Yours Truly, U+ Steve Olt City Planner cc: Marc Virato Spectrum/Len Scherder North Star Design Current Planning File #56-98AB Page 7 FIN Stormwater: 1. The stubs need to be in a public easement. 2. label the storm drains on the utility plans. Light 6 Power: 1. The large building should be master metered. 2. The gang meters should be at one location. 3. Services have to be in a utility easement with the multiple lots. 4. A utility coordination should be scheduled for this development proposal. Water/Wastewater: 1. Routing of water and sanitary sewer services (mostly water) on individual lots is problematic. 2. There is a meter pit shown on the fire line but not on the domestic water line. This appears to be a labeling problem. 3. The grease trap location is problematic. 4. A utility coordination should be scheduled for this development proposal. This completes staff (and outside reviewing agencies) review and comments at this time. Additional comments and red -lined plans may be forthcoming. Another round of staff review is determined to be necessary. This proposal is subject to the 90-day revision re -submittal requirement (from the date of this comment letter, being August 15, 2005) as set forth in Section 2.2.11(A) of the Land Vse Code. Be sure and return all of your red -lined plans when you Page 6 Number: 80 Created: 8/3/2005 [8/3/05] Correctly show the meter pit on the domestic service rather than on the fire line. Topic: Utility Pons Number: 32 Created: 2/25/2005 [8/3/05] [4/12/05] Water mains within the city of Fort Collins Service area are to be constructed with Ductile Iron Pipe. Clearly define this on the plan set. [2/25/05] Water services may not be PVC from the main to a point 5 feet downstream of the meter pit. ********************************************************************** The following comments and concerns were expressed at the staff review meeting on August 3, 2005: Engineering: 1. City staff will need to see a new plat with the proposed lots for the dwelling units in the cottage buildings. Staff suggests keeping the plat the original way. 2. The reference to "by others" on the plans should be changed to be more specific. 3. The proposed roof drain outside of an easement could be problematic. 4. A utility coordination should be scheduled for this development proposal. Page 5 Topic: Utility Pons Number: 71 Created: 8/2/2005 [8/2/05] Please label all existing and proposed storm lines on the overall utility plans. Please make sure that the storm sewer stubs that are to be built by the Northwest. Roads project are coordinated with JR Engineering, in order to make sure the locations and elevations of these stubs match in both plan sets. Department: Transportation Planning Issue Contact: David Averill Topic: 6enerol Number: 72 Created: 8/2/2005 [8/2/05] A minor comment -please refer to the revised walkway that leads from the street sidewalk on Kansas. Where this walkway crosses the north/south drive aisle the ramps should be directional, and not radial (directing pedestrians into the main drive aisle) as shown. Refer to redlined site plan for clarification. Thanks. Page 4 Department: Light 6 Power Issue Contact: Monica Moore Topic: General Number: 70 Created: 7/18/2005 [7/18/05] Utility plan still shows the gas and electric meters sharing the same wall of the building. Gas meters are to be located on one end of the building and the electric meters are to be located on the opposite end. There will be ONE location on each building where all the meters for the duplex units and all the meters for the 3-plex units will all be ganged together. Please contact Light and Power, at 221-6700, to coordinate this location. Topic: Utility Plans Number: 54 Created: 4/8/2005 [7/18/051 [4/8/05] Electric meters will be ganged at one end of the building or another - NOT both ends. Topic: Plat Number: 74 Created: 8/2/2005 [8/2/05] Please show a utility and drainage easement for all areas where storm sewers are stubbed into the site from surrounding streets. Page 3 ti Topic: Plot Number: 87 Created:8/15/2005 [8/15/05] The Technical Services Department offered the following comments: a. The outside boundary and legal description do close. b. All easements must be locatable. c. Show different easements with different line types ... EAE S UE. d. Subdivision name. It it the loth or 11th Filing? Number: 88 Created: 8/15/2005 [8/15/05] Megan Harrity of the Larimer County Assessor's Office indicated that the owner of record is as recorded for Parcel #87290-00-006 in Lorimer County. Department: Engineering Issue Contact: Marc Virata Topic: 5eneml Number: 82 Created: 8/3/2005 [8/3/05] Please amend the "by others" indications on the construction plan set to instead reference the appropriate plan set in which the work -to be done is indicated. Number: 84 Created: 8/5/2005 [8/5/05] Please move the storm drain roof line away from the typical 9' utility easement width along Kansas Drive on the northeast area of the site. Number: 85 Created: 8/5/2005 [8/5/05] With the apparent amending of the plat to provide individual lots for the units, an additional round of review is required and a utility coordination meeting is required. Number: 86 Created: 8/5/2005 [8/5/05] I will not work on scheduling a utility coordination meeting until it is confirmed that the project will be amended to provide individual lots for the units. Please notify me of the outcome either way. Page 2 STAFF PROJECT REVIEW City of Fort Collins Davis Partnership, Architects Date: 08/15/2005 c/o Lynn Moore, FASLA 2301 Blake St, Suite 100 Denver, CO 80205 Staff has reviewed your submittal for RIDDEN FARM, 10TH FILING, SPECTRUM INDEPENDENT LIVING - FINAL PLANS, and we offer the following comments: ISSUES: Department: Current Planning Ism Contact: Steve Olt Topic: 6 WM1 Number: 89 Created: 8/15/2005 [8/15/05] Carl Jenkins of the U.S. Postal Service indicated that centralized delivery, using a minimum of 1 centralized box unit (CBU, Type II), is required for the duplex cottages and centralized apartment type boxes for the main building. Revise the plan to show the required CBU location as approved by the U.S. Postal Service. In all cases the CBU's must be located in the public right- of-way or a designated easement. Please be advised that the responsibility of purchase and maintaining the CBU's with concrete pads is that of the owner/developer/ HOA. Prior to occupancy within the development appooved mail receptacles must be in place. A delivery agreement must be in place prior to any delivery of mail. Contact Carl Jenkins, Growth Coordinator, U.S. Postal Service, 301 Boardwalk Drive, Fort Collins, CO., phone #(970)225-4130, cell #(970)214-3668,fax #(970)225-4139. Number: 90 Created: 8/15/2005 [8/15/05] It appears that the biggest outstanding issue is with regards to the developer's proposal to create individual lost for each of the dwelling units in the 4 cottage buildings. This could have significant impacts on provision. of utilities. Because of this, another round of development review is absolutely necessary. Page 1
