RE: Front Range Rezoning
Dear Steve:
Thank you for your recent letter addressed to Mayor Martinez regarding the Front Range
Rezoning application that is currently being processed by the City. The purpose of the
rezoning request is to permit the development of 52 acres as a supermarket -anchored
neighborhood shopping center on the NC portion of the property.
At this time, City staff is not in support of the requested for rezoning of the property from
C — Commercial to NC — Neighborhood Commercial and MMN — Medium Density
Mixed-Use.Neighborhood. The City is encouraging minimizing grocery stores and
supermarkets along College Avenue. City staff s position is that the adopted Structure
Plan identifies this property as part of the Commercial Corridor District, which is now
typically strip commercial development along South College Avenue.
The Structure Plan also identifies the site in the Amended Ridgewood Hills
ODP/Shenandoah PUD as a Neighborhood Commercial Center and Medium Density
Mixed -Use Residential. Although there is, undoubtedly, justification to support a
supermarket -based shopping center on either. the Timan property or the Shenandoah
property, staff has determined that the currently designated Neighborhood Commercial
Center on the Shenandoah property is supported by the Structure Plan, the Land Use
Code, and existing and future residential development in the area. A grocery store -based
retail shopping center proposal on the Shenandoah property was brought before the City's
conceptual review team on July 31, 2000.
Please understand that the applicant for the Front Range Rezoning request is entitled to
continue through the development review process and defend its position for rezoning to
the Planning and Zoning Board and City Council. After hearing the proposal, the
