8. Question: What is the length of the long, horizontal wing of the
building?
Answer: From the common area core of the building to the east end of
the wing is about 200' in length. The other wing to the west,
including the common area, will also be about 200' in length

9. Comment: The Planning and Zoning Board, on October 21, 2004,
granted a modification of the standard set forth in Section
3.2.2(K)(1)(a) regarding the minimum parking requirements
for multi -family residential developments. The development
will provide between 0.65 spaces and 0.85 spaces per
dwelling unit overall, depending on whether or not the on -
street parking (in addition to the on -site parking) is
considered in the mix. This determination was based on the
nature of the proposed senior residents in this facility and
their diminished dependence on automobiles ..... [comment

10. Question: The building is too large and massive for this area. It is not
compatible with the existing residential buildings to the east
and south, including the multi -family projects. Doesn't the
building have to meet certain criteria in the City's Land Use
Code relating to compatibility, design, and size? .....

south and east of the site].
Answer: Yes, there is criteria set forth in the Land Use Code,
primarily Sections 3.5.1 and 3.5.2, that will be used to
evaluate the building once a Project Development Plan has
been submitted to the City for review. Also, there is an
existing new school building on the north side of Custer
Drive, just to the south of this proposed development site,
that is at least 2 stories in height and has a significant
building mass associated with it ..... [response by the City

2. Question: Will the living units be rentals or will they be available for
purchase?
Answer: These will be rental units ..... [answer from the Applicant].
3. Question: What will the rental price be for a unit?
Answer: The approximate all-inclusive, monthly rental charges will be
from $1,500 to $2,900, depending on the size of the unit.
These will be private pay rental charges, there is no
government subsidy. There will not be any condominium or
life -care units nor any endowment or expensive entrance fees

4. Comment: The daily management and operation of this facility will be
by Spectrum Retirement Communities professional

5. Question: What will the construction timing be for this development?
Answer: We ideally would like to be under construction by next

6. Question: Will any of the facilities and/or spaces in the main building
be open or available to other people/citizens in the
"neighborhood"? This would include the common dining
room in the building.
Answer: Yes, they could be made available to people that are not
residents of the facility. Even meals could be provided on a
"pay for meal" basis ..... [answer from the Applicant].
7. Question: What is the proposed height of the main building?
Answer: The overall, general height of the building will be about 45';
however, there will be an element of the building, over the
common areas at the center, which will be 50' to 52' in
height. The 9 to 10 independent living cottages will be
primarily 1-story, with some 2-story, buildings ..... [answer

The Applicant is proposing an independent living facility for active seniors.
There will be 116 living units in the main, 3-story building and 9 - 10 living
units in single -story, 2- and 3-plex cottages on the south and east sides of the
main building. The site is approximately 5 acres in size and is located on the
south side of East Drake Road, north of Limon Drive, between Kansas and
Iowa Drives. The Planning and Zoning Board, on October 21, 2004, granted a
request for a modification of the standard for minimum off-street parking
requirements for two-family and multi -family dwellings to allow less parking
than is required in the City's Land Use Code for this residential development.
The meeting started at 7:05 p.m.

1. Question: What will the minimum age be for residents?
Answer: The minimum age will be 55; however, the average age in our
facilities is generally about 82 ..... [answer from the

Dear Resident / Property Owner,
Enclosed you will find a copy of the recorded questions, comments, concerns,
and responses from the Neighborhood Meeting on November 17, 2004, for the
proposed Spectrum Retirement Facility, a senior independent living
residential community to be located in Rigden Farm, a mixed -use development
at the southeast corner of East Drake Road and Timberline Road.
Please be advised that the developers/applicants have not yet submitted
plans to the City to initiate a development review process for the
Spectrum Retirement Facility project. City staff will not send out letters to
affected property owners to notify them of a development proposal when it has
been submitted to the City for review. It is recommended that potentially
affected property owners call this office periodically to see if a development
request has been submitted.
