A copy of the staff comments is provided in Appendix A. Specifically, comments 80, 82, and 83 pertain to the transportation impact study (TIS) and are addressed herein. Comment #80 In Figure 8 of the TIS, a southbound left -turn lane is shown at the Timberline/Site Access intersection. This is in accordance with the Larimer County Urban Area Street Standards (LCUASS), Figure 8-1. At the Timberline/Vine intersection, left -turn lanes are not shown on Timberline Road since there are physical constraints both north and south of Vine Drive. The Plummer School (historic) is on the west side of Timberline Road and a residence is on the east side of Timberline Road north of Vine Drive. These structures limit the ability to widen the north leg of Timberline Road. South of Vine Drive, there is a railroad crossing of Timberline Road. This limits the ability to widen the south leg of Timberline Road. As stated in the East Ridge TIS and addenda, these constraints limit the geometry on Timberline Road. This was accepted by the City. It was easier to provide limited (temporary) widening on Vine Drive to improve the operation at the Timberline/Vine intersection. Comment #82 The traffic forecasts at the Timberline/Vine intersections were derived from the East Ridge and Trailhead transportation impact Studies as noted on the Base Assumptions Form. Annual growth factors of 2 percent per year were applied to the traffic forecasts from those transportation impact studies.
