12.2.5 Use of PVC Sleeves by Franchised and Private Utilities

Notes: A. General. It is the intent of these standards to reduce the amount of
open cuts in the roadway. Therefore, franchised and private utility
companies shall install all utilities within a non -corrosive sleeve
equivalent to Schedule 40 PVC or other sleeves encased in concrete,
slurry or flow -fill material, across all public streets to accommodate
future repairs without street cuts.
B. Exceptions. Steel gas line street crossings will not require sleeves.
C. Depth. Sleeves shall be installed at a minimum depth of 36 inches
from the top of the pipe to the top of pavement or 24 inches from the
top of pipe to the top of subgrade, whichever is greater.
D. Location. Sleeves shall be located within 15 feet of the parallel gutter
flowline of the existing street and shall be coordinated with other
utilities. All sleeve locations shall be marked according to Chapter 22,
Construction Specifications. Sleeves shall be separated for existing
buried utilities in accordance with the utility owner requirements. Ten
feet of separation is typically preferred.
E. Street Cuts. Utility crossings of existing streets shall be performed in
accordance with Chapter 25, Reconstruction and Repair.
12.2.6 Use of PVC Sleeves for Potential Signalized Intersections
A. Depth. Refer to Section 12.2.5C.
B. Location. Refer to Section 12.2.51).
C. Extra PVC Sleeves. Extra PVC sleeves may be required on Collector
or Arterial intersections for future traffic signalization.
12.3 LOCATION CRITERIA
Refer to Standard Drawing 12-1 for general notes about Utility locations
within street rights -of -way.
12.3.1 Utilities
A. General. The utility locations discussed below are required for new
development and preferred in the case of existing streets/established
developments.
B. Water
1. Water Mains. Water mains should be located on the north and east
sides of streets approximately 7 feet south or west of the north or
east gutter flowline. Water mains shall be separated by a minimum

BIKE LANES: Bicyclists to share travel lane with motor vehicles. Additional street width, up to 4' -
wider, may be required in the travel lane to accommodate bike traffic to serve activity areas, such
as schools and parks.
PARKING: Two lanes T wide.
SIDEWALK: 4.5' (min.) width. Additional width may be required for higher pedestrian traffic
serving activity areas.
MEDIANS: None.
WHERE USED: All residential local streets where traffic volume is anticipated to be 1000 vpd or
less. (unless the Narrow Residential Local Street or Rural Residential Local Street standards are used)
DESIGN SPEED: 25 MPH
SPEED LIMIT: 25 MPH
ACCESS: Access will be unlimited in accordance with these standards.
CONTINUITY: The street shall be continuous for no more than 1320 feet.
FENCES: Fences shall be setback a minimum of 6.5' from the parkway edge of the sidewalk. -
CURB AND GUTTER: Vertical curb and gutter, or driveover.

Proposed Alternate Design
• The proposed design presents an easement of eight feet (8') as measured from the back -
of -walk (detached).
• The proposed design does not include a gas line within the easement. Gas service will be
from the south of the site where existing gas service is located. This was coordinated and
approved by representatives of Excel Energy.
• A joint trench for the electric line and the telecommunication line will be in the proposed
eight foot (8') easement.
Comparison With Standard
• The variance requested decreases the easement by 1-foot, from nine feet (9') to eight feet
(8') as measured from the back -of -walk.
• No gas line will be located in this easement. Standard utility Drawing 12-1 presents both
an electric and gas line in the easement. Gas service will be from the south of the site
where existing gas service is located. This was coordinated and approved by
representatives of Excel Energy.
• One utility line requiring a separate trench has been eliminated in this specific easement
location.
• No additional capital and maintenance requirements, or costs would be assumed directly
to the City of Fort Collins due to the approval of this variance.
Justification
• By eliminating one utility line (gas) from this specific easement location, the minimum
needed easement dimension for proper installation has been reduced.
• Assuming two feet (2') of spacing between utility lines, and roughly a one foot (1')
trench width for a gas line, three feet (3') of needed easement clearance has been
removed.
• The proposed utility plan reduces the easement by 1-foot.
• Therefore, by providing an eight foot (8') easement with only one trenched utility, a
greater "factor of safety" has been incorporated in the proposed design. This can be
considered as reducing the proposed easement by one foot (1'), versus reducing the
easement by three feet (3') considering the elimination of one utility and trench.

This document requests a variance as proposed in the Final Utility Plans For Mason Street
North, A Replat of Lot 12 and Tract A, Martinez, P.U.D., prepared by Shear Engineering
Corporation. The project is located south of Lee Martinez Park, and at the northwest corner of
the intersection of Cherry Street and Mason Court. Immediately to the west of the site is a
residential community, Martinez P.U.D.
Guidance for requesting this variance was taken from Larimer County Urban Area Street
Standards (LCUASS), Section 1.9.2.A.2, January 2, 2001.
Approval of variances for one element is sought. This is:
• Reduction of a street utility easement from nine feet (9') in width, to eight feet (8') in
width.
ELEMENT — UTILITY EASEMENT
Issue — South Side of Mason Court (Cherry Street to Private Drivel
A nine foot (9') utility easement was dedicated on the south side of Mason Court with the final
plat of Martinez P.U.D. This is a request to reduce that easement to eight feet (8') with Mason
Street North, being a replat of Lot 12 and Tract A of Martinez P.U.D.
Standards contained in LCUASS to be waived are:
• Appendix A, Drawing 7-917; For a Residential Local Street, a utility easement having a
width of nine feet (9') shall be provided on both sides of the street behind detached
walks.
• Section 12.3, "Installation of Utilities and Other Systems — Location Criteria." This
section does not specifically state dimensions for easements. The section only references
Drawing 12-1.
• Appendix A, Drawing 12-1: An easement containing both gas and electric lines shall
range from nine to fifteen feet (9' to 15') in width, as measured from the back -of -walk
(detached) / R.O.W.
