Subject: Proposed Amendment to City of Fort Collins GMA Boundary — Fossil Creek CPA
Dear Mr. Atteberry:
This letter is in regard to the City of Fort Collin's proposed GMA amendment that has been placed on the
City Council's March 15, 2005 agenda. As we understand this amendment, the City is proposing to add
an area of approximately 2.25 square miles to its GMA boundary, which is currently located within the
Fossil Creek CPA.
State statutes provide that notice regarding such amendments be provided to surrounding municipalities
within three miles (Section 24-32-3209 C.R.S., as amended). The purpose of such notice is to allow
surrounding municipalities the opportunity to comment and participate in hearings and proceedings
associated with such amendments. Under the provisions of this statute, the City of Loveland expresses its
objection to the proposed amendment.
We understand that intergovernmental agreements and plans adopted in the past provide for the City of
Fort Collins to extend its GMA into this area. However, given current facts and conditions, the basis of
those past agreements and/or plans may have changed. Consequently, we request that the City of Fort
Collins not adopt the proposed amendment, and that Loveland and Fort Collins enter into discussions to
reconsider the future of the Fossil Creek CPA.
We also request to be provided with notice in advance of any future public hearings or actions associated
with this amendment. .
