Wes Lamarque and Basil Harridan of the Stormwater Utility offered the
following comments at staff review on September 5th:
1. Show and vacate all existing storm water easements that are not to be
used.
2. Stormwater is working with the Parks Department regarding the wetlands
and possible water quality in that area. A letter from the Parks Department to
Stormwater, addressing this issue, will be needed.
3. There is lots of off -site storm water coming onto this site from the west.
4. More detail is needed on the hydrology calculations for this development.

Katie Moore of the Engineering Department offered the following comments at
staff review on September 5th:
1. All of the plans (Site, Landscape, utility) must be consistent with each other
regarding the information they are conveying. There are some layout
inconsistencies.
2. There are portions of buildings encroaching into utility easements. This is
not allowed.
3. The sidewalk along the north side of Mason Court is unnecessary. There is
another sidewalk 15' to 25' to the north that is sufficient for east - west
pedestrian traffic.
4. The information provided for the proposed median in Cherry Street is
insufficient.
5. There is a skinny, 4' wide sidewalk along the west side of Building C. This
width is not adequate. With any vehicle overhang the sidewalk will almost
disappear.
6. A sub -drain report is needed for the high groundwater levels in the area.
7. The variance request for the parking setbacks from the streets needs to be
related to engineering standards.
8. Grading for the parking lot south of the railroad tracks is not provided. Also,
there is no grading for the parking lot east of Mason Court, if it is to remain on
these plans.
9. What happens to the existing bus stop on Cherry Street?
10. There are several trash dumpsters shown in easements. If they are .
significant, permanent structures then they cannot be in easements. More
information is needed.
11. The developers need to work with the railroad company about the
proposed pedestrain crossing. A letter from the railroad will be needed stating
their position about the crossing.

Kathleen Reavis of the Transportation Planning Department indicated that the
bike racks for Buildings A & B should be relocated to more convenient locations
relative to building entries. Next to a trash dumpster is an especially poor
location.

STREET NORTH, page 2, second paragraph from the top, last sentence.The
statement is not correct as per the August 16, 2001 meeting with the developer
and the City Manager. The agreement reached at this meeting was that the
development would identify the required 40 public parking stalls on the
development proper. Therefore, the additional parking on the park (on the east
side of Mason Court) is not needed.
2. General Note: As per the August 16th meeting, the developer does not
need to show any parking or other improvements on the park on their Project
Development Plan drawings since all required public parking is now contained
on the development property.
3. Sheet 3 of 11, and others: The four new public parking stalls just west of
the turnaround show a ramp and steps in the sidewalk down from the parking
lot. It may be best just to have the ramps. Steps would be difficult to keep open
during the winter and may not be needed if the ramps have the ADA
requirements covered.
4. Sheet 7 of 11: Sidewalk to ballfield. The best way to show this is to stop the
sidewalk just north of the the pipe and say "future sidewalk by City"
since Parks Planning does not have this walk completely designed.
5. The riprap shown to the north of the drain at the north side of the
turnaround would imply that storm drainage water would run across the
sidewalk into the park. A better option is to keep this drainage in a pipe.

Rick Lee of the Building Department indicated that the information submitted for
review suggests that multi -family housing will be provided. The Building
Department wants to inform the developer that they are currently enforcing the
1998 ANSI for accessibility and a State statute, which requires that on common
property one accessible (Type A) unit for each 7 units, or fraction thereof, shall
be provided. Accessibility is required in most R-1 construction, so pay careful
attention to the requirements of ANSI and what items are required in a Type A
dwelling unit. Another more commonly missed component is the required fire -
rated separation between units and in attic spaces. This proposal includes
mixed -use buildings, so please pay careful attention to occupancy separation
requirements of Table 3C.
