HomeMy WebLinkAboutPOUDRE VALLEY PLAZA P.U.D., PAD G - MAJOR AMENDMENT - 30-95C - CORRESPONDENCE -Poudre Valley Plaza PUD, Pad 'G', Major Amendment: Request for an amendment to the Poudre Valley Plaza, Planned Unit Development (PUD) to increase the number of residential dwelling units from seven (7) to sixteen (16) units within a proposed mixed -use building on Pad 'G'. The proposed building (only remaining not built) will be located on the southeast corner of Poudre Valley Plaza, an existing Neighborhood Center containing a mix of office, retail, personal service, financial, restaurant, and residential uses in seven buildings located at the southeast corner of West Horsetooth Road and South Shields Street. The mixed -use building will contain an underground parking garage containing 28 spaces for parking by the residents of the dwelling units. Under the Fort Collins LAND USE CODE, where an amendment increased the number of units within an approved PUD by more than 1%, the request must be processed as a Major Amendment to the underlying PUD. The property is zoned NC, Neighborhood Commercial. This request was approved by an Administrative Hearing Officer in September, 2004. This building was originally approved in 1995, as part of the center, for retail/office/residential (7 du's) uses. This building was to be 2 stories in height and be the only building to contain residential units. In 2004, a Major Amendment to this building was approved to increase the height of the building to 3 stories and the number of dwelling units to 16. Since the approval of the Major Amendment to the mixed -use building on Pad 'G', the owners of Poudre Valley Plaza have been doing extensive marketing research and studies with several real estate companies. They are discovering that the proposed residential units in this building are proving to be unmarketable. Apparently this can be attributed to the location of the neighborhood center and the existence of extensive single-family and multi -family residential completely surrounding the center. The architect for the owners has contacted me to find out what City staffs position would be on another Major Amendment request to eliminate the dwelling units in this building and return it to a 2-story structure containing only office and retail uses. My opinion is that the applicants' request is justifiable. What is yours? Obviously, an administrative hearing officer would make the actual decision on the request, if submitted. Thanks, Steve
