corner of this project must be adjusted lover by removing an existing barrel section and
replacing that with a NEW barrel section. "
R. Acknowledged: The note on Sheet 4 has been revised to state "Remove existing barrel
section and replace existing barrel section with new section and install grade rings for
adjustment."
212. "[6/25/04] As previously indicated, the 6-inch water main that extends to the north
between Buildings C and B must be restrained. Clearly define the restraining information
on these plans. "
R. Acknowledged: Done.
213. "[6/25/04] Coordinate the utility easement location shown on the plat for building Bs
water services with the utility plans. Provide 10 feet of utility easement on both sides of the
proposed water main in the railroad crossing location. See site, landscape and utility plans
for other comments. "
R. Acknowledged: The utility easement location for Building B's water services has been
revised. The utility easement across the RR crossing location has been revised to allow
additional room for the 8" DIP W/L.

plans and provide the required landscape/utility separation distances. "
R. Acknowledged: This is provided on the Landscape plan by Wolff -Lyon Architects.
We trust that this response has addressed all of the staff s latest specific comments and concerns.
We have met individually with all departments and we have settled most issues face to face. We
believe that all the technical issues have been addressed and we should be able to submit mylars
without another resubmittal.

R. Acknowledged: All buildings will be fire sprinklered.

184. "[6125104] Please add a note on sheet 15 that the existing storm sewer that is to be put
back in service needs to be inspected along with the new proposed storm sewer. The
previously abandoned 48-inch storm sewer will need to be certified as if it were a new
storm drain. This will be done with the rest of the drainage certification for the site. An
inspection of the pipe before plan approval is recommended to be sure that the pipe is still
in good condition. City camera crews may be able to assist you in accomplishing this. "
R. Acknowledged: A note stating "All storm sewer to be inspected by the City of Fort
Collins" has been added to Sheet 15.
185. "[061231041 Repeat Comment: The drainage report needs to reference the current Old
Town Drainage Master Plan. Any updates within the new master plan need to be
incorporated into the current design for the site. "
R. Acknowledged: The drainage report no longer references the outdated Old Town Drainage
Master Plan. It now references the current Old Town Drainage Master Plan.

R. Acknowledged: The irrigation tap location has been added to the Final Utility Plans. The
irrigation tap location is south of the RR tracks along the proposed 8" DIP W/L.

R. Acknowledged: The fire access (private drive) was installed with Martinez P.U.D. It's
function does not change with the development of Mason Street North. All painting and
signage was placed with Martinez P.U.D. Any painting or signage disturbed during
construction of Mason Street North will be redone. A note has been added regarding this
issue to Sheet 6, Master Improvements Plan.
Buildings three stories or more in height must have access to a 30 foot unobstructed access
roadway on at least (1) one side for aerial operations. PFA Policy 85-5 (B) "
R. Acknowledged:
194. "[06122104] [515104] PREMISES IDENTIFICATION: Approved numerals or addresses
shall be provided for all new and existing building in such a position as to be plainly
visible and legible from the street or road fronting the property. 1997 UFC 901.4.4
A. In Multi -story buildings the following requirements shall pertain.
1. The first floor units shall be designated with 100's.
2. The second floor units with 200's.
3. The third floor units with 300's, and so forth.
B. All brass letters and numerals shall be posted on a black background.
C. Some multi family layouts may require address postings from the backside as well as
the front of the buildings.
D. A counter clockwise addressing pattern shall be maintained when ever possible.
E. An addressing scheme shall be submitted to the fire department for approval prior to
being posted on the building. "
R. Acknowledged.
195. "[06125104] [515104] WATER SUPPLY: Commercial. No commercial building can be
greater then 300 feet from a fire hydrant. Fire hydrants are required with a maximum
spacing of 600 feet along an approved roadway. Each hydrant must be capable of
delivering 1500 gallons of water per minute at a residual pressure of 20 psi. 1997 UFC
901.2.2.2 "
R. Acknowledged: There are two fire hydrants proposed in this development. All buildings
will be within 300 feet of a fire hydrant.

R. Acknowledged: The east easement line has been adjusted for the 8" DIP W/L.
208. "[06123104] Comment from Technical Services: The subtitle of the plat needs to show that
the tract added along the north side of the existing Martinez PUD is a part of Block 34 of
the Original City Plat. "
R. The subtitle of the plat has been revised to show that the tract added along the north side of

135. "[06122104] More information is still needed regarding striping on Cherry for the length of
the block. The north bike lane stripe is missing, and more information regarding striping
should be shown to address the addition of the median and changes to the left turn lane

R. Acknowledged: A sheet has been added to the Final Utility Plans. Please refer to Sheet 19
Cherry Street Striping Plan. Striping has been shown based on the redline provided on July
2, 2004. That redline is being returned.
Topic: Utility Plans
202. "[06122104] The storm water box shown extending past the Mason St. N. property line to
the west of the project is shown on RR property. Please either bring this box to a location
within Mason St. N. property or obtain an easement from the RR. "
R. Acknowledged: The stormwater box has been relocated within the limits of Mason Street
North property.
205. "[06122104] It appears that ADA grades for the sidewalks crossing the driveway onto
Cherry and the sidewalk aligning with the ped island are not being met. The maximum
cross -slopes on these sidewalks (north -south) are 1:24 and 1:25, respectively, and these
slopes are currently shown at as much as 12%. Please revise to match the standard
drawings. "
R. Acknowledged: The sidewalk elevations have been revised at the driveway off Cherry
Street for a sidewalk cross slope of 1:24 meeting LCUASS Drawing 7-29A Standard
Driveway Approach detail for attached walks. The sidewalk elevations have been revised at
the sidewalk aligning with the pedestrian island for a sidewalk cross slope of 1:25 meeting
your redline requirements.

204. "[06/22/04] The radii and arc lengths shown for the small curves on the median curb and
gutter do not pass the straight face test for the curve requirements. A 1.6" long curve?
Please use min. 100' radii on these curves. "
R. After further coordination with Katie Moore, a 50' radius has been implemented.
Topic: Plat
171. "[06/22/04] I've just heard that the maintenance of Tract A is still under negotiation.
Please come to a final answer on this topic so that it is known if anything needs to be added
to the plans or DA regarding the maintenance of tract A. Additional language is needed
regarding Tract A 's maintenance and ownership. I thought this had been worked out years
ago, but cannot find a copy of what had been agreed upon. Please contact Parks/Real
Estate/ City Attorney (Carrie Daggett) regarding this topic. "
R. Our most recent understanding is that the maintenance items will now be addressed with
the development agreement and that there won't be a separate maintenance agreement. We
