the Larimer County Urban Area Street Standards, the City Code, and the City's
Stormwater regulations.

wetlands, natural habitats and features and or wildlife are being avoided to the
maximum extent feasible or are mitigated.
Appropriate buffers are being provided to accommodate wildlife associated with the
Warren Lake Outlet Ditch, and will be re -vegetated with native plant species.

meeting(s), if a meeting has been held.
The proposed uses for this PDP are type 1 uses; therefore no neighborhood meeting is
required.
(ix) Name of the project as well as any previous name the project may have come
through conceptual review with.
The project went to in Preliminary Design Review on April 5, 2006, and was referred to
as "PAWS OF THE ROCKIES — 2000 E HARMONY."

appropriately utilized, and the site will provide pedestrian walkways for its portion
of Harmony Road.
(ii) Description of proposed open space,
landscaping, circulation, transition areas,
general vicinity of the project
wetlands, natural habitats and features,
and associated buffering on site and in the
Two large cottonwoods marked on the City Natural Habitats and Features Inventory Map
exist on the site, but have been inspected by an arborist and suggested for removal.
The Warren Lake Outlet Ditch runs along the northeast edge of the property.
Appropriate buffers will be provided to accommodate wildlife in this area, and will be re -
vegetated with native plant species. Landscaping in the site will consist of berms and
street trees along Harmony Road consistent with the Harmony Corridor Plan, as well as
interior and perimeter parking lot landscaping and foundation plantings. All buildings at
the site will be accessed at a single right-in/right-out access point on Harmony Road,
which will also provide connections to the adjacent properties to the east and west. A
meandering sidewalk along Harmony Road and walkways within the site will provide
pedestrian connections to all buildings.
(M) Statement of proposed ownership and maintenance of public and private open
space areas, applicant's intentions with regard to future ownership of all or portions of
the project development plan.
The animal hospital and surrounding land will remain under the ownership and
maintenance of Paws of the Rockies. Any office buildings constructed during the first
phase of this project will be sold to individual business owners, as will future office
buildings developed on the site.
(iv) Estimate of number of employees for business, commercial, and industrial uses.
The animal hospital employs 12 total employees, with about 9 employees working on
any given day. We are proposing 2 future office buildings with 5000 square feet each,
which would probably accommodate a total of 15 employees each.
(v) Description of rationale behind the assumptions and choices made by the applicant.
The City of Fort Collins Comprehensive Plan (City Plan) states that promoting infill over
the development of virgin farmland at the periphery of the community is a goal of the
City. This project is on an infill site, contributing to more compact land use within the city
and redeveloping a currently underutilized area. We see this project as a win -win
between the developer and the City.
NO The applicant shall submit as evidence of successful completion of the applicable
criteria, the completed documents pursuant to these regulations for each proposed use.
The Planning Director may require, or the applicant may choose to submit, evidence
that is beyond what is required in that section. Any variance from the criteria shall be
described.
Statement of Planning Objectives -
Paws of the Rockies P.D.P.
(i) Statement of appropriate City Plan Principles and Policies achieved by the proposed
plan.
Principle LU-1: Growth within the city will promote a compact development pattern with a
well-defined boundary.
This project is filling a currently underutilized area in the city, promoting more
compact development along the Harmony Corridor.
Principle GM-8. The City will promote compatible infill development in targeted areas
within the Community Growth Management Area boundary.
Paws of the Rockies is an infill project within the Community Growth
Management Area boundary.
Principle ED-1: Employment Districts will be major employment centers in the
community. These districts will also include a variety of complementary uses to meet
the needs of employees, such as business services, convenience retail, lodging, child
care, recreation, housing and restaurants. By design, they will encourage non -auto
travel, car and van pooling, telecommuting and transit use. Their attractive appearance
should allow them to be located adjacent to residential neighborhoods and along primary
entryways into the community.
Paws of the Rockies is in an Employment District as per the City Structure Plan.
The site will provide an animal hospital and adjacent office buildings, uses that
are complementary to each other and to the needs of the Harmony Corridor.
Pedestrian travel will be encouraged through connecting walkways.
Policy ED-1.2 Primary uses. Primary uses in an employment district will include:
• Research facilities, testing laboratories, o/hces and other facilities for
research and development
• Light industrial uses
• Hospitals, clinics, nursing and personal care facilities
• Regional, national or international headquarters of a services -providing
organization
• Vocational, business or private schools and universities
• Professional offices
• Finance, insurance and real estate services
• Other uses of similar character
This project will feature an animal hospital and other professional offices,
adhering to the primary uses of an Employment District.
Policy ED-1.8 Site Design. The design character of employment facilities should be
reflective of a business park or campus setting, compatible with adjoining uses, with full
landscaping of parking, perimeter and building edges to buffer the impacts of large
facilities. Recreation, parks, and open space areas should be incorporated into the
design, as well as pedestrian linkages to City trails.
The design of Paws of the Rockies and the associated office buildings will reflect
a campus setting, despite the small size of the site. Landscaping will be
