . 9of13 72 Issue Contact: Katie Moore Sheet 6: More information is needed regarding the offsite parking lot and the section of the site south of the train tracks including the median. 73 1 Issue Contact. Katie Moore Sheet 6: Please provide the "100-year storm" statement. See utility plan checklist item II.E. 74 Issue Contact: Katie Moore Any work done within the RR ROW/easement requires approval by the railroad. Please provide a letter of intent from the Railroad regarding these improvements (grading, landscaping, pedestrian crossing, etc.). 75 Issue Contact: Katie Moore Offsite grading/other work performed on Parks' land requires their approval/an easement. 76 Issue Contact: Katie Moore Sheet 10: Please remove unnecessary details. 77 Issue Contact: Katie Moore Where is the --existing bus stop supposed to go? Transfort needs approximately 40' for their stop, which needs to be west of the proposed crosswalk on Cherry. 78 . Issue Contact: Katie Moore Regarding the parking lot off of Cherry: It would be allowable to have one-way entrance and exit driveways from this lot and have the smaller widths, but the parking stalls would have to be angled to reflect the one-way only setup. I don't know how this would work with the garages; they may not fit with this configuration. The City would not support one-way entrance/exit without the angled parking, even if it is signed as one way. 79 Issue Contact: Katie Moore Please provide a description of the trash enclosures.. Permanent structures (stone, brick, etc.) would not be allowed over easements, but wooden fence - type enclosures would. 97 Issue Contact: Katie Moore Plat: Provide line for the City's Light and Power department to sign on the cover sheet. 8of13 58 Issue Contact. Katie Moore For all street cuts, please add the note: Limits of street cut are approximate. Final limits are to be determined in the field by the City Engineering Inspector. All reparis are to be in accordance with City Street Repair Standards. 59 Issue Contact: Katie Moore Please clarify/label who is buiding the offsite parking lot. Has Parks approved of this parking lot? 60 Issue Contact: Katie Moore Please provide a legend. 61 Issue Contact: Katie Moore Please calculate sight distance easements needed and show on the plat and utility plans and site and landscape plans. 62 Issue Contact: Katie Moore Drainage is not allowed over a public sidewalk. Please use under -walk pans as shown in detail 7-31. 63 Issue Contact: Katie Moore Driveway widths need to be 24' minimum width per LCUASS drawing 7-29B 64 table. Issue Contact: Katie Moore The 30' edge -to -edge spacing requirement (table 7-3 LCUASS) for driveways on Cherry needs to be met for the offsite existing driveway. 65 Issue Contact: Katie Moore Please label all driveways_ as concrete to the ROW. 66 Issue Contact: Katie Moore If there are two facing garages, the distance between them needs to be 28' (LUC 3.2.2 L(1)). This applies to the parking lot on Cherry. 67 Issue Contact: Katie Moore Please adjust sidewalk as shown so there is not an angled crossing of the driveway. 68 Issue Contact: Katie Moore Sheet 4: Please show the typical street section on the cover sheet instead of this sheet. 69 Issue Contact: Katie Moore Sheet 4: regarding general note 6: All easement should be shown on the utility plans. 70 Issue Contact: Katie Moore Sheet 4: general note 7 is incorrect. Offsite utilities would require revised utility plans. 71 Issue Contact: Katie Moore Please provide legends on all sheets. 7of13 47 Issue Contact: Katie Moore Plat: Please see plat for additional comments. 48 Issue Contact: Katie Moore Utility Plans: Please provide more information regarding the median shown in Cherry. Grading information and cross-section(s) are needed. It is assumed that the developer will build it. If landscaping is proposed, please include a line for irrigation, and know that it will be the responsibility of the developer to maintain the landscaping. The median should be enlarged to provide adequate visibility, but not encroach on left turn stacking lengths at either Mason or Howes or the movement of turning buses off of Mason onto Cherry. The ends should also be made less blunt. It has also been suggested that this would be a good place for art in public places. 49 Issue Contact: Katie Moore Sheet 1: Please provide a legal description and date in the title. 50 Issue Contact: Katie Moore Sheet 1: Please provide the list numbers for the city benchmarks listed. 51 Issue Contact. Katie Moore Sheet 1: Please provide the general notes and construction notes on this 52 sheet. - Issue Contact: Katie Moore Sheet 1: Please provide a reference to the soils report and the indemnification statement as shown on the utility plan checklist. 