A copy of the draft Rural Residential District (RR) that would be applied to private properties in community separator areas upon annexation. Community Planning and Environmental Services Advance Planning Department City of Fort Collins May 26, 2005 Memorandum TO: Larimer County Planning Commission FM: Ken Waido, Chief Planner �� City of Fort Collins Advance Planning Department RE: Amending the Fort Collins Growth Management Area (GMA) Boundary to Include the Fossil Creek Cooperative Planning Area (CPA). On June 15, the Larimer County Planning Commission will conduct a public hearing and consider a request to amend the Fort Collins Growth Management Area (GMA) boundary to include the Fossil Creek Cooperative Planning Area (CPA), an area of approximately 2 and '/4 square miles (see attached map). This memorandum presents background information on the boundary amendment request as well as additional information, requested at the May 11 joint work session with the County Commissioners, which is evidence of the City's commitment to community separators in the Fossil Creek GMA expansion area. The new additional information is as follows: A copy of the City Structure Plan map showing the location of planned community separators surrounding the Fort Collins GMA boundary. 2. The principles and policies from City Plan, the City's Comprehensive Plan, for community separators, including: a. Page 129, Principle OL-2: Open lands are important in providing the City with a well-defined edge, establishing community separators, directing growth, and preserving rural character. b. Page 134, Principle GM-2: The City will use various measures for managing growth at its edges. C. Pages 241-242, Principle CS-l: Community separators will provide physical and visual separation between Fort Collins and surrounding communities to maintain and enhance the separate identities of each community. 281 North College Avenue • P.O.
