• The soil in all landscape areas, including parkways and medians, shall be
thoroughly loosened to a depth of not less than eight (8) inches and soil
amendment shall be thoroughly incorporated into the soil of all landscape

need to be installed as shown on the landscape plan. Approval of street
tree planting is required before final approval of each phase. Failure to
obtain approval by the City Forester for street trees in a phase shall result
in a hold on certificate of occupancy for future phases of the development.

Number: 3 Created: 1 / 2 / 2007
[1/2/07] Amend plant note #4 on landscape plans to state that financial
guarantee is for 125% of the value (submittal incorrectly states 115%).
Number: 4 Created: 1 / 2 / 2007
[ 1 / 2 / 07] Must state what the specific proposed uses are going to be on the

spaces.
Number: 6 Created: 1 / 2 / 2007
[ 1 / 2 / 07] Remove the monument sign location from the plans. The sign
code will regulate location and orientation, not the plans.
Number: 7 Created: 1 / 2 / 2007
[ 1 / 2 / 07] All of the bike parking appears to be along Illinois. They should
be dispersed around the site or additional racks should be added. It's not
particularly convenient to ride a bike from the neighborhood, and then walk
a block from the bike rack on Illinois to a building on Iowa.
Number: 8 Created: 1 / 2 / 2007
[ 1 / 2 / 07] Add a note to the site plan stating that exterior lighting (poles and

Number: 9 Created: 1 / 2 / 2007
[ 1 / 2 / 07] how tall is the retaining wall? What material is it?
This completes staff (and outside reviewing agencies) review and comments
at this time. Red -lined plan from City departments are included with this
comment letter. Another formal round of staff review is not necessary
before scheduling and going to an administrative public hearing. The
majority of the comments expressed in this letter can be addressed
with your Final Compliance submittal. Be sure and return all red -lined
plans when you submit Final Compliance The number of copies of each
document to submit for Final Compliance will be provided to you by the

[1/9/07] The existing storm sewer that crosses the site west to east is
within an existing drainage easement. Please show the limits of that
easement onth e plans. If the existing easement is to be reduced, then the
pipe should be within an easement that is wide enough for the storm line to
be maintainable.
Please show the width of the new drainage easement on the plat, it is not

[1/ 10/07] All sidewalks that are adjacent to head -in parking must be a
minimum six feet in width. The walkway in front of lot 5 and lot 6 does not

these changes.

[1/10/07] There doesn't appear to be enough bicycle parking provided per
the LUC. By my calculations a minimum of 13 bicycle parking spaces need
to be shown. Please refer to the LUC 3.2.2 C as well as LCUASS chapter 17
for requirements and specifications for bicycle parking areas.

[1/10/07] We need to see pedestrian crosswalks at the drive aisle crossings
off of Iowa and Illinois. See redlined site plan.
Number: 25 Created: 1 / 10/2007
[ 1 / 10/07] The ODP for Rigden farm specifies that a bicycle and pedestrian
trail traverse this site. This trail is important as it provides excellent bike
and ped access from the planned and developing neighborhood to the
commercial developments associated with Rigden Farm. That being said,
this design attempts to incorporate the trail into the development, but fall
short of an acceptable design in a number of ways. It needs to be 8' in
width for the entire length of the site as opposed to the 5' shown. The route
from the east needs to be clearly defined and direct, and the current design
does not accomplish this. Finally, the crossing of drive aisle and pedestrian
walkways introduce a number of potential conflicts between different modes
and users.
I believe there are several tweaks that this design really needs to incorporate
to in order to create a safe and viable pedestrian and bicycle trail in order to
satisfy the intent of the ODP. Lets discuss and staff review and I will
provide some redlines.

[1/ 16/07] The blanket utility easement in the parking lot is fine but check
with the building department to make sure the trash enclosures are allowed
in it. I THINK you're ok if the "structure" does not exceed 8 ft but check to
make sure. If they won't allow it, then you'll need to block out the area on
the plat. The big concern is not placing the enclosure over a waterline or
something.
