RE: Wetlands on the Liberty Farms Development Parcel
Dear Don:
At your request, you and I visited the Liberty Fame site on June 13, 2007 to determine if any
wetlands are present on the approximate 20-acre development parcel. The site is located on
the east side of Timberline Road just north of the Timberline Road and East Vine Drive
Intersection (northwest A southeast % of Section 5, Township 7 North, Range 68 West). The
Larimer County parcel numbers for the site are: 87054-08-001, 87054-07-001, and 87054-07-
002. The Latimer and Weld Canal borders the north edge of the property and small feeder
irrigation ditches appear to be used for flood irrigation of the livestock pasture areas.
My site review consisted of walking through the central portions of the parcel as well as around
the perimeter so I was able to view vegetation cover over all the undeveloped portions of the
project area. My reconnaissance indicated the property consists primarily of upland livestock
pasture and a residence area including out -buildings, sheds, and horse corrals. Because of
past conversion of the property for agricultural uses, the majority of the undeveloped portions of
the site consist of non-native grassland that is dominated by smooth brome (Bromopsis inermis)
and miscellaneous annual weeds including .flixweed (Descurainie sophia), field bindweed
(Convotvulus arvensis), leafy spurge (77thymalus uralensis), and lambsquarters (Chenopodium
bertandien). I found no evidence of wetland vegetation, hydric soils, or hydrology indicative of
wetlands presence. As indicated all undeveloped portions of the project area support upland
associated vegetation such as smooth brome and annual weeds. Even areas adjacent to the
Latimer and Weld Canal as well as the small feeder irrigation ditches were dominated by upland
associated vegetation. Therefore, proposed development of the Liberty Farms property would
have no impact on wetlands.
