As shown, there is only 26 feet of separation and there appears to be room to shift Building K, and its parking lot, slightly to the east. This concludes Staff comments at this time. Please call before re -submitting for the proper number of plan sets. As always, please call if you have any questions or concerns regarding these comments. Please upgrade the deciduous shade trees to 2 inches minimum caliper, ornamentals to 1.5 inches minimum caliper, and shrubs to five gallon minimum size. 19. On the Landscape Plan, please modify note number 11 to include "labor" in the amount of the financial instrument necessary to escrow the installation for the purpose of obtaining Certificates of Occupancy. Also, at the time of recording, it is a good idea to provide a Phasing Plan for the landscaping so that C.O.'s can be granted without bonding for the entire P.U.D. 20. Please add a detail on the fence. This should include height, materials, and other features. 21. The Site Plan should include a legend. It would be helpful to use B for bike rack, R for sidewalk ramps, T, for trash enclosure, and reference the symbol used to indicated entry arbor. 22. Please contact Light and Power as early as possible for likely locations of the electrical transformer(s). These should be shown on the plans and referenced in the legend with an "E." Transformers must be within 10 feet of hard surface for emergency change -out. They should not be within the enclosed areas and should be screened with plant material or fenced. 23. I am assuming that the "fronts" of Buildings A,B,C,D,E,F,G,H and J all face the internal fenced play areas and that the rear of the buildings face the parking lots. Perhaps there is a clear and easy way of graphically depicting the front and back sides of the dwelling units. 24. The architectural sheets cal for 30-year high profile shingle. It would be helpful to also specify the roof by the pounds per square. Would these shingles be in the 300 to 350 pounds per square range? Please specify. 25. It is suggested that the community building feature a more predominant porch, with no dimension less than six feet, to carry forward the theme of attractive, quality common areas that are so well demonstrated throughout the project. 26. Has any thought been given to color of the lap siding? Will there be one color or a variety? Will the color be distinctive or match the color of the Windtrail Condos or Sundering Townhomes? 27. Please label the Site, Landscape and Architectural plans sequentially so that the Site Plan is sheet 1 of 6, 2 of 6, etc. 7. The Water and Wastewater requests that all water and sewer mains and service lines be shown on the Landscape Plan. See also redline plans and the comment sheet. 8. The Light and Power Department is concerned about proper separation of utilities and requests a utility coordination meeting at the appropriate time. This will include making sure that street trees are kept a minimum of 40 feet from a public street light and ornamentals kept a minimum of 15 feet from street lights. 9. The neck -down on Rolland Moore should be specified to feature an "enhanced crosswalk." 10. The Street Oversizing Program will participate in the construction of Rolland Moore Drive. Reimbursement will be from the local street to collector street standard. 11. The vacation of old Bridgefield Drive will require two readings by City Council. Please provide necessary documentation to the Engineering Department. 12. Poudre Fire Authority cautions that Buildings G, C and N are out of access and must be equipped with an automatic fire extinguishing system. Also, the fire lane must feature a red curb and posted with signs stating "No Parking — Fire Lane." 13. Poudre Fire Authority also requests that each individual building shall have its own distinct street address. One address for the complex will not be acceptable. 14. PFA will require additional fire hydrants throughout the complex. 15. There is a discrepancy between the Site Plan and Plat regarding the distances of the building envelopes to the reference points. For example, the distance from Building J to Rolland Moore Drive right-of-way on the plat is 17.71 feet while the Site Plan shows 22.3 feet. Please resolve this and other discrepancies. 16. The trash enclosures must be designed to accommodate bins and containers for all the recyclable materials that are picked up the local -trash haulers. Please refer to the attached sketch for ideas. Also, please provide a detail of the enclosure and indicate that the enclosure will use the predominant building material as on the units. 17. TCI of Fort Collins will need a broadband utility easement, also called a service agreement, before any plans to service this project. This may be obtained from our Commercial Accounts Executive. The sooner this is obtained, the greater the chance of sharing a joint trench with another utility. Please contact Reneta Santro, 493-7400. ., A Coma ity Planning and Environmenta- �rvices Current Planning City of Fort Collins December 18, 1998 Mr. Brad Saucerman Jim Sell Design 153 West Mountain Avenue Fort Collins, CO 80524 Dear Brad: Staff has reviewed the request for Windtrail Townhomes, Amended Preliminary and Final P.U.D. and offers the following comments: The Engineering Department is asking that six parking spaces on the south side and four parking spaces on the north side of Rolland Moore Drive be eliminated due to being less than 50 feet setback from the flowline (see redlines). Similarly, there are five spaces that less than 40 feet from the flowline of Bridgefield and, therefore, are to be eliminated. This will impact the parking statistics and the Landscape Plan. 2. Please refer to other Engineering comments on the redlines and the comment sheets. 3. The P.U.D. Site Plan should include a note addressing the Shire Court closure at Shields Street. Has it been determined who will close this intersection? What is the timeframe for closure? If this obligation falls to Care Housing, then these details will need to be documented in the Development Agreement. If the closure falls to another party, please reference this in the note. 4. Please refer to the Engineering and Transportation Planning comments regarding the new street standards. The plans should reflect the proper right-of-way, pavement width, parking lanes, bike lanes, parkway, etc. to reflect the new standards. 5.
