Caribou Apartments Inspection — July 28, 2011
Year 3 — Mid -Season Inspection
Project Area: 10.784 acres
Mitigation Area (upon successful completion): 0.17 acres of wetlands; 0.90 acres
of uplands
Success criteria:
1. Size of the wetland mitigation area — 0.17 acres
2. Size of the upland vegetation — 0.90 acres
3. 75%foliage cover with at least 70% of the species consisting of native plants — as viewed from
5' above
4. No more than 10% of the species noted may be weedy species -as defined by Article III,
Section 20-414 of the Code of the City.
Note that the City of Fort Collins will not accept maintenance responsibilities until these four
success measures are achieved.
Inspection Report from Julv 28. 2011 Site Visit
Wetland area
As per the 12/10/2010 inspection report, the site has achieved wetland hydrology (see
photo 1). This inspection demonstrated the dominance of bulrush, spike rush, beak sedge, and
cattails on the site. There were pockets of saggitarious spp. (sp?) as well. It is expected that the 3`d
annual monitoring report will conclude that wetlands have been successfully established on this
site, meeting all of the success criteria. No evidence of rill erosion was seen on the site.
Recommended Actions — Review the 3 d annual monitoring report for any concerns not
witnessed during the site visit. Otherwise, this appears to be a successful wetland mitigation site.
Upland area
Exotic and noxious species coverage is continuing to decrease (as was seen from 2009 to
2010); transect data will be presented in the annual report. However, several pockets of weedy
areas, including kochia, lambsquarter, prickly lettuce, bindweed, and Canada thistle still remain.
While these areas will be treated again in 2011, a long-term weed management plan should be
incorporated into the site's landscaping plans to ensure these areas do not increase post -wetland
monitoring.
Recommended Actions — Continue control of weedy species. Staff will contact the
developer and discuss options for long-term weed management. If the transect data indicate
less than 10% of weedy coverage in the 3rd annual report (which staff believes might happen
— the site appears to be on the borderline of 10% weedy species cover), then a long-term plan
should be developed to ensure weeds do not encroach onto the native upland species on the
site.

City staff conducted a final inspection in July of 2011 to determine if the wetland mitigation
conducted on the Caribou Apartments project in southeast Fort Collins was complete. Based
on the July 28 inspection and the September 2011 Mitigation Monitoring Report provided by
Natural Resources Services, Inc, City Staff has determined this mitigation to have met the
following success criteria:
1. Size of the wetland mitigation area — 0.17 acres
2. Size of the upland vegetation area — 0.90 acres
3. 75% foliage cover with at least 70% of the species consisting of native plants
4. No more than 10% of the species noted may be weedy species - as defined by
Article III, Section 20-414 of the Code of the City.
This letter, and the accompanying inspection report, serves as a letter of completion for your
wetland mitigation efforts within the City of Fort Collins. I should note my concurrence with the
recommendations set forth in September 2011 Mitigation Monitoring report regarding early
summer mowing of selected upland sites and potentially overseeding this area with additional
native seed to enhance this area's overall native species coverage. The decrease in exotic and
noxious weed species cover in the three years of establishment was dramatic, and ongoing
monitoring to ensure the continued results from all of the treatments applied on the site will be
critical to this site's long-term success.
