Number: 5 Created: 7/3/2006 [7/3/06] The Planning Certification on the Site Plan should be by the Director of Planning, not the Planning and Zoning Board. Number: 8 Created: 7/3/2006 [7/3/06] What is the building setback from the right-of-way (ROW) for Caribou Drive to Building 2? It should be no less than 15'. Number: 12 Created: 7/3/2006 [7/3/06] The parking to be provided on -site does just meet the minimum parking spaces required for the 193 1-bedroom 8s 2-bedroom dwelling units. Please be aware of the requirement set forth in Section 3.2.2(K)(1)(a) that permits spaces located in detached residential garages to be credited toward the minimum parking requirement only if such spaces are made available to dwelling unit occupants at no additional rental or purchase cost (beyond the dwelling unit rental rate or purchase price). Topic: Traffic Issues Number: 6 Created: 7/3/2006 [7/3/06] The question of whether or not the proposed access to Timberline Road can occur needs to be resolved. Please work with the City's Traffic Engineer on this issue. Page 4 Number: 49 Created: 7 / 10 / 2006 [7/ 10/06] The following City staff comments were expressed at the staff development review meeting on July 5, 2006: Engineering a. The necessary variances for this development have been approved. - ---b--T-h- e-proposed-asphalt sidewalk connection is -a -pedestrian- level -of- --- --- - - service issue. Is this OK, based on Transportation Planning's evaluation? c. Regarding the Timberline Road sidewalk, a 1' wide flat area next to the sidewalk is needed. d. An updated, new information sheet is needed for the Development Agreement. Water / Wastewater a. Design calculations for the large buildings are needed. The 2" water and 8" sanitary sewer won't work. Light & Power a. Each dwelling unit must be individually metered. b. A firewall/breezeway must separate building halves. Poudre Fire Authority a. Afire hydrant must be within 300' of each building. b. Fire sprinklers must be provided in the buildings. c. Fire lanes and emergency access easements must be dedicated on the subdivision plat. Page 3 * false door or window openings defined by frames, sills and lintels * an equivalent vertical element that subdivides the wall into proportions related to human scale and/or the internal divisions within the building Based on the Garage Elevations submitted for review, there is some question as to whether or not this requirement is being met, with the 5-Bay Rear Elevation as shown, for detached Garages G4 - G8. = amber Cr- eated:%3%2006 [7/3/06] Rick Lee of the Building Department indicated that he is forwarding the Codes and Standards that will be enforced, especially the required Building Department pre -submittal meeting. Number: 18 Created: 7 / 3 / 2006 [7/3/06] Section 3.5.2(F)(2)(a) of the LUC requires that rear doorways shall be provided as determined by the decision maker (in this case, the Planning 8v Zoning Board) to be reasonably necessary to allow direct access to living units without requiring people to walk around the garage to access their living units. This standard would apply to detached Garage G1, which backs up to residential Building 1. Doorways should be provided on the east elevation of the garage building to allow direct pedestrian access from the garages to the dwelling units. Topic: General Number: 7 Created: 7 / 3 / 2006 [7/3/06] The newly submitted development plans are almost carbon -copies of the previously approved plans for the Caribou Apartments. Most potential issues associated with this development request would hopefully have been resolved. Number: 9 Created: 7 / 3 / 2006 [7/3/06] The street Caribou is actually Drive, not Road. Number: 10 Created: 7 / 3 / 2006 [7/3/06] A detail for the trash enclosures should be provided somewhere on the plans, possibly the Site Plan or Building Elevations. Number: 17 Created: 7 / 3 / 2006 [7/3/06] Maurice Head, the Affordable Housing Planner for the Advance Planning Department, indicated that the project will have approximately 45% of the units affordable to households at 50% to 60% of the Area Median Income. Therefore, as an affordable housing project, the project qualifies for Priority Processing and a 45% waiver of its development review fees. The waiver applies to fees charged by the Current Planning and Engineering Departments. Mountain Ave, Suite 201 Fort Collins, CO 80521 Staff has reviewed your submittal for CARIBOU APARTMENTS (RESUBMITTED), PDP - TYPE 2, and we offer the following comments: ISSUES: Department: Current Planning Issue Contact: Steve Olt Topic: Building Plans Number: 3 Created: 7 / 3 / 2006 [7/3/06] The maximum height of the buildings appears to be 39'-10", based on the current Building Elevations drawings. If this is the case then Sheets 14 & 15 (9:00 a.m. 8v 3:00 p.m. Shadow Plans) of the plan set provide information that is good to know but is not necessary for review because the buildings are to be less than 40' in height. Number: 13 Created: 7 / 3 / 2006 [7/3/06] Section 3.5.2(F)(1)(a) of the Land Use Code (LUC) requires that any garage located with its rear wall along the perimeter of a development and within 65' of a public ROW of the property line of the development site not exceed 55' in length. Detached Garages G4 - G8 appear to satisfy this requirement. A minimum of 7' of landscaping must be provided between any 2 such perimeter garages. Detached Garages G5 8s G6 do not appear to satisfy this requirement. Both are set back from the west property line a distance of less than 7'. If this standard cannot be met then the applicant would have to submit, with justification, a request for a modification of this standard. The Planning 8v Zoning Board would be authorized to grant, or not, this request. Number: 14 Created: 7 / 3 / 2006 [7/3/06] Section 3.5.2(F)(1)(b) of the LUC requires that no rear garage wall that faces a street or adjacent development exceed 30' in length without including at least 1 of the following in at least 2 locations: * change in wall plane of at least 6" * change in material or masonry pattern * change in roof plane * windows * doorways Page 1
