comments:
a. The addresses on the buildings must be visible from a street.
b. A fire hydrant must be within 300' of all buildings and
hydrants must be spaced at 600' on -center.
C. Fire flows of 1,500 gallons per minute at a residual pressure
of 20 pounds per square inch must be provided.
d. A Hazardous Materials Impact Study may be necessary if
there are uses proposed that require and use hazardous
materials. Please see Section 3.4.5 of the LUC. If required,
the HAZMATS Study will be reviewed by the Poudre Fire
Authority.

10. Ken Waido and Clark Mapes of the Advance Planning
Department stated that the ODP assumes that the current
rezoning request before the City will be approved. There are still
outstanding issues on the rezoning and staff is not supporting the
rezoning of the property.
11. This development request will be subject to the City's development
review fee and the Fee Schedule that is available in the Current
Planning Department office. The fee is due at the time of
submittal of the required documents for the Overall Development
Plan, Project Development Plan, and the Final Compliance phases
of development review by City staff and affected outside reviewing
agencies.
12. This development proposal is subject to the requirements as set
forth in the City's LUC, specifically Articles 2. Administration
(Development Review Procedures), Article 3. General Development
Standards, and Article 4. [Zoning] Districts.
d. The wetlands must be surveyed to determine if the Ute Lady
Trusses Orchid is present on this site.
e. An Ecological Characterization Study must be done for the
ODP on this property.
f. The existing Cottonwood trees on the site must be identified
and shown on the ODP.
g. A copy of a memorandum and additional information is
attached to this comment letter.

7. Mark Jackson of the Transportation Planning Department
offered the following comments:
a. The impact of traffic on Trilby Road and the intersection of
Trilby and South College Avenue must be studied.
b. A TIS will be required with your ODP submittal. Please
contact Eric Bracke of the Traffic Operations Department,
at 224-6062, and Mark, at 416-2029, to determine what
information is needed in the TIS pertaining to Level of
Service for vehicle, pedestrian, bicycle, and transit modes of
transportation. It may also be necessary to contact GayLene
Rossiter of Transfort, at 224-6195, for information regarding
transit service in the area.
C. Bicycle and pedestrian connections should be provided
within the development and to surrounding properties.

8. Alison Brady of the Parks Planning Department stated that the
residential portions of this development will be subject to the City's
neighborhood and community parkland fees. The fees will be
assessed on each dwelling unit and are based on the square
footage of the unit.
f. The outfall from the southeast corner runs between
buildings and has a very limited capacity. The Ridgewood
Hills developer worked with the property owner'on some
improvements and easements so the Ridgewood Hills files
and drainage report will contain drainage information.
g. One outfall, which may be the one discussed above, was
recently modified with a development project under Larimer
County jurisdiction that outfalls into Huntington Hills. There
may be some information available about capacity and
easements for the outfall from that drainage study (reviewed
by Larimer County). There may be three (3) outfalls but they
are not shown on City inventory maps since they are in.the
County.

5. Bruce Vogel of the Light & Power Department offered the
following comments:
a. The closest power to the site is only available on the north
side of Trilby Road, with no power around South College
Avenue and Skyway Drive.
b. The normal electric charges will apply to this development.

6. Kim Kreimeyer, the City's Natural Resources Planner, offered the
following comments:
a. If there are prairie dogs on this site they must be relocated
or humanely eradicated prior to any construction occurring.
b. There are existing wetlands on -site that must be preserved
and protected or mitigated. They do not have to be
jurisdictional wetlands to be mitigated under City
regulations.
C. The wetlands must be delineated on the ODP and there must
be a 50' — 100' buffer around the wetlands.
i. A Development Agreement (between the City and the
developer) and a Development Construction Permit, issued
by the City Engineering Department, will be required.

