Landscape Plan Requirements ❑ 1. The landscape plan shall contain a general note calling for the review and approval by the City of Fort Collins of any required landscape irrigation system, prior to the issuance of a Building Permit. 4�12. The landscape plan shall include the total area (in square feet) for each landscape category. Landscape categories are distinguished by their water requirements and intended maintenance level. Examples of possible categories include, but are not limited to, high water turfgrass, low water turfgrass, low water planting beds, moderate water planting beds, and non -plant areas (paved areas, etc.). ❑ 3. Mulches shall be used for planting beds. The mulch can be either organic or inorganic, and shall be applied to a minimum depth of 3 inches. The outstanding issues (from City staff) must and can be addressed prior to the public hearing for the Major Amendment or with submittal of the final drawings for review and approval of ter the hearing. The number of copies of each document to re -submit are shown on the attached Revision Routing Sheet. Be sure and return all red -lined plans when you re -submit any plans. The entry drive into Poudre Valley Plaza from Arbor Avenue must be concrete from the flowline of the street to the property line. 2. Make the sheet title changes that were expressed in Comment #23 on page 2 of this letter. Water/Wastewater: 1. The proposed 1" water service into this building is not sufficient. It could be a 1.5" line but probably should be a 2" line. 2. There should be 2 water taps into this building. 3. If there is to be a restaurant in this building then a grease interceptor must be installed. Stormwater: 1. The plans must show how the storm water is to be pumped back to the existing detention pond. Also, the Homeowner's Association must approve the use of the detention by this building. Light & Power: 1. Please coordinate the transformer location(s) with Light & Power. 2. A C-1 commercial form must be filled out to help determine the electric needs of this development. Transportation Planning: 1. The pedestrian clear space between the columns on the front side and the building face should be increased. Page 6 Department: Transportation Planning Issue Contact: David Averill Topic: Transportation Number: 13 Created: 8/5/2004 [8/5/04] Provide an enhanced pedestrian crossing from the proposed sidewalk ramp on the west side of the building to the north/south walkway west of the drive aisle. Provide a ramp at the west end of this crosswalk as it connects to the existing walkway. Also, it's probably not consequential, but the proposed cut doesn't align perfectly with the east/west walkway across the drive aisle. See redline for clarification. Number: 14 Created: 8/5/2004 [8/5/04] I am a little concerned with the clear space along the sidewalk adjacent to the head in parking at the front of the building. The arcade supports split this walkway intermittently to varying widths of 2' and 4' feet, with 7' to approximately 12' gaps. The Code requires a 6' minimum sidewalk width where head -in parking is allowed unless wheel stops are provided, and I'm not sure that this design meets that requirement. In that case wheel stops need to be provided and shown on subsequent plans. The third floor units with 300's, and so forth. B. All brass letters and numerals shall be posted on a black background. C. Some multi -family layouts may require address postings from the back side as well as the front of the buildings. D. A counter clockwise addressing pattern shall be maintained when ever possible. E. An addressing scheme shall be submitted to the fire department for approval prior to being posted on the building. Fire hydrants are required with a maximum spacing of 600 feet along an approved roadway. The Landscape Plan does not show these Junipers. Are they to be removed? Number: 24 Created: 8/10/2004 [8/10/04] In general, there is existing sidewalk along Arbor Avenue adjacent to the site that is not in good condition/has settled and needs to be replaced. Add a note on the construction plat set indicating the following: "Sidewalk shall be replaced along Arbor Avenue at the discretion of the City Engineering Inspector at the time of construction." Also, the irrigation control box shown partially in the sidewalk will need to be relocated. Number: 16 Created: 8/10/2004 [8/10/04] Section 3.5.1(6) of the Land Use Code deals with "special" Building Height Review of buildings that exceed 40' in height. Four elements are reviewed, being Views, Light & Shadow, Privacy, and Neighborhood Scale. To be submitted for Special Building Height Review are: a shadow analysis, a visual analysis, and a summary of key conclusions. The shadow analysis has been submitted for review and does indicate that this building will have no adverse shade/shadow impact on properties outside of the project it will be a part of (Poudre Valley Plaza). However, no information has yet been provided to demonstrate the visual impacts of the building on residential neighborhoods to the east and south. It is important to graphically depict the potential impacts on views of the foothills from the neighborhoods and, through a narrative, to discuss the potential privacy and neighborhood scale implications. 8/16/04 ..... 3 copies of a visual analysis, with narrative submitted to the City for review.
