Hi Jeff,
Thank you for your comments. I will add them to the file which the hearing officer will review`prior to the
hearing. Also, I have forwarded them to Chris Stryker, the applicant representing T-Mobile. He will likely
call you prior to the hearing which is scheduled for September 5th (which you will receive notification for in
the next day or two) to discuss some visual impact mitigation ideas that were discussed at the.
neighborhood meeting Monday night.
The first request was denied because of neighborhood compatibility issues. You need to know that per
the 1996 Telecommunications Act (Federal), municipalities are prohibited from denying such cell phone
tower requests based on health concerns. Municipalities such as ours must allow cell phone towers.
According to that Act, we are allowed only to specify the zone districts in which they are allowed. The City
of Fort Collins allows cell phone towers only on properties zoned for commercial use. The Cedarwood
Plaza is zoned NC —Neighborhood Commercial.
At the neighborhood meeting, Chris Stryker mentioned a third party analysis that was done for another
similar cell tower site he worked on which he was willing to share with anyone that was interested. In it,
the radiation from cell towers was shown to be less than the radiation from a typical household microwave
oven. That information will not be considered by the hearing officer in the decision making process, but if
you are interested, you might ask him for a copy when he calls you.
I'd be happy to sit down with you if you like and go over the Fort Collins codes, the 1996 Act, etc. if you
would like. Please let me know if you have further questions or comments.

Hi Anne,
I again wish to comment about the proposed Telecommunications tower proposed for the west side of the
King Soopers Property on Taft Hill road.
The Fort Collins Housing Authority owns both 24 plex building located directly west of the proposed site.
Your notice states that the tower has been moved further south and screened by mature trees. The area
they intend to construct the tower has no mature trees an is only open grass. Our residents live in garden
level and two story buildings and would still have the tower top at their eye level. Any trees that are
mention look to be on others property. I have a major renovation taking place at our site and have
attached our approved site plan. You will see we will have community building sifting on the other side of
the fence from this tower and we would have a direct view of it.
Secondly, My concern is the transmissions that the tower produces and effect these signals may have on
the residents that live at eye level with their equipment. I'd request that documentation of the safety of the
tower is confirmed by third party judgements before approval is allowed. My research shows wildly varying
opinion on the safety of wireless signals.
I was out of town for the first meeting and sorry to miss it, If you can please consider these comments in
your decisions.
