8. The sidewalk location will need to be coordinated within the Redtail plans and a
sidewalk will need to be installed along the entire frontage of this property.
9. Sight distance easements will be required. You may want to explore relocating
the driveway entrance to minimize sight distance areas.
10. Offsite construction and drainage easements will be required.
11. No structures or footings are allowed in easements.
12. All public improvements must be built according to Larimer County Urban Area
Street Standards.
PLANNING

1. This proposal will be subject to the Development Review Processed and must
be approved through an Administrative (Type 1) Public Hearing.
2. For a list of Project Development Plan (PDP) submittal requirements please
visit http://fcqov.com/planningandzoning/submittals.php. Also, download the
Development Review Fee schedule to determine the submittal fees for your
Project Development Plan.
3. Please be aware that when your PDP is submitted, you will owe both the
Development Review Fee and the Transportation Development Review Fee.
4. If you project is approved at the Administrative Public Hearing, you will be
required to submit Final Plans and associated Final Plan Fees for both
Development Review and Transportation Development Review.
5. This PDP is subject to all applicable requirements of the Land Use Code,
including, but not limited to:
• Division 2.2 — Common Development Review Procedures
• Division 3.2 — Site Planning and Design Standards
• Division 3.3 — Engineering Standards
• Division 3.4 — Environmental Standards
• Division 3.5 — Building Standards
• Division 4.21 — Commercial District
6. As mentioned by Zoning, a modification to the Build -to Line Standard will be
required if you intend to use the existing foundation and keep the second
building in the proposed location. A request for modification to this standard will
be required, as outlined in Division 2.8 of the Land Use Code. Your
modification request will need to be reviewed, but at this point we will support
this request if you intend to utilize the existing foundation.
7. Please make sure that both buildings open onto a walkway that connects the
street sidewalk to building entrances.
8. When you are ready to submit your Project Development Plan for review,
please schedule an appointment with a Development Review Center technician
by calling 221-6750.

ELECTRIC UTILITY

1. Three-phase electric service is available in the north side of Cameron Drive.
Single-phase service is available on the south side of this property, but may
need an easement in order to be accessed.
2. Please coordinate the transformer location with the Electric Utility department.
3. A Commercial-1 must be completed by the applicant out to determine the
electric needs of this development.
POUDRE FIRE AUTHORITY

1. If the buildings are over 5,000 square feet, fire separation or fire sprinklers will
be required.
2. An emergency access easement may be required through the parking lot
depending upon the site configuration.
3. A fire hydrant capable of supplying water at 1,500 gpm at 20 psi residual
pressure must be located no further than 300 feet from the building(s). This
requirement may be modified if fire sprinklers are proposed.
ENGINEERING

1. Larimer County Road Impact Fees and Street Oversizing Fees will apply to this
proposal. Please contact Matt Baker in Street Oversizing at

2. The Transportation Development Review Fee (TDRF) will apply to this
proposal. For information visit http://fcqov.com/engineerinq/dev-review.php or
contact Susan if you need help calculating an estimate.
3. A Transportation Impact Study (TIS) will be required, evaluating all modes of
transportation. For TIS requirements please contact Ward Stanford at 221-
6820 or wstanford(a-fcgov.com.
4. Utility Plans, a Development Agreement and Development Construction Permit
will be required with this proposal. A subdivision plat will not be required, but
depending on how many easements you are dedicating, it may be more cost-
effective to replat than dedicate each easement individually ($250 each plus
filing fees).
5. Any existing overhead utilities must be undergrounded with this proposal.
6. If the existing sidewalk is in good shape, it can stay in the attached location. If
50 percent or more needs to be repaired or replaced then we'll need it
reconstructed in the detached location.
7. Right-of-way needs to be dedicated in order to extend to the back of the
sidewalk (or future sidewalk if reconstructed).

STORMWATER UTILITY

1. When there is an increase in imperviousness greater than 1000 square feet,
onsite detention is required with a 2 year historic release rate for water
quantity. Water quality treatment is also required as described in the Urban
Storm Drainage Criteria Manual, Volume 3 — Best Management Practices
(BMPs). Extended detention is the usual method selected for water quality
treatment. Since there is an existing foundation on the site and this was a
previously approved project there can be consideration for variances to
requirements because of the hardship of this being an infill project.
However, the design engineer must try to meet the requirements and show
justification for any variances.
2. A drainage and erosion control report and construction plans are required
and must be prepared by a Professional Engineer registered in Colorado.
3. The design of this site must conform to the drainage basin design of the
Fossil Creek Drainage Master Drainage Plan as well the City's Design
Criteria and Construction standards.
4. The city wide development fee is $4,420/acre ($0.1015/sq.ft.) for new
impervious area over 350 sq.ft. No fee is charged for existing impervious
area. This fee is to be paid at the time each building permit is issued.
WATER & WASTEWATER

1. This property is served by the Fort Collins Loveland Water District (FCLWD)
and South Fort Collins Sanitation District (SFCSD). Please contact District

ENVIRONMENTAL PLANNING

1. The same wetlands buffers that were used on the southwest side of the
adjacent property will be required on this property. Please overlay the wetland
delineation on this site plan so that we can determine the appropriate buffers.
2. Please provide bicycle racks in a location convenient to the building entraces.
3. If you are proposing a trash enclosure, it must be large enough to
accommodate recycling services and should be designed to match the building
materials.

LAND USE DATA: The property located at 117 Cameron Drive is platted as Lot
5 of Cameron Park Second Filing (also commonly referred to as Fossil Creek Office
Park). A partial foundation is in place for proposed Building 5A, but the permit has
expired. This foundation and building will be completed with this development plan
and a second building is proposed to the west.
COMMENTS: The following departmental agencies have offered comments for this
proposal based on a sketch plan and project description which were presented to the
review team:
ZONING

1. The property is zoned C — Commercial District.
2. Offices are permitted uses in the C — Commercial District, subject to
Administrative (Type 1) review and public hearing.
3. A maximum number of parking spaces are allowed for office uses. The
maximum number of parking spaces allowed are 3 spaces per 1,000 square
feet of floor area or .75 parking spaces per employee on the largest shift. For
the proposed 12,000 square feet of floor area a maximum of 36 parking spaces
are allowed.
4. Handicap accessible parking must be provided and one of those parking
spaces must be van accessible.
5. At least 6 percent of the interior of the parking lot must be landscaped.
6. The existing foundation and proposed building do not satisfy Build4o Line
requirements set forth in Land Use Code Section 3.5.3(2). Either the plans will
need to be modified to satisfy this standard or a modification to the standard will
be required and subject to Administrative (Type 1) approval.

Dear Shelby:
In reviewing the staff comments, the only one requiring a detailed response, I believe, is
Comment No. 6 from Zoning indicating the requirement of a modification in order to deal with
the `Build -to Line requirements" which are not met if our buildings are built as per the
previously approved site plan, including one building which has an existing constructed
foundation.
Please see our modification request under separate cover.