3. Roger Buffington of the Water/Wastewater Department stated
that service in this area will be provided by the Fort Collins -
Loveland Water District and the South Fort Collins Sanitation
District.
4. Glen Schlueter of the Stormwater Utility offered the following
comments:
a. The site is located in the Fossil Creek Drainage Basin, where
the development fee is $2,274 and subject to the runoff
coefficient reduction. The site is in Inventory Grid #7T.
b. The standard drainage and erosion control report and
construction plans are required and they must be prepared
by a professional engineer registered in the State of
Colorado.
C. On -site water quality extended detention is required to treat
the runoff.
d. There are limited outfalls in place, so on -site detention is
needed unless other outfalls are built across South College
Avenue. These, then, would need to be analyzed downstream
until their effects are not having a negative affect on
downstream facilities.
e. Off -site easements and improvements may be required. The
previous proposal on the northeast corner of the site had
worked with downstream property owners for an easement
and some improvements, but then the project was
abandoned.
C. Street oversizing fees will apply to this development. These
fees are based on vehicle trip generations for the proposed
land uses in the development plan. Please contact Matt
Baker, at 224-6108, for detailed information on the fees. The
fees will be collected at the time of issuance of building
permits.
d. Improvements to the intersections of South College Avenue &
Trilby Road (a major intersection) and South College Avenue
and Skyway Drive will be necessary with development of this
property. The extent of improvements will be determined by
the TIS for the project(s) and they must be escrowed in the
amount of 150% of the estimated cost of improvements.
e. Development of this property must include street
connections to adjacent properties that are potentially
developable or redevelopabie, as set forth in Section 3.6.3 —
Street Pattern and Connectivity Standards of the LUC.
f. The South College Access Management Plan is currently
being amended by the Colorado Department of
Transportation (CDOT) and the City of Fort Collins. This plan
identifies the allowable access points along South College
Avenue. Please contact Kathleen Reavis of the City
Transportation Planning Department for information on
the status of the access plan.
g. A State Highway Access Control Permit, issued by CDOT, will
be required with this development. The permit process
should be initiated through the City Engineering
Department.
h. A Transportation Impact Study (TIS) will be required with the
ODP submittal. Please contact Eric Bracke of the Traffic
Operations Department, at 224-6062, and Mark Jackson of
the Transportation Planning Department, at 416-2029, to
determine what information is needed in the TIS pertaining
to Level of Service for vehicle, pedestrian, bicycle, and transit

Request for an Overall Development Plan (ODP) on the Timan Property,
which is approximately 48 acres in size and is located at the northwest
corner of South College Avenue and Trilby Road. The ODP would be for
15.4 acres to 21.4 acres of NC - Neighborhood Commercial uses and
26.3 acres to 32.3 acres of MMN - Medium Density Mixed -Use
Neighborhood uses. The property is currently in the C - Commercial
Zoning District. The proposed ODP would require rezoning of the
property and an amendment to the City's Structure Plan.
COMMENTS:
1. Gary Lopez of the Zoning Department stated that the property is
in the C - Commercial Zoning District in the Land Use Code (LUC).
2. Tim Blandford the Engineering Department offered the following
comments:
a. Dedication of additional street right-of-way for all 3 streets
(South College Avenue, Trilby Road, and Skyway Drive)
adjacent to the property will be required.
b. Development of this property will require improvements to all
3 adjacent streets.

For your information, attached is a copy of the Staff s comments
concerning the request for the Timan Property Overall Development
Plan, which was presented before the Conceptual Review Team on
August 21, 2000.
This is a request for an Overall Development Plan (ODP) on the Timan
Property, which is approximately 48 acres in size and is located at the
northwest corner of South College Avenue and Trilby Road. The ODP
would be for 15.4 acres to 21.4 acres of NC - Neighborhood Commercial
uses and 26.3 acres to 32.3 acres of MMN - Medium Density Mixed -Use
Neighborhood uses. The property is currently in the C - Commercial
Zoning District. The proposed ODP would require rezoning of the
property and an amendment to the City's Structure Plan.
The comments are offered informally by Staff to assist you in preparing
the detailed components of the project application. Modifications and
additions to these comments may be made at the time of formal review of
this project.
