We are getting motherhood and lip service in an attempt to
fit this project into the community. If not carefully executed
It will pull the neighborhood in the direction of a future slum
area.

Sir:
The current Development for this Project consists of 50 units,
Parking, Streets on and off the Site, on six acres.
Several Questions and many resolutions remain unsolved and
the quality of the Units and Project are in question.
The outline calls for married or single family Units with children
which will house from 2 to 3 persons in a Two Bed room Unit
consisting
of 750 S.F. plus or minus and 4 to 6 persons in a Three
Bedroom Unit consisting of 950 S.F ... This is tight Quarters.
The allowable comfort Level calls for '+or- 300 S.F. average /
person.
1. Talk of Elderly Units was mentioned, but no.S.F. area was
Stipulated. This presents a problem as to the type of care
and degree of care to be provided by the Charity, they have
stated that this mix of units has not been attempted before
and they have no experience as to how this will work.
2. Activity I.E.
A. Segregation and Relationships of families who come
together as a group or those who want Privacy.
B. The Elderly must also be factored into this equation.
C. Traffic Analysis On and Off the Site has not
been totally addressed.
D.. People plus Traffic Flow has not beeaddressed.
Site Development costs
F. Bias on Site Elements, parking, road development
has not been totally addressed with the surrounding
community.
G. Environment and surrounding areas should
be addressed.

Dear Mr. Shepard:

Since I am unable to attend the Planning Department meeting on Thursday, April 23, at
the Plymouth Congregational Church on Prospect, I am writing to you in response to your
letter of April 15, 1998 regarding the application to construct low-income housing on the
eastern portion of Windtrail Park Apartments P.U.D.
As a resident and home owner very near to the area under discussion, I am strongly
opposed to the project. Low income family housing brings along with it, unfortunately,
more crime, noise, and traffic into the area. Another reason I am opposed to it is that the
proximity of low income housing can also negatively affect the value of already
established homes in the area. As a property owner, this is a big concern to me.

Housing at Windtrail park to Hillpond residents at our Annual Homeowners Meeting.
With the permission of the homeowners who were present at this meeting, 1 am writing to convey
our general approval of the project as it was presented to us. It seems to us well planned, and we are
assured that the CARE organization will provide careful and ongoing screening and supervision of
residents.
Please pass this letter along to the Planning & Zoning Board for their deliberations.

To Whom It May Concern:
The City of Fort Collins Senior Advisory Board whole heartedly supports the Windtrail Park, CARE
Affordable Housing Concept. We feel this project is valuable as it will provide ten affordable housing
units for seniors. This is the first effort in Fort Collins to include the 55+ age group in affordable housing.
The screening process used by CARE and their house rules for tenants provide us a level of confidence for
the long range success of this program. The other CARE Communities are responsibly run and are
aesthetic additions to Fort Collins.
There has been a need in Fort Collins for this type of housing for older adults. We are available to work
with this organization, and others, as we continue to meet the needs of seniors requiring affordable
housing.

2. The ,City of Fort Collins Parks Division is updating the city's rules and regulations for
parks and trails. Under consideration is a proposal to discontinue the park curfew
(currently in force from 11 p.m. to 5 a.m.). If you have any interest in this proposal,

3. The.; Board has received some reports of non -area residents using the Sundering
dumpsters for their trash. As you know, this type of unauthorized activity increases

Please be aware that our Board of Directors met with
officials of Care Inc. on January 12, 1999.
Our members were very impressed by the detail planning
and since-rety of the people involved. Great effort has been
expended to provide practical housing, efficient use of space
and compatability with the neighborhood.
Our Board of Directors certainly does endorse and support
the Windtrails Park plan for housing as proposed by Care Inc.
(East of Shields and South of Shire Ct.)
This plan proposed -with Shire Ct. open to Shields St. and
Bridgefield Street and Rolland Moore St. providing safe access
to South Shields St. for South bound traffic -is an important
part of the total development.