53 Issue Contact: Katie Moore Sheet 1: Please show a smaller area for the vicinity map with legible street names for the nearest 2 arterials and collectors, major public facilities, and approved projects in the area. 54 Issue Contact: Katie Moore All sheets: Please see sheet for any additional comments. 55 Issue Contact., Katie Moore Sheet 2: please correct general notes as shown. 56 Issue Contact: Katie Moore .Sheet 3 comments will follow until otherwise noted: Please use phantom lines for existing features/buildings adjacent to site. 57 Issue Contact., Katie Moore An engineering variance request is still needed for the parking setbacks on Mason Court and Cherry Street. See section 1.9.2 of the LCUASS for the required elements of the request. 6 of 13 33 Issue Contact: Katie Moore Site Plan: Please clarify what is existing vs. what is proposed. 34 Issue Contact: Katie Moore Site plan: Please label and dimension the ROW on Cherry. 35. Issue Contact: Katie Moore Site plan: Be careful of encroaching into easements. Building footings and eaves must be outside of all easements. 36 Issue Contact: Katie Moore Site plan: Please see plan for additional comments. 37 Issue Contact: Katie Moore Landscape plan: Please match with other plans. 38 Issue Contact: Katie Moore Landscape plan: Landscaping in median in bulb of cul-de-sac needs to meet Sight distance easement restrictions. Please see the attached form for restrictions. 39 Issue Contact: Katie Moore Landscape plan: Further sight distance easement areas should be identified for the next submittal. Please note that landscaping in these areas needs to meet the restrictions as well. 40 Issue Contact: Katie Moore Site plan: Sidewalks provided adjacent to parking need to be 6' wide to accomodate car overhangs. 41 Issue Contact.' Katie Moore Site plan: Please show all ramps. 42 Issue Contact: Katie Moore Plat: Please correct wording as redlined. 43 Issue Contact: Katie Moore Plat: Please show city limits on the vicinity map. 44 Issue Contact: Katie Moore Plat: please clearly label all existing and proposed easements and ROW. 45 Issue Contact: Katie Moore Plat: Please label all adjoining properties. 46 Issue Contact: Katie Moore Plat: These easements do not match what is shown on the site plan. Please coordinate. 5of13 108 Details are needed for the trash enclosures. Issue Contact: Steve Olt 109 Issue Contact., Steve Olt Who is going to build and landscape the parking lot on the east side of Mason Court? What kind of turf grass will be used in this location? 110 Issue Contact: Steve Olt Current Planning's comments may be found on red -lined plans that are being forwarded to the applicant. 111 Issue Contact: Steve Olt The Stormwater Utility's red -lined plans have apparently already been forwarded to the applicant. Engineering 27 Issue Contact: Katie Moore Please submit a Subsurface Water Report as described in section 5.6 of the Larimer County Urban Area Street Standards (LCUASS). This is due to the high water levels encountered on site. 28 Issue Contact: Katie Moore Please submit a completed Utility Plan checklist (attached) with your next submittal. 29 Issue Contact: Katie Moore Site Plan: Please remove landscaping from the Site Plan. 30 Issue Contact: Katie Moore Site Plan: Please match easements with Utility plan and Plat. 31 Issue Contact: Katie Moore Site plan: Sidewalk is not required along the north edge of Mason Court. The path will function as a sidewalk for that side of Mason. 32 Issue Contact: Katie Moore Site, Landscape and Utility Plans: Please provide note stating who is building the median. 4of13 105 106 107 Issue Contact: Steve Olt Wes Lamarque and Basil Harridan of the Stormwater Utility offered the following comments at staff review on September 5th: 1. Show and vacate all existing storm water easements that are not to be used. 2. Stormwater is working with the Parks Department regarding the wetlands and possible water quality in that area. A letter from the Parks Department to Stormwater, addressing this issue, will be needed. 3. There is lots of off -site storm water coming onto this site from the west. 4. More detail is needed on the hydrology calculations for this development. Issue Contact., Steve Olt Katie Moore of the Engineering Department offered the following comments at staff review on September 5th: 1. All of the plans (Site, Landscape, utility) must be consistent with each other regarding the information they are conveying. There are some layout inconsistencies. 