24. Interior drop manholes are not permitted with in [sic] our system. Provide all information
necessary for the construction of the proposed sewer services (outside drop manhole detail,
Invert, etc.).

26. Please provide swale cross -sections and calculations for all swales.
R There are very few swales associated with this project. Minor drainage swales are placed
in the railroad easement.
Water Wastewater
18. Show all water and sewer lines on the landscape plans and provide the required
landscape/utility separation distances.
R Refer to written response by Wolff - Lyon Architects.
19. Maintain 10 feet of separation between water mains and their associated appurtenances and
all other underground utilities.
R Acknowledged.
20. Curb stops and meter pits may not be located in sidewalks (entry ways).
R We were previously advised that meter pits can not be placed in paved areas and need to
be separated from planter areas. This directive has been accommodated. The water service
to Building B is located under a walk area. We would request that this service be approved
as delineated.
21. Clearly define all abandonment's [sic] and relocations of existing water/sewer lines.
R All abondonments and relocations of existing water and sewer lines are clearly identified.
22. Provide fire flow calculations for this project as well as the existing fire flow required for
Martinez PUD.
R This item is currently being performed and will be provided immediately for review upon
availability.
23. Provide all information necessary for the construction of the proposed boring.
R The proposed boring location beneath the railroad track is presented and called out on the
Master Utility Plan.

100. Plat: The parking lot off of Cherry should be in an access easement, and pedestrian areas
should be in a pedestrian easement or public access easement.
R Acknowledged. Changes have been made. The parking lot no longer exists. See previous
response discussion concerning this item.
Stormwater Utility
15. Please provide permission from the Parks Department for the water quality concept to be
implemented with this project. Also discuss how the proposed concept will function in the
report.
R As described in the Final Drainage and Erosion Control Report, discussions are in process
regarding water quality capture volumes for the project. The city is planning an eastern
expansion of the existing wetland, which is located north of the Mason Street North site.
By virtue of past and current discussions, and their current review and ultimate approval of
these plans, the City of Fort Collins Parks and Recreation Department is granting
permission of this item. Once the process is complete with an approved set of improvement
plans, formal approval will be considered to have been obtained by the department.
16. Please investigate further the offsite flow from the south and west. There is around 120 cfs
that has to turn 90-degrees between Buildings B and C and the swale as graded does not
seem to have the capacity.
R The existing 48" diameter storm sewer, which traverses the site and which was abandoned
in place with the Howes Street Outfall project, will be placed back in service to
accommodate this project. Specifically, to accommodate the railroad right-of-way
drainage. Discussions with the City Parks and Recreation Department are occurring.
17. Please provide more detail for the hydrology calculations including time of concentration.
R Additional calculations have been provided These may be found in the "Final Drainage
and Erosion Control Report, " and on the Detail Sheet - Drainage and Erosion Control
Plan.
25. Please add finish floor, or lowest opening elevations on grading plan.
R Finished floor elevations and finished grade elevations are provided on the Grading Plan.

76. Sheet 10: Please remove unnecessary details.
77. Where is the existing bus stop supposed to go? Transfort needs approximately 40' for their
stop, which needs to be west of the proposed crosswalk on Cherry.
R. Acknowledged. The bus stop will remain in its current location unless otherwise directed
by Transfort.
78. Regarding the parking lot off Cherry: It would be allowable to have one-way entrance and
exit driveways from this lot and have the smaller widths, but the parking stalls would have
to be angled to reflect the one-way only setup. I don't know how this would work with the
garages; they may not fit with this configuration. The City [sic] would not support one-
way entrance/exit without the angled parking, even if it is signed as one way.
R Acknowledged. Site Plan has been revised.
79. Please provide a description of the trash enclosures. Permanent structures (stone, brick,
etc.) would not be allowed over easements, but wooden fence -type enclosures would.

