RE: Comments on Caribou Apartments Resubmitted PDP
These plant notes should be added to the landscape plan.
The soil in all landscape areas, including parkways and medians, shall be thoroughly
loosened to a depth of not less than eight (8) inches and soil amendment shall be
thoroughly incorporated into the soil of all landscape areas to a depth of at least six (6)
inches by tilling, discing or other suitable method, at a rate of at least three (3) cubic '
yards of soil amendment per one thousand square feet of landscape area.
A permit must be obtained from the City Forester before any trees or shrubs as noted on
this plan are planted, pruned or removed on the public right-of-way. This includes zones
between the sidewalk and curb, medians and other city property. This permit shall
approve the location and species to be planted. Failure to obtain this permit may result in
replacing or relocating trees and a hold on certificate of occupancy.
The developer shall contact the City Forester to inspect all street tree plantings at the
completion of each phase of the development. All trees need to have been installed as
shown on the landscape plan. Approval of street tree planting is required before final
approval of each phase. Failure to obtain approval by the City Forester for street trees in
a phase shall result in a hold on certificate of occupancy for future phases of the
development.
The plan requires 12 mitigation trees. These 12 trees need to be upsized and identified in the
plant list on labeled on the landscape plan. Mitigation trees should be scaled as follows.

lane plan shall be submitted for approval prior to installation. The fire lane

concrete) capable of supporting fire apparatus weights; compacted road
base shall be used only for temporary fire lanes or at construction sites. The
fire lane is required to be designated on the plat as an Emergency Access
Easement. The owner shall maintain the required minimum width of 20 feet
throughout the length of the fire lane (30 feet minimum width for buildings
3 or more stories in height).

comments:
a. Comcast Cable would like to point out that they have facilities along
both South Timberline Road and Caribou Drive. Please make sure that
utility locates are done before any work starts to identify any conflicts.
b. Comcast Cable would like to go joint trench with other utilities with the
main lines in this complex. Buildings will need to be wired in a manner
approved by Comcast Cable to provide services.

Please be aware of the requirement set forth in Section 3.2.2(K)(1)(a) that

the minimum parking requirement only if such spaces are made available to
dwelling unit occupants at no additional rental or purchase cost (beyond the
dwelling unit rental rate or purchase price).

a. The necessary variances for this development have been approved.

evaluation?
c. Regarding the Timberline Road sidewalk, a 1' wide flat area next to the

Water / Wastewater
a. Design calculations for the large buildings are needed. The 2" water and
8" sanitary sewer won't work.
Light & Power
a. Each dwelling unit must be individually metered.
b. A firewall/breezeway must separate building halves.
Poudre Fire Authority
a. Afire hydrant must be within 300' of each building.
b. Fire sprinklers must be provided in the buildings.
c. Fire lanes and emergency access easements must be dedicated on the
subdivision plat.

Based on the Garage Elevations submitted for review, there is some
question as to whether or not this requirement is being met, with the 5-Bay

forwarding the Codes and Standards that will be enforced, especially the
required Building Department pre -submittal meeting.

[7/3/06] Section 3.5.2(F)(2)(a) of the LUC requires that rear doorways shall
be provided as determined by the decision maker (in this case, the Planning
8v Zoning Board) to be reasonably necessary to allow direct access to living
units without requiring people to walk around the garage to access their
living units. This standard would apply to detached Garage G1, which backs
up to residential Building 1. Doorways should be provided on the east
elevation of the garage building to allow direct pedestrian access from the
garages to the dwelling units.

Planning Department, indicated that the project will have approximately
45% of the units affordable to households at 50% to 60% of the Area Median
Income. Therefore, as an affordable housing project, the project qualifies for
Priority Processing and a 45% waiver of its development review fees. The
waiver applies to fees charged by the Current Planning and Engineering
Departments.

[7/3/06] The maximum height of the buildings appears to be 39'-10",
based on the current Building Elevations drawings. If this is the case then
Sheets 14 & 15 (9:00 a.m. 8v 3:00 p.m. Shadow Plans) of the plan set
provide information that is good to know but is not necessary for review
because the buildings are to be less than 40' in height.

[7/3/06] Section 3.5.2(F)(1)(a) of the Land Use Code (LUC) requires that
any garage located with its rear wall along the perimeter of a development
and within 65' of a public ROW of the property line of the development site
not exceed 55' in length. Detached Garages G4 - G8 appear to satisfy this
requirement. A minimum of 7' of landscaping must be provided between any
2 such perimeter garages. Detached Garages G5 8s G6 do not appear to
satisfy this requirement. Both are set back from the west property line a
distance of less than 7'. If this standard cannot be met then the applicant
would have to submit, with justification, a request for a modification of this
standard. The Planning 8v Zoning Board would be authorized to grant, or
not, this request.