2. There are portions of buildings encroaching into utility easements. This is not allowed. 3. The sidewalk along the north side of Mason Court is unnecessary. There is another sidewalk 15' to 25' to the north that is sufficient for east - west pedestrian traffic. 4. The information provided for the proposed median in Cherry Street is insufficient. 5. There is a skinny, 4' wide sidewalk along the west side of Building C. This width is not adequate. With any vehicle overhang the sidewalk will almost disappear. 6. A sub -drain report is needed for the high groundwater levels in the area. 7. The variance request for the parking setbacks from the streets needs to be related to engineering standards. 8. Grading for the parking lot south of the railroad tracks is not provided. Also, there is no grading for the parking lot east of Mason Court, if it is to remain on these plans. 9. What happens to the existing bus stop on Cherry Street? 10. There are several trash dumpsters shown in easements. If they are . significant, permanent structures then they cannot be in easements. More information is needed. 11. The developers need to work with the railroad company about the proposed pedestrain crossing. A letter from the railroad will be needed stating their position about the crossing. Issue Contact: Steve Olt Kathleen Reavis of the Transportation Planning Department indicated that the bike racks for Buildings A & B should be relocated to more convenient locations relative to building entries. Next to a trash dumpster is an especially poor location. 3of13 103 104 Issue Contact: Steve Olt Craig Foreman of Parks Planning offered the following comments: 1. From A STATEMENT OF PLANNING OBJECTIVES FOR MASON STREET NORTH, page 2, second paragraph from the top, last sentence. The statement is not correct as per the August 16, 2001 meeting with the developer and the City Manager. The agreement reached at this meeting was that the development would identify the required 40 public parking stalls on the development proper. Therefore, the additional parking on the park (on the east side of Mason Court) is not needed. 2. General Note: As per the August 16th meeting, the developer does not need to show any parking or other improvements on the park on their Project Development Plan drawings since all required public parking is now contained on the development property. 3. Sheet 3 of 11, and others: The four new public parking stalls just west of the turnaround show a ramp and steps in the sidewalk down from the parking lot. It may be best just to have the ramps. Steps would be difficult to keep open during the winter and may not be needed if the ramps have the ADA requirements covered. 4. Sheet 7 of 11: Sidewalk to ballfield. The best way to show this is to stop the sidewalk just north of the the pipe and say "future sidewalk by City" since Parks Planning does not have this walk completely designed. 5. The riprap shown to the north of the drain at the north side of the turnaround would imply that storm drainage water would run across the sidewalk into the park. A better option is to keep this drainage in a pipe. Issue Contact: Steve Olt Rick Lee of the Building Department indicated that the information submitted for review suggests that multi -family housing will be provided. The Building Department wants to inform the developer that they are currently enforcing the 1998 ANSI for accessibility and a State statute, which requires that on common property one accessible (Type A) unit for each 7 units, or fraction thereof, shall be provided. Accessibility is required in most R-1 construction, so pay careful attention to the requirements of ANSI and what items are required in a Type A dwelling unit. Another more commonly missed component is the required fire - rated separation between units and in attic spaces. This proposal includes mixed -use buildings, so please pay careful attention to occupancy separation requirements of Table 3C. 2of13 g1hoSTAFF PROJECT REVIEW Wolff -Lyon Architects Date: 9/14/01 777 Pearl St., Ste. 210 Boulder, CO 80302 Staff has reviewed your submittal for MASON STREET NORTH (MAJOR AMEND. TO MARTINEZ PUD), #4-97B, and we offer the following comments: ISSUES: Current Planning 101 Issue Contact: Steve Olt Len Hilderbrand of Excel Energy (Public Service) offered the following comments: 1. The proposed 9' wide utility easement is not adequate if electric, cable TV, and telephone equipment is to be located within the easement. 2. The gas main must be installed prior to the parking lots areas being paved. 102 Issue Contact: Steve Olt The City's Technical Services Department indicated that the subdivision plat closes. 1 of 13