97. Plat: Provide line for the City's [sic] Light and Power department to sign on the cover
sheet.
R Signature line has been added.
98. General comment: Awnings, footings, and eaves are not allowed to encroach into
easements. The city has no permitting process for allowing encroachment; instead, that
portion of the easement would have to be vacated. Certain encroachments are allowed into
setbacks, but this is only in the case where there is no easement in that location. (LUC
3.8.19(A)5).

99. Sheet 3: Driveway entrances are required to intersect the street at a 90-degree +/- 10-degree
angle for 25' from the flowline (XIII.D on the utility plan checklist). The angle is not a
problem in this case, but the distance of 25' is.
R A variance request concerning this item has been included in the variance request letter,
which is included with this re -submittal.

R. The parking lot to the east on Park property has been removed from all drawings at the
request of the City Parks Department. The section south of the railroad tracks has been
updated to provide the required detail.
73. Sheet 6: Please provide the "100-year storm" statement. See utility plan checklist item IIE.
R. The statement has been added to the Grading Plan.
74. Any work done within the RR ROW / easement requires approval by the railroad. Please
provide a letter of intent from the Railroad regarding these improvements (grading,
landscaping, pedestrian crossing, etc.).
R. Acknowledged. Coordination efforts with the railroad are occurring simultaneously with
this review process. A letter of intent will be provided immediately upon availability.
75. Offsite grading/other work performed on Park's land requires their approval/an [sic]
easement.
R. Acknowledged. Coordination efforts with the Parks and Recreation Department are
occurring simultaneously with this review process. The Parks and Recreation Department
signature on the approval blocks of the plans will indicate their approvals of all items
required.

R. Sight distance easements have been coordinated and identified consistently on all plans.
62. Drainage is not allowed over a public sidewalk. Please use under -walk pans as shown in
detail 7-31.
R. Minimal flows cross sidewalks at driveways/alleys. There are very small contributing
areas at these points. Storm sewers and inlets are not justified. Underwalk drains have
been incorporated where required.
63. Driveway widths need to be 24' minimum width per LCUASS drawing 7-29B table.
R. A variance request concerning this item has been included in the variance request letter,
which is included with this re -submittal.
64. The 30' edge to edge spacing requirement (table 7-3 LCUASS) for driveways on Cherry
needs to be met for the offsite existing driveway.
R. The Site Plan has been revised. There is now only one (1) drive access. It meets the
separation requirements from the existing drive access to the west.
65. Please label all driveways as concrete to the ROW.
R. Done. Concrete has been noted graphically to the right-of-way and stippled for clarity.
Reference to the appropriate detail is made in the construction notes.
66. If there are two facing garages, the distance between them needs to be 28' (LUC 3.2.2
L(1)). This applies to the parking lot on Cherry.

general notes. The indemnification statement has also been provided according to the
wording provided on the utility plan checklist.
53. Sheet 1: Please show a smaller area for the vicinity map with legible street names for the
nearest 2 arterials and collectors, major public facilities, and approved projects in the area.

Dear Mr. Olt,
This letter provides responses to review comments concerning the Final Utility Plans, Final Plat
and Final Drainage and Erosion Control Report as presented in the written "Project Comments
Sheet Selected Departments" summary dated 09/07/01, and in "Staff Project Review " summary
dated 09/05/01. The responses follow the numbering order presented in the summaries.
Engineerine
27. Please submit a Subsurface Water Report as described in Section 5.6 of the Larimer County
Urban Street Standards (LCUASS). This is due to the high water levels encountered at the
site.
R. A geotechnical investigation report has been prepared by Terracon and is titled
"Geotechnical Engineering Report Proposed Multi Family Residential Development
Martinez Park P. U.D. - Cherry Street and Mason Court", report dated October 23, 2001;
Terracon Project No. 20015226. This report discusses subsurface water considerations. A
copy of the geotechnical investigation report is included with this re -submittal.
28. Please submit a completed Utility Plan Checklist (attached) with your next submittal.
