school site property line per Land Use Code 3.6.3.F.
We are requesting a modification to that standard that in place of the street
extension a walkway/bicycle access be constructed to the property to the North.
The reasons for the request is:
a. The property to the North belongs to the school district and is not
developable at this time.
b. It is not good practice to run High School students through residential
property from a safety standpoint.
In meetings with City Staff this proposal was acceptable.
3. The City Staff also stated that Chesapeake Drive be extended to the East
property line. We are requesting a modification to Land Use Code 3.6.3.17 as worked
out with City Staff in a meeting on November 11, 2004 and is as follows:
a. Chesapeake Drive right-of-way to be extended East to the property line
also being the school property line. The road will not be constructed
unless the school will require it. The school has no current construction
plan for their site but have stated that is their No. 1 property at this point in
time.
b. When the school site develops and the roadway is not required the City
will vacate the right-of-way back to the owner to be used as a lot.
In meetings with the City Staff these modifications were acceptable.
These requested modifications comply with the Fort Collins Division 2.8 and
meet the requirement for modification.

REQUEST FOR MODIFICATION OF STANDARDS TO THE FORT COLLINS
LAND USE CODE SECTION 3.63.;
STREET PATTERN AND CONNECTIVITY
SITE HISTORY:
Storybook P.D.P. I" Filing was designed in 1998 and approved by the City for
development. The site was designed with 66 single and paired housing lots that comprise
Storybook P.D.P. I' Filing. There was no master plan completed at that time. That
project is about built out.
The street layout in that project meets the current city standards. Little John Lane
is a 76 foot wide Minor Collector with bike lanes. Mountain Vista Drive was a 115 foot
4-lane arterial.
During the approval process of the I' Filing the developer purchased additional
land to the East, now being called Storybook P.D.P. 2"d Filing, and Poudre R-1 School
District purchased the property to the North and East of the future 2"d Filing.
With the school district property adjacent to this development, their input into
planning was that there should not be any roads built to their site. After discussions with
the City Stag, Poudre School District and the developer, Storybook 2"d was planned.
Also, Little John Lane had to be moved to match the West line of the properties to the
North and not affect school property. The plan that was agreed on is the plan submitted
to the City for Storybook P.D.P. 2"d Filing.
MODIFICATION REQUESTS:
Per Division 2.8 we are requesting 3 Modification to Division 3.6.3 which are as follows:
1. City Staff has stated in their review that Sherwood Forest Lane be extended
South to Mountain Vista Drive per Land Use Code 3.6.3D.
We are requesting a Modification of this standard due to the unusual topographic
feature of the existing detention pond, which has slopes of 25% going both down and up
the pond, which exceeds any maximum slope for roads. This city pond is required and in
use with Storybook P.D.P. I' Filing. Second, Mountain Vista Drive is not proposed to be
a median, therefore not limiting access at this intersection. Non -limiting access would be
under Land Use Code 3.6.3.C, which would be 1320 feet from Little John Lane.
Our proposed modification is to make the access to Mountain Vista Drive from
the intersection of Maid Marian Court and Sherwood Forest Lane (being renamed to
Deep Woods Lane) a walking access. This access would be East to our East property line
then South to Mountain Vista Drive bypassing grade problems created by the existing
detention pond.
