13. There are some areas along the west side of the property abutting the east side of Little John Lane
where the sidewalk was never installed. Per the 2"d filing PDP and Plat, this is within the boundary
of the 1st filing. Is this walk required to be installed by a developer/builder that might take over the
project (2"d filing only) to build homes?
14. Are there any escrows still in place and if so, when do they expire?
15. There was an approved landscape plan as part of the PDP and I believe this landscaping was never
installed? Is there an escrow in place for the landscaping; if not does one need to be in place prior to
permits being issued?
16. Is electricity in the neighborhood supplied by Ft. Collins Utilities or Xcel?
17. Does the City have a copy of a soils report (most likely submitted with the PDP application) I could
not find one in the planning file?
Steve — I'm sure some of this info would need to come from different departments, but whatever you can supply
would be great and if you could also direct me to other City staff that might be able to give input it would be
very helpful.

Hi Steve — hope you're doing well. I'm doing some research for a bank that has a loan on the Storybook 2nd filing
development and wanted to see if you had some time this week to sit down with me to discuss the project (it
might be good if we could also have the engineer who reviewed the project also at the meeting). I've been out
to the neighborhood and have seen that most of the infrastructure has been installed with the exception of the
north street — Sherwood Forest Ct. and the north extension of Deep Woods Lane north of Chesapeake Dr. Here's
the info I'd like to find out as well as get documents if possible:
1. Is there any vested rights that might expire on the approval since all of the infrastructure is not
completed?
2. Building elevations were approved with the PDP. If a new builder purchases the lots, are they
required to build the same units or can they build something else that meets the standards of the
Land Use Code (LMN District)
3. There was a Minor Amendment approved in April of 2007 to change Lots 1-40 to Single Family
detached patio homes. Does the City define patio homes different than regular SF Detached homes?
Are all of the lots now sf detached or are there still some duplex lots and if so, which lots are
required to have duplexes on them? Can these be redesignated (the duplex lots) as sf detached with
another Minor Amendment?
4. There was a private park area platted and dedicated to the HOA as part of the 1st filing but never
constructed. Would this park be required to be designed and/or installed by a developer/builder
that might take over the project (2nd filing only) to build homes? Do you know if the City ever
received a design for the park or if a design is required to be approved by the City?
5. Are there any improvements required by the City or any restrictions (offsite easements, escrows,
improvements to be completed, acceptance by the City or other utility companies; etc.) that would
prevent building permits from being issued? Can permits be issued at this time?
6. Are any HOA documents part of the City approval/review process? If not would an HOA be
required if not already formed?
7. Are there any private improvements within the development (ie: streets, open space, greenbelts,
drainage improvements, etc.) that an HOA would be required to own and maintain?
8. Can I get a copy of the approved construction documents?
9. Was the construction of the development to be phased (Sherwood Forest Ct. not yet completed)
and if so, does the City have a phasing plan?
10. Were any of the existing improvements accepted by the City; if not, what needs to be completed in
order to be accepted by the City? If so are they still under warranty? Would the current warranty (2
year/5year) still apply to any improvements not yet accepted by the City.
11. In looking through the City planning file, it looks as if there was a temporary slope easement that
was only valid until December 31, 2007. Does the City know if the grading improvements were ever
completed for the property within the easement.
12. Are there any off site drainage easements or improvements that need to be completed? Are there
any other offsite easements that need to be obtained prior to building permits being issued?
