Four items face planning, zoning board

A convenience store with a gas station and fast food restaurant, a long-term care facility and Colorado State
University's plan for a research campus on the southwest corner of Interstate 25 and East Prospect Road face
the city's planning and zoning board Dec. 6.
CSU's plan for its research campus on the interstate includes 25 acres for AVA Solar, which would manufacture
solar photovoltaic panels on the property.
Thus far, there has been little controversy about the plan that promises to bring between 600 and 700 jobs to
Northern Colorado.
The city swapped 142 acres between the Colorado Welcome Center and 1-25 for 267 acres owned by CSU near
the foothills next to the Reservoir Ridge Natural Area.
The long-term care facility being developed by Kevin Frazier is planned on 19 acres north of East Vine Drive
bordered on the north by the Larimer and Weld Canal and on the west by Timberline Road.
The facility, known as Liberty Farms, includes 50 independent senior -living units and 250 units of mixed care
ranging from assisted living to full rehabilitation to hospice care, Frazier said in a telephone interview.
Frazier said he has been fascinated with geriatrics since he worked in nursing homes during high school and
college.
"I've always planned on doing one when the opportunity arose," he said. "Now based on the country's
demographics, it's the right time."
He also believes he has the perfect location
"It's close to Old Town, near the Fort Collins Country Club, there's a walking trail nearby ... it's a comfortable
area."
With baby boomers closing in on retirement age, an increasing number of seniors will be looking for somewhere
to age in place, he said.
Depending on city approvals, Frazier expects to break ground within a year.
The convenience store, commonly known as the East Ridge C-store, is planned for just under an acre on the
northeast corner of the intersection of Sykes Drive and North Timberline Road.
According to plans, the convenience store would be 4,400 square feet, including the fast food restaurant, four
fuel islands and an automated self -serve car wash.
The restaurant would not include a drive -through, according to a hearing notice from the city. The proposal is
within the East Ridge overall development plan.
The convenience store and care facility are on the planning board's consent agenda, meaning there will likely be
