A No, the qualifications will not be the same. For example, the seniors will not be required
to hold a job. The income requirements are different also.
19. I recommend that a fence be built around the detention pond. There are feeder pipes
going into that pond and the groundwater is high. Children should be kept out for safety
purposes.
A It is not our intention to fence the pond. Rather, we would like to upgrade the pond by
adding landscaping. This is typical around town and we want to take advantage of the
open space provided by the pond.

11. Who will decide what happens to Shire Court?
A. Response from City: The City Traffic Operations Engineer will make a recommendation
to the Planning and Zoning Board. Any decision by the P & Z Board may be appealed to
City Council.
12. We live in Sundering and recommend that the north property line of the outdoor play area
be screened with landscape materials.
A. This is a good comment and we will look at better screening of this area.
13. The future traffic signal at Shields/Rolland Moore Drive will need a separate left turn lane
and separate left turn signal for northbound traffic to gain access into the park.
Otherwise, traffic will stack back and cause even more congestion.
A. Good comment. The separate left -turn on Shields Street already physically exists and will
be re -striped to create the proper amount of stacking. The left turn phase of the signal
will be timed in accordance with the "signal progression' needs for Shields Street. With
Shields carrying the most traffic, the "green' phase for Shields will be given more time
than the green phase separate left turns.
14. If the Shire Court right-in/right-out is proposed, and a median in Shields is built, then the
median should not extend north to block left turns at Hill Pond.
A The intention is not to extend the median north to Hill Pond.
15. Bridgefield is being set up to carry all the Sundering traffic and yet there is a play field
right on Bridgefield. This could be a dangerous situation. Care Housing should look at
fencing this play area. Have you considered putting families in the ten units on south side
of Rolland Moore Drive? This may reduce conflicts.
A We will look at ways to minimize this conflict. Maybe fencing the play area is a possible
solution. We do not want to put families south of Rolland Moore Drive as children would
than have to cross a collector street to gain access to the play field.
16. Maybe the proposed median in Shields will force northbound traffic to enter the medical
facility on the west at the main entrance rather than at the secondary entrance further
south. This would be a benefit.
17. I am concerned about the increase in density from 21 to 50 dwellings. This will have an
undesirable impact on our neighborhood. There will be more traffic, more noise and more
trash. I oppose the project based on the increase in density.
A Under the L.D.G. S., the maximum allowable density would be eight units per acre as
calculated on a gross acreage basis. Under the Land Use Code, there is no maximum
density, but, rather the minimum allowable density would be 12 units per acre as
calculated on a net acreage basis.
5. How will the project be managed and maintained? What level of maintenance will be
ongoing?
A- We will have an onsite resident manager, a property manager, and a maintenance person.
We try to maintain our projects very well. In addition, our lenders require our projects to
receive a high level of maintenance.
6. Will there be an association?
A- Yes, there will be a tenants' association which meets once per month. In addition, there is
a renters representative on the Care Housing Board of Directors.
7. What about parking? Will there be enough parking spaces? Will there be any garages?
A- All parking is surface, no garages. We will have the number of parking spaces required
under the City's L.D.G.S. which is based on the number of bedrooms per unit. Guest
parking is also provided. The parking is located on the perimeter of the site rather than
directly in front of each unit. This allows for a housing layout that includes front porches
and open space rather than driveways and garages.
8. What about onstreet parking on Bridgefield? I am opposed to allowing parking on
Bridgefield because this will cause congestion and block visibility for folks in Sundering
who need to get to the Shields/Rolland Moore Drive traffic signal. Bridgefield will carry
all the Sundering traffic should be as uncongested as possible. I am also opposed to the
"neck -down" on Bridgefield.
A. Bridgefield has been designed as a 36 feet wide street. This cross-section allows for two
travel lanes and two parking lanes. This is like most streets in most neighborhoods. Sight
distance will be maintained at the Bridgefield/Rolland Moore Drive intersection so there
are no blind spots at the stop sign. Its not unusual to have a local street feed a collector
street in this manner.
9. I would like to comment on the proposal to convert the Shields/Shire intersection to a
right-in/right-out rather than to totally close it out. This would be more convenient for
Sundering than having to take Bridgefield to Rolland Moore Drive to Shields.
10. I disagree. I five in Hillpond and if Shire remains open and allows right -out turns, then we
don't get the full benefit of the future traffic signal at Shields/Rolland Moore Drive. In
order to safely exit onto Shields, we need northbound traffic to stop to create a gap in
flow. The right -out at Shoe just puts more cars free flowing on Shields making our left

The meeting began with a description of the proposed project. The site is the easterly six acres of
Windtrail Apartments P.U.D. These six acres are intended to be amended from the approved 21
single family lots to 50 townhomes. There will be 40 townhomes on the north side of Rolland
Moore Drive for families and 10 on the south for seniors. The closing of Shire Court at Shields is
proposed to be restricted to a right-in/right-out to be controlled by a median in Shields. Unless
otherwise noted, all responses are from the applicant.
QUESTIONS, CONCERNS, COMMENTS
How many occupants are allowed per unit?
A Our largest unit is a three -bedroom townhome. We allow up to six people as a maximum
divided between one or two adults and five or four kids. Basically, two persons per
bedroom are allowed.
2. What is the average turn -over rate for your tenants?
A Our best estimate is two to three years.
3. Will any of the units be offered for home ownership?
A No, all our units are rentals.
4. What would be the allowable density under the L.D.G.S. and under the Land Use Code?
